PROJECT NARRATIVE:
The project involves renovation / addition to the Covenant Church of God (Church) Buildings. The
proposed front addition will connect the Old and New Testament Buildings and will be a unified church
front covered entrance lobby. The rear renovation located at the New Testament Building is to improve
the existing rear entrance (east side). The project will also include a drive thru curb-side drop off areas
for congregants for both the front and the rear entrances.(See Figure 1, 2, 2A, 5 and 6)
CHRONOLOGICAL DEVELOPMENT OF COVENANT CHURCH PROPERTY:
The property was purchased in 1978 zoned R-1 (farmland) proposed as a church property. The western
boundary of the Church property abuts with the NSRR(Norfolk Southern Railroad) R/W (right of way)
which pre-existed when the property was acquired. The development of the property incrementally
started in 1979, continued in 1981 and 1990 with the completion of the Old Testament Building.
Additional property development continued with the re-grading of the northern portion of the property
from 1991 to 1994;to match the finish grade of the southern portion of the property. The construction of
the New Testament Building followed between the periods of 1994 to 1996. All installation of the
drainage structures, construction of curbs and gutters and paving were done in conjunction with the
construction of the building structures.
DESCRIPTION OF DOCUMENTATION:
This documentation provides the drainage area comparison and calculation of the existing and proposed
site conditions. This also documents compliance to 4VAC50-60-66(Water Quantity).
PRE-CONSTRUCTION DRAINAGE DESCRIPTION:
It was determined that the existing property is divided into 5 drainage divides marked Areas 1-5 for
identification purposes. Portion of the Church property is occupied by existing building which is
approximately 11.70%. The additional impervious areas comprising of asphalt pavements, driveways,
concrete pads and entrances was determined to be 42.40%. The remaining Church property is comprised
of landscaped areas, grass medians and fields which are about 45.90%. Please refer to Table-1
(Summary of Drainage Area)in the appendix. (See Figures 3& 4)
Area-1 includes the northeastern portion of the property and the area that runs along the church
periphery that adjoins Belvedere Boulevard. Great portion of this area is pervious(grass field)with some
impervious area located at southeastern church entrance. Portion of this drainage area drains into
Structure#3 (VDOT Type DI-7).
Area-2 consists of the northwestern portion of the property and church periphery that abuts NSRR.
Area-3 covers portion of the property that includes asphalt pavements, driveway and parking which also
includes grass medians and landscaped areas surrounding the Old Testament Building out. This drainage
area drains into Structure#7(VDOT Type DI-3C Mod.)behind the Old Testament Building.

Area-4 encompasses portion of the property around the New Testament Building which are mostly
asphalt pavements, driveways and parking facilities with several grass medians. This drainage area
drains into Structure#5 (VDOT Type DI-3C)behind the New Testament Building.
Area-5 comprises the southern corner of the property adjacent to East Rio Road and Belvedere
Boulevard.These areas mainly consist of peripheral grasses,asphalt pavements and parking facilities.
PRE-CONSTRUCTION DRAINAGE PERFORMANCE:
Based on the current drainage performance of the property, there has been no local flooding or drainage
problems observed or documented. The Church property existed before development started on
Belvedere Subdivision and the construction of the SWM basin back in 2007. The construction record
drawing of the Stormwater Management (SWM) facility (dated June 22, 2006) as reviewed and
approved(per 4VAC50-60-108)by Albemarle County(Program Administrative Authority)was obtained
for documentation reference. Using the USDA TR-55 hydrologic method, Belvedere Developers
analyzed a 42.30 Acres of watershed which included Belvedere Subdivision Development, the entire
Covenant Church property and drainage area of commercial development along East Rio Road shown on
Attachment(Belvedere Submission Sheet 22 of 34). As shown on the plan,the entire watershed outflows
single point of discharge labeled analysis point #1A. Since the development of Belvedere Subdivision
and SWM facility was approved by the County, it is assumed that all requirements for water quantity and
quality have been satisfied for the current condition. The pre and post-development peak flows were
calculated to check capacity of the existing conveyance system for compliance. These peak discharges
were also used to design the current SWM facility approved by Albemarle County and used to currently
reconstruct the outfall structure. The subdivision still continues to develop as the proposed Phase II
ground breaking will be this year 2014.
POST-CONSTRUCTION DRAINAGE DESCRIPTION:
The proposed church improvements project involves renovation / addition to the Covenant Church of
God Buildings. These improvements will limit its impact primarily to Areas 3 and 4 resulting to an
additional impervious drainage area of 1380 SF.
SUMMARY AND PROPOSED MITIGATION:
As previously noted above, the proposed improvements will cause an increase of impervious area by
1380 SF. The additional impervious area will solely impact Areas-3 (1185 SF)and 4(195 SF).
As a mitigation measure, we propose to obscure and seed an equivalent area of asphalt driveway at the
southeastern church property entrance (See Site Map and Figure 7 for details). As observed, these areas
are within the impacted drainage boundaries of Areas-3 & 4. The result will offset these construction
impacts and generate a zero(0)net increase of impervious area.
Therefore by using the one percent(1%) rule. The proposed project post-development peak flow will be
in compliance to 4VAC50-60-66 Water Quantity Regulation, subsection C3b.
