SUMMARY OF PLANNING COMMISSION ACTION
AGENDA TITLE:
ZTA 2015 -7 Wireless — Public Notice
SU BJ ECT /PROPOSAL /REQU EST:
Public hearing to consider an amendment to
County Code § 18- 5.1.40 to require written
notice to abutting landowners for all proposed
Tier I facilities and Exempt Collocations.
Currently, written notice is provided for Tier I
facilities requiring a special exception and Tier
II and Tier III facilities

BACKGROUND:
On June 2, 2015, the Planning Commission recommended denial of ZTA- 2015 - 00007, by a vote of 7:0.
The Planning Commission's Action Letter, Staff Report and Minutes from the June 2 meeting are
attached (Attachments A -C).
DISCUSSION:
The amendment would require written notice to abutting landowners for all proposed Tier I facilities and
Exempt Collocations. Currently, written notice is provided for Tier I facilities requiring a special exception
and Tier II and Tier III facilities
The Planning Commission recommended that a comprehensive analysis be performed to consider ways
to increase opportunities for citizen involvement in all types of building and development activity within the
County. This analysis should include, but not be limited to, alternative methods of providing notice for all
types of projects using GIS, County View, or some other type of development tracking software. The
Commission discussed timing of notices, posting of building permits on subject property, and requiring
contractors to identify themselves and have some sort of handout that would explain what they are doing.
RECOMMENDATIONS:
Staff recommends that the Board not adopt the attached Ordinance (Attachment D).
