The following concerns should be addressed; 1. Please remove all reference sheets (site plans, grading plans, etc.) that contain no changes being proposed with this site plan as well as all E&SC and retaining wall plans. (Rev. 1) Comment not addressed. "Per direction from Megan Yaniglos, plan is required to show the site as a whole (all phases)." This response could not be confirmed. Reference sheets, E&SC/SWM plans, utility plans, etc. should not be included with this plan set. These items have been or are currently being reviewed under separate applications and should not be re -reviewed under this application. Please provide only Phase II site plan elements. (See Albemarle County Code 18-32.6.2. Contents of a Final Site Plan) 2. Please correct your Existing Conditions sheet. Previously approved plans that have not been constructed (Wegmans) or plans that are currently being reviewed (connector road) should not appear as existing conditions. (Rev. 1) Comment addressed. 3. Please clarify your phasing plan by clearly illustrating what is part of "5t' Street Station Overall Phase II". The phasing needs to coordinate with the E&SC and SWM phasing. This looks like more of a construction phasing plan rather than a design phasing plan and should be titled as such, if so. (Rev. 1) Comment addressed. 4. Please clearly differentiate areas proposed with this plan from other parts or phases of the site on all plans using line weights and/or shading. (Rev. 1) Comment addressed. 5. There is a conflicting left turn at the 3 -way intersection coming into the western Wegmans parking area. Stop signs are needed for the roads coming from the west and east giving the entering traffic the right-of-way, avoiding back-up to Bent Creek Road. Please correct. (Rev. 1) Comment addressed. 6. Provide pavement markings, appropriate signing, and splitter islands at the crosswalks for the roundabout. Please define roundabout type and ensure that it meets VDOT design standards. See VDOT Road Design Manual, Appendix F, Section 2. (Rev. 1) Comment not addressed. Appropriate splitter islands and signage have not been provided. It is understood that the roundabout is to be part of a private street; however, the County requires that all roundabouts (and generally all private travelways for that matter) meet VDOT design standards. This roundabout design does not. Please note the following exert from the VDOT Roundabout Design Guidance manual concerning splitter islands: Splitter islands should be incorporated into all roundabouts, and generally at least 50 feet in length, although specific situations or design constraints may necessitate shorter splitter islands. Splitter islands should be a minimum of 6 feet wide at crosswalk locations to adequately provide refuge for pedestrians, including those using wheelchairs, pushing a stroller, or walking a bicycle. Splitter islands also alert approaching drivers to the geometry of the roundabout. Splitter islands are a safety feature and should not be substituted with pavement markings, especially considering the high pedestrian traffic volume that should be expected with this site. Albemarle County Community Development Engineering Review comments Page 2 of 2 7. Several parking spaces would require backing into or very near to the roundabout upon exiting. Please eliminate these spaces. Ensure that parking spaces leading up to and exiting the roundabout have adequate sight distance and do not interfere with the above requested splitter islands and signs. AASHTO recommends 20 feet from cross -walk. (Rev. 1) Comment partially addressed. Spaces in question west of roundabout have been removed. However, there are spaces north and east of the roundabout that require backing into roundabout traffic. Please remove these spaces as well. 8. All rear travelways need to be more clearly defined with pavement markings, bollards, and curbing at building corners, dumpster pads, etc., while maintaining safe sight distances. Note that the rear travelway at the Wegmans is shown as "Site Circulation" on ZMA200900001. Please correct. (Rev. 1) Comment not addressed. The rear travelways appear largely unchanged with this submission. 9. A redesign is needed at the northern most entrance into the shopping center (Sheet 6C). There is inadequate throat length and an unenforceable one-way created by the rear travelway. This could be avoided by eliminating the entrance or routing the rear travelway west toward the parking area. Note that this entrance does not appear on ZMA200900001. (Rev. 1) Comment addressed. 10. Your plan shows at least one, possibly two, drive-throughs. Drive-throughs require special use permits and need to be adequate in length for 5 cars in queue and have a bypass. Please shade these areas out and label them to be approved with future design. (Rev. 1) Comment not addressed. The County Engineer has stated that the one drive-through site that has already been leased may be shown, provided that the entrance is blocked off and that a Special Use Permit application has been submitted. However, he has recommended denial of this Special Use Permit, see Action Letter dated 16 July 2015. Please revisit this issue with the County Engineer at the next weekly meeting. Otherwise, the above mentioned shading out of these areas should be implemented. 11. Provide stop bars exiting the Wegmans parking lot. (Rev. 1) Comment addressed. 12. Curb radii on islands should be 3' minimum. Please adjust islands in center parking lot. (Rev. 1) Comment addressed. 13. Please check your 10 year storm inlet computations. You're showing a 40'+ spread at A40. This needs to be reduced, if it is not a typo. (Rev. 1) Comment partially addressed. The table containing the referenced data has been removed and the number of inlets has been drastically decreased. Why? Spreads should be less than 10 feet; over half of your shown inlets are greater than this. Please address this. 14. Please explain unmarked area south of building 700. (Rev. 1) Comment addressed. 15. In response to comment 10 in the ARB action letter, the photometric plan has been revised to use an LLF of 1.0. However, spillover at the property line exceeds .5 fc in several locations and the fixture locations are hard to see on the plan. Please revise the plans to eliminate spillover in excess of .5 fc and to make the fixture locations more easily legible. 2. Comment 13 in the ARB action letter required an update to the retaining wall details and landscape plan to address the plants proposed to be used on the wall (not at the top of the wall, but on the face of the wall). A mix of plants was recommended. There appears to be no detail for the living retaining wall and no revision to the landscape plan to identify the plants to be used on the wall. Please revise the plans accordingly. 3. In response to comment 13 in the ARB action letter, your July 16 response letter states that Sheet 13G has been reivsed to indicate that the living retaining wall will be irrigated. The information does not appear on the plan. Please revise the plan to clearly show that the living retaining wall will be irrigated. Please provide: 1. One set of revised drawings addressing each of these conditions. Include updated revision dates on each drawing. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. There are gaps that need to be filled in along the parking areas shown on sheet 13E. 5. [ZMA Application Plan] Shown on Sheet 2 of the application plan is a pedestrian connection that would connect Zone 'A' and Zone 'B'. Provide this connection within the proposed parking areas. Rev1: Comment not adequately addressed. The connection needs to be made all the way up to the new buildings within Zone 'B' as shown on the application plan. The drive-thrus need to be removed from the plan, since at this time we are unsure of the conditions that will be placed on the special use permit and the ultimate layout of the drive-thrus have not been reviewed. A letter of revision or minor amendment will need to submitted at a later date for the drive-thru locations if the intent is to get this plan approved prior to the special use permit being approved.
