Please find review comments included in this letter. Please see the attached re- submittal schedule for a list of dates on which you can submit your revisions and responses to review comments (below and attached), as well as for possible Planning Commission dates. (Please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the revision schedule for each project.) Review Comments Planning (Scott Clark) The conceptual plan shows a building envelope, but the narrative does not give a proposed maximum building footprint. Please provide what information you have on that size. Please confirm that the maximum three stories shown in the note on the building envelope include the basement, and that three stories above ground are not proposed. This note should be clarified on the plan. Note that there is a maximum structure height of 35 feet in the R1 zoning district. Rather than the "preservation/conservation area" that is currently shown (with the accompanying note containing several possible exceptions), it would be better to show the existing and approximate proposed tree line after development. We appreciate the effort to retain as much tree cover as possible. Please note that I have contacted VDOT and addressed the first question included in their comments. Please note that the outstanding notification fees ($405.30) must be paid before this application can be scheduled for public hearings. Zoning (Francis MacCall) 1. At that time, you will be given 10 days to do one of the following: a) request withdrawal of your application, b) request deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c) request indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff will schedule your application for a public hearing based on the information provided with your original submittal. Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning Commission's public hearing will be allowed during the life of the application. The only exception to this rule will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more issues identified by staff that have not previously been brought to the applicant's attention. If that is the case,how is total enrollment/trips generated not going to increase? 2. Tandem lane currently loops around the school complex with an ingress/egress entrance onto Mill Creek Drive to the north and a egress only entrance to the south. The proposed building is shown to break this loop,resulting in all traffic being forced to use the northern entrance. Is that entrance adequate to accommodate all generated trips of the school? This meeting satisfies the requirement for a pre-application meeting prior to submittal of your zoning map amendment application ("rezoning") and/or a special use permit application. The purpose of for the meeting is summarized below: The purposes for a pre-application meeting are to:(i)provide the applicant and the county a common understanding of the proposed project; (ii)inform the applicant about the proposed project's consistency with the comprehensive plan, other relevant policies, and county regulations; (iii) broadly identify the planning, zoning and other issues raised by the application that need to be addressed by the applicant; (iv) inform the applicant about the applicable procedure;and(v) allow the director to identify the information the applicant must submit with the application, including the supplemental information delineated in subsection (c). Receiving the relevant supplemental information will allow the application to be comprehensively and efficiently reviewed. As we understand it, your plan is to remove an existing school building and build a new, larger one for middle- school students, without changing the permitted enrollment. The following are staff comments: (ii) Consistency with the Comprehensive Plan: • Given that enrollment would not expand and the character of the use would not change, we feel that Comprehensive Plan issues have been sufficiently addressed in prior approvals. (iii) applicable procedures • Community Meeting—the applicant is required by ordinance to undertake a community meeting process as part of the review of the SP request. This meeting should be held, if possible, within 30 days from the date the rezoning application is submitted, and can be held prior to the submittal of the rezoning application.Adjacent property owners and neighborhoods(and the Coordinating Reviewer/planner) should receive advance notification of this meeting (date/time/location). • If the applicant knows of any of any waivers or modifications that are needed to implement the proposed plan, staff recommends that those requests be submitted with the initial application. Staff will then determine if the waivers should be approved with the rezoning action or deferred for action with site plan and/or subdivision plat approval. 2 (iv) Identify the information the applicant must submit with the application, including the supplemental information • A conceptual plan should be submitted with the special use permit application. ■ As discussed in the meeting, a building envelope would be an acceptable alternative to specific building design/location on the plan, provided that the application narrative includes proposed limits on building size and height. • The conceptual plan should include the parking design shown in the last approved site plan. • Unless you definitely plan to discard the recently-approved gym design for some other approach, it would be better to include that design on the plan, rather than the old one. • Attached SP Checklist—please see the checklist for items to be included on the conceptual plan If you have any further questions, please contact me.
