RE: SDP - 2014 -73 Virginia Asphalt Services, Inc _ Site Plan- initial
Dear Mr. Franklin:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
An Erosion and Sediment Control Permit maybe issued after the following approvals are received: -
1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the
Code.
3. Approval of all easements for facilities for stormwater management and drainage control.
4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers.
5. Submittal of a tree conservation checklist, if applicable.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,500.
Please submit 20 copies of the final plans to the Community Development Department, 8 of the 20
copies are for ARB review. The assigned Lead Reviewer will then distribute the plans to all reviewing
agencies. Once you receive the first set of comments on the final site plan, please work with each
reviewer individually to satisfy their requirements. Provide proof of each reviewer's tentative approval
once received. The Lead Review will notify you when it is time to submit copies for signature.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:
Plannine Division (3 copies)
1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code.
2. [32.5.2 (m) & (n), 4.12.17(b)] Entrances. "Entrances to parking areas from public streets or private
roads shall be designed and constructed in accordance with Virginia Department of Transportation
standards... " VDOT approval shall be required prior to final site plan approval.
3. [32.5.2(a)] Being this site is located in the Entrance Corridor (EC), approval from the Architectural
Review Board (ARB) is required prior to final site plan approval.
4. [4.12.6] Based on discussions with Zoning, revise the required parking note on sheet 1 to provide
13 required spaces for employees; rather than for facility vehicles. The logic behind this
determination: if the employees are coming to the site to get work equipment and leaving their
vehicles then that is "assigned to work at the site ". Revise appropriately.
5. [Comment] Throughout the plan it is noted that an adjacent parcel, TMP 76M2 -1 -D is listed as being
located in the "City of Charlottesville ". This is incorrect, as the parcel is located in Albemarle
County. Revise appropriately.
6. [Comment] On the plan please depict and label the four or five existing deciduous trees on TMP 77 -8
which are located along the creek and halfway up the slope down to the creek. While these plantings
do not provide adequate, screening the site plan should reflect the existing conditions onsite.
7. [32.7.9.6] Landscaping within a parking area. An area of at least five percent of the paved parking
and vehicular circulation area shall be landscaped with trees or shrubs with at least one large or
medium shade tree per ten parking spaces or portion thereof. This requirement appears to have been
met with the landscaping shown on the initial site plan. Please provide calculations to show this
requirement has been met with the final site plan.
8. [32.5.2(n) & (p)] The following will be required for final site plan approval:
- Outdoor lighting information including a photometric plan and location, description;- and
photograph or diagram of each type of outdoor luminaire [Sec. 32.7.8 & Sec. 4.17]
- A complete landscape plan in accordance with [Sec. 32.7.9]
9. [4.12.15(8), 4.12.15(a), 4.12.16(d)] On sheet 1, under waivers and special exceptions, please omit
note #4 and #5 as these waivers have been denied by the County Engineer (see Max's comments
below under Engineering conditions). Also, because these waivers have been denied assure the final
site plan is revised to depict the required paved parking surface and the required curb & gutter. Also,
assure the required parking spaces are delineated onsite through either striping or signage.
10. [32.5.2(a)] On sheet 1, under Waiver /Special Exception Request assure that the approved Special
Exception to modify the requirements of Section 5.1.52 from providing a fence to providing
landscaping per ARB guidance is listed on the sheet. On July 8, 2015 the Board of Supervisors
approved the special exception and placed a condition of this approval on the plan: "a staggered row
of evergreens, eight (8) to ten (10) feet minimum at planting, shall be provided along the west side of
the equipment sales /storage /display area " Assure this condition is listed and addressed on the Final
Site Plan.
11. [32.5.2(a)] On sheet 1, under Zoning assure the Special Use Permit number is listed (SP2014 -19) for
Outdoor Storage within an entrance corridor. Prior to final site plan approval assure the approval date
of the SP is also provided as well as any conditions of approval (see the following):
On July 8, 2015 the Board of Supervisors took action on your Special Use Permit application
(SP2014 -19) and is subject to the following conditions:

1. The development of the site shall be in general accord with the plan entitled "Virginia Asphalt Services
Landscape /Screening Plan" revised 2 -17 -2014 and prepared by Terra Concepts, PC /Alan Franklin PE,
LLC, (hereafter referred to as the "Concept Plan") as determined by the Director of Planning and the
Zoning Administrator, and subject to the following conditions. To be in general accord with the Concept
Plan, development and use shall reflect the following major elements within the development essential to
the use, as shown on the Concept Plan:
a. Building location
b. Sales, storage and display area size and location
Minor modifications to the plan that do not conflict with the elements listed above may be made to ensure
compliance with the Zoning Ordinance and ARB requirements.
2. Equipment shall be sold, stored, or displayed only in areas indicated for sales, storage, or display on the
Concept Plan.
3. The site shall be landscaped in general accord with the Concept Plan, except that:
a. Evergreen screening tree height shall be eight (8) to ten (10) feet minimum at planting.
b. Shade trees along Avon Street Extended shall be three and one -half inches (3 %z ") caliper minimum
at planting.
C. Shade trees along the entrance drive shall be two and one -half inches (2' /z ") caliper minimum at
planting.
d. A staggered row of evergreens shall be provided along the south side of the sales /storage/ display
area or the south side of the parcel.
e. A staggered row of evergreens shall be provided along the north and west sides of the entrance
drive and asphalt paved area.
f. The ARB may require landscaping that is in excess of its design guidelines, Albemarle County
Code § 18- 32.7.9, or both, in order to mitigate the visual impacts of the proposed use on the
Entrance Corridor.
4. Maximum height of equipment to be sold, stored or displayed shall not exceed twelve (12) feet. This height
includes equipment sold, stored or displayed on parked vehicles. Other than equipment sold, stored or
displayed on parked vehicles, equipment shall not be elevated.
Albemarle County Architectural Review Board Approval of a Certificate of Appropriateness.
(8 Copies are required to be submitted with a new ARB application.)
At the March 16, 2015 ARB meeting, the ARB voted unanimously to forward the following
recommendations to the agent for the Site Review Committee. (Note that some of these conditions may
have been superseded by updated conditions of the Special Use Permit.)
- Regarding requirements to satisfy the design guidelines as per § 18- 30.6.4(2), (3) and (5):
1. Increase the height of the Leyland cypress to 8' and 10', depending on location, for increased screening
at planting.
2. Increase the size of the scarlet oaks to 3'/2" caliper minimum at planting.
3. Increase the size of the sugar maples along the entrance drive to 2%2" caliper minimum at planting.
4. Provide a staggered row of evergreens 8 -10' tall minimum along the south side of the storage area.
5. Provide a staggered row of evergreens 8 -10' tall minimum along the north and west side of the
entrance drive /asphalt paved area.
6. Any screening fence required on site requires ARB approval. Chain link fence and chain link with
vinyl slats shall not be approved.
Regarding recommendations on the plan as it relates to the guidelines: None.
- Regarding recommended conditions of initial. plan approval:
1. A Certificate of Appropriateness is required prior to final site plan approval.
2. Provide to -scale elevation drawings for review. Identify proposed materials /colors on the drawings.
Provide material /color samples for review. Consider compatibility with the existing context of the Avon
Street corridor in the building design. Any appearance of blankness resulting from building design should
be relieved using design detail or vegetation, or both.
3. Confirm that proposed window glass meets the EC specs, and include the specs on the architectural
drawings: "Window glass shall meet these criteria: Visible light transmittance (VLT) shall not drop below
40 %. Visible light reflectance (VLR) shall not exceed 30 %."
4. Increase the height of the Leyland cypress to 8' and 10', depending on location, for increased screening
at planting. `
5. Add the standard equipment note to the plan: "Visibility of all mechanical equipment from the
Entrance Corridor shall be eliminated."
6. If site and /or exterior building lights are proposed, submit a complete lighting plan for review. If no site
or exterior building lights are proposed, indicate this on the plan.
7. Increase the size of the scarlet oaks to 3Y2" caliper minimum at planting.
8. Without reducing the quantity of plants proposed, adjust the power pole or plant locations to eliminate
the conflict between the scarlet oak and the overhead line from the relocated power pole.
9. Increase the size of the sugar maples along the entrance drive to 2%Z" caliper minimum at planting.
10. Reverse the position of the rows of Leyland cypress and cherry laurel on the south side of the
building.
11. Add the plant health note to the landscape plan: "All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees
shall be pruned minimally and only to support the overall health of the plant."
12. Provide a staggered row of evergreens 8 -10' tall along the south side of the storage area.
13. Provide a staggered row of evergreens 8 -10' tall along the north and west side of the entrance
drive /asphalt paved area.
14. Any screening fence required on site requires ARB approval. Chain link fence and chain link with
vinyl slats shall not be approved.
• Regarding conditions to be satisfied prior to issuance of a grading permit: None
Albemarle County Buildine Inspections (1 Cony is required to be submitted for review)
1. Provide a van- accessible, barrier -free parking space as close as practicable to the main building
entrance. (This comment may be modified based on other determinations regarding clearly dedicated
parking spaces.)
Albemarle County Zoninz (1 Copy is required to be submitted for review)
1) Parking space requirements appear to be addressed on the plan. although. parking note on the. cover_
sheet should be revised to be 13 required spaces for employees. If they are coming to the site to get work
equipment and leaving their vehicles then that is "assigned to work at the site
Contractor's (construction office, shop, equipment storage and materials yard): One (1) space per
employee assigned to work on -site plus one (1) space per facility vehicle.
2) Delineation of parking spaces. Parking spaces shall be delineated in a manner that identifies and
preserves the required dimensions by paint striping, signage, or by another means approved by the zoning
administrator. The zoning administrator may authorize that bumper - -blocks -or posts be used to delineate
parking spaces on surfaces that are not conducive to paint striping. The wheel stops shown are adequate to
meet this requirement as long as the County Engineer grants the 4.12.15 waivers.
Albemarle County En xineerin2 Division (1 Copy is required to be submitted for review)
1. [18- 4.12.15.a] County Engineer is not inclined to approve a waiver for gravel for commercial parking
areas.
2. [18- 4.12.15.g] County Engineer requests curb be extended to the Stormwater facility.
3. SWM facility needs a pre - treatment due to potential contaminants from stored vehicles and the
steepness of slope and lack of sheet flow to stream.
4. [18- 4.12.15.f] Parking spaces should be protected with a minimum 3' wide island
5. [18- 4.12.17.a] Entrance slope appears to exceed 10% on the inside of the exit lane. proposed contours
will need to be moved around to meet the 10% requirement.

Albemarle County Service Authority Approval (3 Copies are required to be submitted for review)
I have reviewed the plan and hereby recommend approval with the following final site plan requirements:
• Update the ACSA General Water and Sewer Conditions (attached document dated Feb 6, 2013).
• Per the Fire Marshall (3 /11/15) no FHA will be required for this project.
• No utility construction review submittal is required for the ACSA due to the removal of the FHA
requirement.
• The ACSA is unable to locate the note for backflow protection. Update the note so it is located on
Sheet 3 where the waterline enters the proposed building.
• Remove the proposed flowering dogwood located 6' north of the proposed water meter. No trees
shall be located within 10' of the proposed water meter.
E911 Approval (1 Copy is required to be submitted for review)
No objections /conditions
Virginia Department of Transportation (1 Copy is required to be submitted for review)
1. See attached March 9, 2015 comment letter, these shall be addressed with the final site plan.

Dear Mr. Perez:
We '.have reviewed the'initial site plan for Virginia Asphalt Services dated L2'1114 with revisions dated
2417 14 as 'submitted by Terra Concepts, P:.C. and offer'the following cammentsi
1- On sheet 3;of6,.;there:is amote;referencing.a 12.1 Gaper for the proposed :entrance. -The taper-is
actually drawn as a 4 :1 taper.
2. On sheet 3 of 64 there is note referencing a VDOT GR =9 end treatment, however, the plan does
I not . appear to show the end.treatment in plan- view;
3. The-proposed trees to be added as part of the landscape . plan should be located 5 feet behind the
guard rail and.at a minimurn, outside of the deflection area for the guard rail.
4. A_guard rail warrant should be provided for this site plan.
5. There is a note on sheet 3 of '6 indicating that the striped median will be restriped as a left turn
lane. This-will need to be approved byNWRO. The proposed left turn,lane will have a short
storage area and will share a taper'with a left turn lane traveling south on. Avon Street Ext. This
request has been forwarded:to NWRO and. I am awaiting:comment from the . Area Traffic
Engineer.
6. It: needs to be demonstratedthat the longest vehicle combinafion, i.e. a' truck ;and trailer, that will
use the entrance can: stop in the entrance�to open the.gate without impacting he traffic of Avon
Street Ext. It may be. necessary'to .move` the gate further: into the;site.
