[Condition of preliminary approval] Submittal of covenants or other such instrument which evidences the establishment of an owners’ association and provides for ownership and maintenance of proposed open space. Provide evidence of recorded instrument. Rev 1: Comment addressed. CC&R provided. 2. [14-302(A)(1)] FYI - This subdivision is a final subdivision rather than a resubdivision as you have it called in your title and consent note. Rev 1: Comment addressed. 3. [14-302(A)(2)] Vicinity Map scale should be 1” = 2000’ Rev 1: Comment addressed 4. [14-302(A)(3)] Carlyle Place is a public street. Label street as public and include route number on plat (Rt. 1854). Rev 1: Comment addressed 5. [14-302(A)(4)&(5)] List the owner of record for each public and private easement. Some easements are labeled as “existing” and others that appear to be existing are not labeled as such. Clarify between existing and any proposed easements. Are new easements being dedicated to public use with this plat? If not, delete note 7 dedicating drainage easements are to public use. Rev 1: Comment not fully addressed. ACSA does not own landscaping easement, drainage easements or SWM BMP easement. The landscape easement is a private easement owned/maintained by the developer. The drainage and swm/bmp easements are either public easements held by the County or private easements held by the developer. The CC&Rs: Article V – Easements, address private drainage easements though previous plats note drainage easements as being dedicated to public use. 2 Determine the correct owner of these easements and label accordingly. If they are public easements there should be recorded deeds of easement (provide copies of deeds if applicable). I have sent revised plat to ACSA for their review as well. 6. [14-302(A)(8)] Provide acreage of residual parcel. Rev 1: Comment not addressed. Prior to this subdivision, residual #2 was part of TMP 56-93C which is listed as an 8.35 acre parcel on GIS Web. Provide remaining acreage of 56-93C less lot 5. 7. [14-302(A)(9)] Both Lot 5 and residual are required to contain a building site. Confirm that residual parcel has a building site and amend building site note accordingly. Rev 1: Comment not addressed. Amend note 1 to state that the residual of TMP 56-93C contains a building site. 8. [14-302(A)(9)] Lot 5 has a significant area in tree conservation area as shown on the landscape and conservation plan dated 3/28/14. Include a note referencing the conservation plan and state that building sites shall not disturb tree protection areas shown on plan. Rev 1: Comment addressed 9. [14-302(B)(7)] Provide notes as required by this section. This parcel is within the Lickinghole Creek Water Supply Watershed and is not within an Agricultural-Forestal District. Rev 1: Comment not fully addressed. Add note that parcel is not within an Agricultural -Forestal District. 10. [14-303(A)] Amend the consent note to match language in this section. Rev 1: Comment addressed 11. [Comment] This plat cannot be approved until Engineering, VDOT and ACSA complete their reviews and grant their approval. Fire Rescue and E911 have completed their reviews and have no objections. VDOT, ACSA and Engineering comments will be forwarded upon receipt. Rev 1: Revised plat has been forwarded to ACSA for review.
