The Honorable F.L. Bowie, Chairman
The Honorable Charlotte Y. Humphris, Edward H. Bain, Jr, Walter F.
Perkins, David P. Bowerman, Charles F. Martin, and Forrest R.
Marshall, Jr.
Albemarle County Office Building
401 McIntire Road
Charlottesville, Va 22901
Dear Chairman Bowie and Members of the Board of Supervisors:
You all were aware your decision to establish an Architectural
Review Board would impose constraints on proposed buildings and
signs along the entrance corridors, and that those constraints
might give rise to discord and misunderstanding in the building
community. Nonetheless, you had the foresight, investment in, and
love for Albemarle County and its approaches to areas of historical
significance to support formation of the ARB.
An initial and primary responsibility of the ARB was the
development of Interim Guidelines. Those guidelines have helped to
increase understanding of how the visual landscape of the entrance
corridors impacts on tourists and potential investors, as well as
on those of us who live here. The guidelines have also been of
value to architects and planners in formulating designs that will
enhance, rather than diminish the appearance of this locale. As a
result of the guidelines, important aesthetic improvements have
been made in projects such as "Toys R Us" and Virginia Oil Compay,
and corridors such as Route 20 are being protected from
unconstrained development.
It has been an honor and priviledge to serve on the ARB, and, with
particular thanks to Harry Porter, I have learned as much, if not
more, than the applicants who have come before us. Therefore, I
deeply regret that I must now resign from that position. After I
read the 1992 schedule handed out at Monday's ARB meeting and
conferred with my partner in New York, I realized my prior
commitment to a grant project will obligate me to meetings and
deadlines that preclude my attendance at the next three ARB
sessions, and I see no respite until early May.
Thank you for your belief in my artistic judgement and for the
opportunity to contribute my ideas and evaluations.
YOUI7 truly,
p~~
Patricia Bower

Dear Gentlemen and Madam:
I respectfully request to be relieved of my position
as a member of the Jefferson Area Community Resources Board.
I am a resident of the City of Charlottesville, and as I will
no longer serve as Commonwealth's Attorney of Albemarle County
after December 31, 1991, I do not believe it would be proper for
me to serve as one of Albemarle County's representatives on the
Board.
Thank you for the appointment. I believe that the
work of the Board is valuable, and the membership was a very
interesting and rewarding experience.
Respectfully submitted,
~ II, It:tu..J,

Dear Mr. Bowie:
I am writing this letter to express my interest in becoming a member
of the Jefferson Area Community Corrections Resources Board. I have
retained an ongoing interest in community corrections since my employment
with the Jefferson Area Community Diversion Incentive Program in 1986. My
interest since that time has broadened to include the needs of persons
with mental illness, mental retardation and substance abuse and how these
conditions affect the lives and the actions of those involved in the
criminal justice system. As a resident of Albemarle County for the past
five years I am concerned about crime and the victims of criminal acts.
I have attached my resume for your information and perusal. I
welcome this opportunity to further serve my community and the Jefferson
Area Community Incentive Program. Please feel free to call me, if you
have further questions.
