RE: SUB 201500044 Riverview — preliminary subdivision
Mr. Ray:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
subdivision plat.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final subdivision plat for all or a portion of the site within one (1) year after the date
of this letter as provided in 14 -226 of the Subdivision Ordinance of the County Code, and thereafter
diligently pursues approval of the final subdivision plat.
The following are prerequisite to an Engineering recommendation for final subdivision plat approval:
1. Approval of an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle. [17 -402]
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code. [17 -403]
3. Approval of a Pollution Prevention Plan meeting the requirements of Chapter 17 of the Code.
[17 -404]
4. Approval of a Stormwater Pollution Prevention Plan meeting the requirements of Chapter 17 of
the Code. [17 -405]
5. Approval of all easements for facilities for stormwater management and drainage control meeting
the requirements of Chapter 14 of the Code. [ 14 -431 ]
6. Approval of a Stormwater Management Maintenance Agreement meeting the requirements of
Chapter 17 of the Code. [17 -415; recorded in records of clerk of the circuit court of the County]
7. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffer.
Mitigation plan requirements apply to proposed subdivision design. [17 -406]
8. Approval of a Road Plan meeting the requirements of Chapter 14 of the Code, and Albemarle
County Design Standards Manual. [14 -410, 14 -411, 14 -412]
9. WPONSW Plan bonded [17 -414]; Mitigation Plan bonded; and public road built or bonded.

Engineering reports approvals have not been obtained. See items required for Engineering
Division Approval, p. 4.
The final subdivision plat will not be considered to have been officially submitted until the following
items are received:
1. A final subdivision plat that satisfies all of the requirements of 14 -226 of the Subdivision
Ordinance.
2. A fee of $1,000 (1 -9 lot subdivision application)
Additional required fee: $330 (1aer 11 Groundwater Revietiv)
Please submit ten (10) copies of the subdivision plat to the Community Development Department. The
assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the
first set of comments on the final subdivision plat, please work with each reviewer individually to
satisfy their requirements.
The final subdivision plat will not be approved until the following conditions are met:
The Department of Community Development shall not accept submittal of the final subdivision plat for
signature until tentative approvals for the following conditions have been obtained:
Plannine Division Approval of (3 copies):
1. A plat meeting all the requirements for final subdivision plats per the subdivision ordinance.
2. [Comment] On sheet 1, note #10 lists the drainage easements leaving the Public R/W shall be
dedicated to Public Use. All other drainage easements will be dedicated to the home owners
association. The County does not desire to be the holder of the drainage easements associated
with the project. If VDOT is willing to maintain these easements then the note can remain on the
final plat, otherwise it shall be removed and all drainage easements shall be private /to the HOA.
Because the preliminary plat does not depict any easements at this time, it is advisable to deal
with this issue with the final plat.
3. [14- 303(G)] Who shall own/maintain Special Lot A? Will it be an HOA? Please specify this on
the final plat.
4. [14 -316] Approval of entrance onto public streets. The subdivider shall submit, prior to or with
the final plat, evidence satisfactory to the agent that, the entrance of the principal means of access
for each lot onto any existing or proposed public street complies with Virginia Department of
Transportation standards. Please provide this documentation.
5. [14 -309 & 14 -310] Soil evaluations & Health director approval of septic systems. Prior to final
subdivision plat approval each lot (other than the special lot) shall have primary and reserve
drainfield locations approved by the Health Department. Please provide the soil work for each lot
and staff will forward it on to the Health Department for their review /approval.
6 [14 -311] Infrastructure improvement plans. Road Plans and WPO application must be approved,
all required improvements must be built or bonded, and all required Deeds. and Declarations must
be reviewed and approved prior to Final Plat approval.
[14 -317] Instrument evidencing maintenance of certain improvements. Prior to Final Plat
approval, an instrument evidencing maintenance of the improvements located in Special Lot A
will need to be submitted for County review and approval. The County Attorney will be required
to review/ approve the maintenance document prior to final plat approval. Submit the draft
documents to Planning staff for cursory review and then we'll forward them to the County
Attorney for review/ approval.

1. Before final plats are submitted the applicant should contact this office with a list of three (3) road
names for approval. The road name of "Riverview Drive" is not an acceptable road name.

1. Road plan approval (01 -05 -15 email /J. Anderson).
2. WPO/VSMP Application review /approval (01 -05 -15 email)
3. Detail: Provide off - street SWM facility Access for each SWM facility: 10' wide access (ditch
culvert required). Provide space for service vehicle parking beyond shoulder of Riverview Drive.
4. Detail: Channel and Flood protection table/VaRRM .xls: Cannot evaluate table data for
compliance with 9VAC25- 80 -66. Provide energy balance equation.
5. Detail: Revise Drainage Area B Summary table so that % of Total figures total 100 (DA A
Summary % of Total column figures total 100):
6. Detail: Ref. VA DEQ Stormwater Design Specification No. 9 —Rain Garden CDA (Max.) =0_5
Ac. Use Table 9.3 for bioretention filter and basin design criteria for CDA > 0.5 Ac.

1. We recommend approval of the Preliminary Plat provided that final design confined the proposed
culverts within the right -of -way and does not allow them extend into the mitigation/rain garden areas.
2. Additional comments may be generated during the Road Plan review.
