The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further
review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning
Ordinances unless otherwise specified.]
[32.5.2(a)] The daycare special use permit was updated in 2012 -2013. Include updated conditions for this
SP (attached). The reference to the church SP should be updated to reflect the Board's approval
(attached). Planning commission approved waivers and conditions should remain shown.

2. [32.5.2(b)] The number of parking spaces shown does not appear to match the parking numbers listed on
sheet C1 nor the parking numbers included on the plan. Amend parking note and parking labels on site
plan sheets to reflect the actual number of spaces shown.

3. [32.5.2(b)] List the maximum amount of impervious cover on the site.

4. [32.7.9.6] One large or medium shade tree is required per ten parking spaces or portion thereof. Confirm
that this requirement is met within the parking lot landscaping calculations.

5. [32.7.9.7] Parking areas are required to be screened from adjacent residential and rural area districts. The
Northern portion of the parking area does not appear to be sufficiently screened from the adjacent parcel
to the east due to the grade of the site. Provide additional screening on the east side of the northern
parking area in accordance with this section.

6. [32.7.9.8] Show calculations for mitigation plan tree canopy.
Rev 1: These calculations are confusing. Required mitigation area is calculated as 98,682 sq. ft. then later
stated as 93,276. Please revise or explain the discrepancy.
The legend on sheet L5.2 lists 1- understory tree per unit. Two understory /evergreen trees are shown on
the graphic and provided for in the calculations (256 total); Table A also requires two understory
trees /evergreens. Revise legend.
7. [Condition 6] The stream buffer mitigation notes state that 234 mitigation units are required. Please also
add a note stating the actual number of mitigation units provided. It appears that 128 units are shown.

8. [Condition 6] Add additional note or update existing note regarding additional plantings in 20' buffer area.
State that any new plantings in this area will be those plants listed in the brochure titled "Native Plants for
Conservation, Restoration, and Landscaping: piedmont Plateau."

9. [32.5.2(k)] The site plan references a plat for drainage access easements and also shows a new access
easement and drainage easements. Has a plat been recorded for these or is a new plat being prepared? An
approved plat for new easements is required before final site plan approval.

10. [32.5.2(k)] The plan shows construction of a drainage channel onto adjacent parcel 78 -48A. Provide copies
of off -site easement or letter of intent to grant them from off -site property owners.

11. [17 -403] Submittal of a Tier 3 Groundwater Management Plan and appropriate fee is required prior to site
plan approval.

12. [Comment] Showing the disturbed critical slopes on a separate exhibit as well as on the demolition plan
provides sufficient clarity as to which slopes will be disturbed. You may remove the critical slopes layer
from the site plan sheets to make the plan sheets easier to read.

13. [Comment] Site plan sheets reference filterra unit details on sheet C9 and C9.1. There is no sheet C9 or
C9.1 within the plan set.

14. New Comment: Per condition 4 of the special use permit, lighting shall be limited to no greater than 0.3
footcandles at property lines. It appears these levels are exceeded at the southern property line in some
areas. Amend lighting plan to meet this condition.
