Comments
1. WW Associates Letter and design (9 plan set) dated 07/06/15 offer details and descriptions of four water /
wastewater improvement project sites which impact critical slopes to varying degrees:
1. Main Wastewater pump station: Natural critical slope impact estimate: 204 sf (Note: typ. parking
space, 9' x 18' =162 sf). Engineering rates impact inconsequential. [Estimated impact to Man-
made critical slopes: 121 sfJ
2. Pump Station A: Man -made critical slope impact -240 sf; Natural critical slope impact — 0.0 sf
3. Pump Station B: Man -made critical slope impact -240 sf; Natural critical slope impact — 0.0 sf
4. Montalto Tank primary focus: Man -made critical slope impact estimate: 4528 SF (0.1039 Ac.);
Natural critical slope impact estimate: 5818 SF (0.1336 Ac.)
2. Letter and PLAN (6 -Jul 2015) consider and adequately address criteria listed at 18- 4.2.5.a.1:
1. The rapid and/or large -scale movement of soil and rock;
2. Excessive stormwater run -off,
3. Siltation of natural and man -made bodies of water;
4. Loss of aesthetic resources; and
5. In the event of septic system failure, a greater travel distance of septic effluent.
Note: Engineering evaluation relative to L -5., above: Proposed grading; limited scope of impact;
low - visibility improvements; plan to disconnect existing septic fields and connect to public utility;
and appropriate and adequate ESC measures address listed criteria.
3. Engineering recommends (per 18- 4.2.5.a.3) that the Planning Commission grant critical slopes waiver to
the listed water /wastewater improvement projects (collectively "Improvements ") since designs are not
detrimental to public health, safety and welfare; to the orderly development of the area; or to adjacent
properties. Designs adopt and apply sound engineering /site selection principles. At least one of the
following pertains at each site, and collectively to improvements:
1. Strict application of the requirements of section 4.2 would not forward the purposes of this chapter
or otherwise serve the public health, safety or welfare;
2. Alternatives proposed by the developer or subdivider would satisfy the intent and purposes of
section 4.2 to at least an equivalent degree;

3. Due to the property's unusual size, topography, shape, location or other unusual condition,
excluding the proprietary interest of the developer or subdivider, prohibiting the disturbance of
critical slopes would effectively prohibit or unreasonably restrict the use of the property or would
result in significant degradation of the property or adjacent properties; or
4. Granting the modification or waiver would serve a public purpose of greater import than would be
served by strict application of the regulations sought to be modified or waived.
4. Engineering evaluation relative to item #3: Sub -items 3 and 4 apply in that public use is served by
collective improvements at Thomas Jefferson Foundation property. Due to the mountainous terrain,
designs minimize or avoid impacts to natural and man -made critical slopes. Design is to be commended.
