As discussed and agreed,we have provided a row of maples behind lots 83-93 and the planting of whips on the disturbed slope below. We have also added a note to provide whips in gaps below the diversion ditch. We have also added a conservation buffer to contain the mitigation. The buffer is not located any closer than 50.0' to the stream. Thanks for working with us to resolve this. I'm fine signing the plat in advance of the mitigation bond, with your assurance that bonding the mitigation plan will not be a problem. Any other required bonds must be in place and 50' undisturbed buffer needs to be shown on the final subdivision plat in order to assure there are no misunderstandings about this. I know that Charlie Armstrong, the developer, had a discussion with Mark and that Mark was going to check in with you sometime today perhaps to help us out. If we could have the plat recorded prior to posting the mitigation bond,this would allow the builders to pull permits and get started rather than waiting for the mitigation bond. There certainly is a mechanism PA.holding` CO's}to make sure the mitigation bond gets posted, but at least if the plat were released for recordation,this would give the builders half a chance to have homes ready for families to move in for the 2015/2016 school year. We wouldn't normally expect such a favor, but there was some missed things on everyone's part(us included)that didn't flag this mitigation issue earlier in the process, as wed we were blindsided on the 1-yard line by the mitigation comment, coming up at the eleventh hour on the final plat submission,'Thanks for your consideration, and if you are in agreement, we will submit our final plat to Chris Perez on Tuesday with the only addition being that of an added landscape easement in the rears of lots 83-93 for the proposed mitigation plantings. We will need some sort of easement on the plat preserving the plantings, and ensuring maintenance by the HOA. It should cover the maples and back to the stream. We are "lining' the 50' buffer line with 1-1/2"-caliper maples, and then planting the slope below that with whips planted @ 6'on- center. Below the recently constructed ditch, we are indicating the area to be reforested with whips in areas where there are gaps. If this looks good to you, please let Justin know and we will get him a formal resubmittal on Monday. Of course,we are under the gun to have the plat recorded to meet various builder deadlines for the upcoming school year, and every day counts! To recap the project history, grading on these lots was performed in accordance with the approved plans for Hyland Ridge. When it came to submit the final plat for these lots, it was noted in the comments that a stream buffer was required per the Water Protection Ordinance. However, since the plans had already been approved and the grading work completed, disturbance in this buffer is unavoidable. In an effort to mitigate the impacts, we met with Engineering on November 24, 2014 to discuss the proposed mitigation measures. The attached plans indicate and summarize the measures as follows: 1. Provide ditch and diversion dike behind lots 83-93, directing water from these lots to the stormwater management pond. 2. Provide permanent 15' private drainage easement centered on as-built location of ditch. Thanks very much for your review of these plans. The plans have been revised based on your comments dated July 30, 2014. 1. Drainage profiles appear to have errors. Please correct the pipe slopes and show Anchor blocks for pipes with 16%or more slope. RESPONSE: The storm sewer profiles have been updated with correct pipe slopes. All storm sewer pipe slopes are less than 16%. The steepest slope is 15.6%between structures 99A and 99B. Please submit stormwater drainage computations and spread sheets for review. For clarity, we have only indicated the drainage areas for the revised storm sewer system. If not included in this revision,the storm sewer design remains unchanged. The purpose of this plan is to raise the grade of two of the roadways to address the need to place excess fill material. We have revised the road grade of the following roadways with station limits. • Hyland Creek Drive—station 12+50 to 23+00 (raised centerline grade by approximately 2 feet) • Hyland Ridge Drive—station 15+50 to 32+50 (raised centerline grade by approximately 7 feet) As a result,we have updated the road and overlot grading within the limits specified and as highlighted on the plans.We have also updated the storm sewer construction profiles to reflect the new grading and adjusted the erosion and sediment controls as necessary. As a result of this amendment, the limits of disturbance have increased by 0.71-acres from 61.01 acres to 61.72 acres. Also,we have revised the tree conservation areas for a net increase of 0.23-acres of tree save with this amendment.
