Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] Conditions of final approval: 1. [32.5.2(a)] Provide descriptions of all proffers, special use permits and conditions thereof on the site plan. Final Plan: Update proffers — approved proffer 3(a) included installation of street trees with sidewalks (see attached). Include SP name and number (SP201500005 CMA Properties Outdoor Storage and Display) with the listed conditions on cover sheet. 2. [32.5.2(b)] Provide a schedule of parking including the maximum amount required and the amount provided. Final Plan: The "Parking Requirements" note is incorrect. This parking area, which splits two parcels, serves the auto sales and service use. Minimum and maximum parking requirements are not dictated by the SP. Minimum and maximum parking requirements can be found in Section 4.12 of the Zoning Ordinance. Since all of the proposed parking spaces are reserved for inventory storage /display, these parking spaces do not count towards the minimum and maximum parking numbers for the auto sales and service use. This note should be deleted or amended. Are the 24 spaces being removed from TMP 45 -94B all inventory spaces? If so, please state such in parking note. If not, parking numbers will need to be provided for the entire Colonial Auto site to ensure parking numbers don't go below minimum required parking. 3. [4.12.6] Parking spaces for customers shall be clearly delineated on the ground, signed and maintained for customers only. Distinguish between customer parking, employee parking and inventory parking on the plan. Final Plan: comment addressed. 4. [32.5.2(i)] Include state route number for Berkmar Drive (Rt 1403). Final Plan: Comment addressed. 5. [32.5.2(i)] Include width of Berkmar Drive measured from centerline to property line. Final Plan: Comment addressed. 6. [32.5.2(n)] Sheet 5 shows proposed grading within area labeled proposed undisturbed buffer. Please amend "undisturbed buffer" limits to include only those areas to be protected and ensure undisturbed buffer limits are consistent on all sheets. Final Plan: Comment addressed. 7. [32.5.2(p)] Provide a landscape plan that complies with section 32.7.9 and include the following: a. For existing landscape features to be maintained: show the limits of clearing, the location and type of protective fencing and show tree wells or walls where grade changes require it. There appear to be several trees along the southern property line adjacent to the stormwater basin that have grading below them. Are these trees to be preserved? Grading should not occur in the drip lines of trees to be preserved. Final Plan: For clarity, on the landscape plan sheet, show only the existing trees that are to be preserved. Trees to be removed should not be shown on the landscape plan sheet. Be sure that tree protective fencing is around dripline of all trees to be saved. It seems some trees just inside and just outside of the east side of the front buffer could be saved by slightly adjusting the location of tree protective fencing. mcmue signeu cunservation checklist on the landscape plan Final Plan: Comment addressed. An area of at least 5% of the paved parking and vehicular circulation area is required to be landscaped. At least one large or medium shade tree is required per 10 parking spaces or portion thereof. Provide calculations to show that these requirements are met. Final Plan: Provide the minimum caliper of MV Magnolia Virginiana within the plant schedule. This plan is showing 208 new parking spaces. That translates into a requirement of 21 large or medium shade trees within the new parking area. Only 19 are shown. If you would prefer to do an aggregate calculation of the entire Colonial Auto Center parking area and shade trees, since only 184 aggregate spaces are being added, that is also an option. d. A minimum tree canopy of 10% is required for this site. Provide calculations to show this requirement is met. Final Plan: The site area for this calculation should also include the area of TMP 45 -94B that is included in the parking area expansion. Existing trees to be preserved can also count towards this canopy requirement. Show what type of landcover will be used on screening berm. Final Plan: Comment addressed 8. [SP201500005 condition #2] The boundaries of the area labeled as inventory parking are not clear. Provide more specific labeling to distinguish inventory parking from customer /employee parking. Final Plan: Comment addressed 9. [ZMA201400008 Proffer 1 -e] Include the width of area labeled "Proposed Berkmar Drive Right of Way Expansion." Include note to state that this area is reserved for future r/w dedication, pedestrian improvements, and proposed street trees along Berkmar Drive. Final Plan: Comment addressed 10. [ZMA201400008 Proffer 2] More evidence is needed to determine if parking area is adequately screened from Berkmar Drive. Provide sections of proposed berm showing elevation relative to parking area. Provide an inventory of existing trees to remain within undisturbed buffer area. Final Plan: Comment addressed 11. [32.6.2(k)] Include a photometric plan and location, description and photograph or diagram of each type of outdoor luminaire on the final site plan that complies with section 4.17. Final Plan: Light levels should be measured out to 0.5 footcandles in all directions on the lighting plan to show that light levels will not exceed 0.5 footcandles at the nearest residential property line or roadway. New comments: 12. [32.5.2(a)] New setbacks have been adopted that will apply to any non - automotive sales or service related use on site. Please clarify in the setbacks shown that these are for automotive uses only and that setbacks in section 18 -4.20 would apply to any non - automotive related structures onsite. 13. [32.5.2(d)] On cover sheet note and sheet 2, amend labels of steep slopes. These slopes are called "managed slopes" rather than "managed critical slopes ". Critical slopes refer to slopes in rural areas only. 14. [Comment] This amendment cannot be approved until engineering, ARB, fire /rescue, ACSA, RWSA and VDOT staff complete their review and grant their approval. Additional reviewer comments, if any, will be forwarded upon receipt.
