HomeMy WebLinkAboutSUB201400186 Correspondence 2015-03-06 Nome PLANNING COMMENTS ADDRESSED From: Jeff Powell (Jeff @roudabush.com) To: Megan Yaniglos- Senior Planner Division: Planning Services Date: March 6, 2015 Subject: SUB-2014-186 Estes Park- Phase 2- Final Plat The County of Albemarle Planning Division will grant or recommend approval of the Final Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-301 (B)] Scale. Provide the plat in either 20 scale or 30 scale, 25 scale is not a scale that should be used. Comment Addressed: Additional Dimensions added and 25 scale given to planner. 2. [14-302 (B)(5)] Zoning classification. Provide the proffers as a sheet for the plat. Comment Addressed: Sheets 9 and 10 added showing proffers. 3. [14-302 (A)(4)] Private easements. Provide a 10 foot landscape easement on lots 24-31 and open space per the section and ZMA2012-008. The open space only shows six feet for the buffer, when 10 feet is required. Comment Addressed: 10' Landscape Easement now shown. 4. [14-303 (G)] Ownership of common areas. Estes Park is listed as the HOA that will be maintaining all the open spaces, however, I have heard that the development will be in Forest Lakes. Please clarify. Comment Addressed: Note added to cover sheet specifying ownership of Common Areas. 5. [14-317] Instruments. Provide instruments for the maintenance of easements (landscaping, open space, and private streets. If the maintenance of some of these or all of them are covered under the HOA documents, provide a copy of that for review and approval by the County Attorney. Comment not Addressed: Owners attorney's are currently drafting these documents. 6. [ZMA2012-008] All improvements that were shown on the rezoning plan, must be shown and bonded on the plat. These include walking trails in the open space, picnic tables, tot lot, and the buffered landscaping and fence. Comment Addressed: all requested information is now shown, as they appear on the rezoning plan. 7. [ZMA2012-008] The affordable housing needs to be addressed. State with a note on the plat whether cash will be paid in lieu of units, or show which units will be affordable. Comment Addressed: Note added to Cover sheet. 8. [ZMA2012-008] The buffer landscaping must be Leyland cypress trees in a staggered row as shown on the rezoning plan. Comment Addressed: The buffer landscaping Leyland Cypress trees are now shown on sheet 7 as they appear on the rezoning plan. ACSA COMMENTS To: Megan Yaniglos & Alex Morrison Comments • Sheet 4A: Re-label all ACSA sanitary sewer easements as "New Variable Width Sanitary Sewer Easement Hereby Dedicated to the ACSA." • Comment Addressed: Wording changed as requested. • Sheet 4A: Call out all existing Phase I ACSA easements with deed book and page numbers. • Comment Addressed: All Phasel Existing ACSA Easements shown and labeled. • Sheet 4A: Revise the proposed sanitary sewer easement on Lot 47 and TMP# 32-33 (north of • Lot 47). The easement shown does not match the sanitary sewer alignment on the approved plans. • Comment Addressed: Easement Shown Matches Plan. • Sheet 4A: The existing sanitary sewer easement on TMP#46B4-5A (listed as Deed book 4417 Page 273 for the end of the line sanitary sewer manhole) does not match the approved sanitary sewer alignment. Can curve CI be adjusted to remove the 1.5'offset that is currently shown? • Comment Issue Resolved, 1.5' offset remains. 2.
