A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17 -405. A SWPPP must contain (1)
a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Reference Attached county template; provide minimum information consistent with county template:
Certification statement; 11" x 17" reduced size SWM and ESC plans; SWPPP exhibit that identifies
location o£ concrete wash -out; solid waste dumpster; porta -John; vehicle wash -down area. These facilities
must drain to trapping devices invulnerable to offsite runoff conveyance. [VAR10 Part II.A.4.e.(1.- 8.)]
Examples available. P. 26 states: "A designated temporary, above -grade concrete wash -out area will be
constructed as detailed on the site map." A useful narrative description of concrete wash -out follows, but
washout area is not shown on site map. Recommend SWPPP/PPP Exhibit patterned on Sheet 3 that
identifies Sec. 3 PPP (good housekeeping BMP) practice locations. [VAR10 Part II.A.4.]
2. Where tables provide blanks without identifying responsible staff /qualified personnel by name, furnish
names. [VAR10 Part II.A.4.d.]
3. Pg. 28 —Spill Prevention and Control Procedures, I: SWPPP requires description ofprocedures for
providing pollution prevention awareness. [VAR10 Part II.A.41] SWPPP proposes that "All employees
will be trained in spill prevention and control procedures during specified training sessions." This nearest
match to VAR10 SWPPP requirement is general and non - specific. Please provide pollution prevention
awareness details against which awareness may be measured.
4. Pg. 32 — Identify inspection personnel by name. Identify qualified personnel by name. [VAR10 Part II.F.1.]
List qualifications.
5. TOC, iii — Appendix B and C are not enclosed. Include copy of VAR10 General Permit with SWPPP.
6. SWPPP Appendices TOC: Revise to include General Permit. [County template]
7. SWPPP Certification statement (signed/dated) is essential. [County template]
8. P. 31 — Remove statement: "For any structural BMPs, you should have design specifications and details and
refer to them." Provide BMP design details with SWM Plan. —Also, B., item 14, below.
B. VSMP: SWPPP: Stormwater Management Plan (WP0201500051)
VSMP Regulation 9VAC25- 870 -108 requires the VSMP authority to approve or disapprove a SWMP. This plan is

disapproved for reasons provided in comments below. The stormwater management plan content requirements can be
found in County Code section 17 -403.
1. Sheet 1 -VSMP Application is nearly identical with SDP2013 -56. Site plan cannot approve VSMP.
VSMP approval is not site plan approval.
2. Delete reference to SDP2013 -56 /Major Amendment to SDP84 -029.
3. Recommend title page: VSMP, Rivanna Community Church, WP0201500051.
4. Revise submittal consistent with stormwater management plan content requirements (17 -403).
5. Sheet 2 - Impervious values used in Engineering Manual, Erosion Control & Drainage Calculations (21 -Jul,
2015 /Report), do not match areas listed in impervious surfaces table (1.52 Ac. total). If VSMP Application
amends an approved SWM plan, or relies upon existing SWM facilities, provide WPO reference. Explain
relationship of proposed Fellowship Hall and Sanctuary construction to existing SWM facility. For
example, explain whether design or compliance rely upon 1985 approved site plan basin feature contours to
any degree. If Application proposes treatment/control of just 0.27 Ac. impervious cover, provide narrative.
Revise Report, p. 3, Stormwater Management narrative.
6. Provide a stand -alone sheet titled Stormwater Management. Current submittal does not include a SWM
plan, only accompanying report with storm pipe /inlet tables, hydrograph routings, and routing summaries.
7. With SWM Plan, show: Drainage Area `A' BMP practice 9.a. Sheetflow to Conservation Area with A/B
soils (spec #2); Drainage Area `B' BMP practice 9.a. Sheetflow to Conservation Area with A/B soils (spec
#2); and Drainage Area `B' BMP practice 2.a. Simple Disconnection to A/B soils (spec #1).
8. With SWM Plan, delineate Drainage Areas A and B.
9. Sheet 2 - Legend indicates a grass area in existing paved parking area adjacent to Earlysville Green LLC
property line. GIS photos shows this area is impervious, not grass. Please revise.
10. Sheet 5/Endwall Detail: Provide trash rack on the inside of the two, 20" X 40" X 3/16" 304 SS plates to
keep weir clear and discourage animal trespass.
11. Provide Access (MH) to 36" underground pipe detention system for maintenance. Confirm Str. DI -1 is a
VDOT standard storm drain inlet. -Also, item 19, below.
12. Label MH diameter beneath DI -1 structure. Recommend comprehensive detail for DI -1.
13. Report /p. 14 does not identify DI -1 Length. Specify length.
14. From DEQ BMP Clearinghouse website: transfer construction, installation, maintenance details from VA
DEQ Stormwater Design Specifications for selected BMPs to plans to guide construction and installation.
15. Provide schematic plan view that depicts Hydrograph No. 2 Area: proposed runoff to pipe storage =0.7 Ac.
16. Provide schematic plan view that depicts Hydrograph No. 3 Area: proposed remainder of site bypassing
storage =0.72 Ac.
17. Provide permanent conservation easement for 0.09 Ac. forest -open space area listed in post re- development
VaRRM .xls table.
18. Depict 0.09 Ac. forest -open space area listed in post re- development land cover VaRRM .xls table.
19. Report /p. 4, item 6: "Maintenance of the Sediment Trap shall include mowing and repair of the detention
basin berms, spillways, and grass areas; cleaning out sediment buildup; clearing of debris and trash from the
outlet pipe system. As well as the removing sediment when it reaches the cleanout level." This statement
combining temporary erosion control with permanent SWM is confusing. Revise item 6.
C. VSMP: SWPPP: Erosion Control Plan (WPO201500051)
Virginia Code §62.1- 44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved
for reasons provided in comments below. The erosion control plan content requirements can be found in County Code
section 17 -402.
Sheet 3 - comments L -4.
1. List Area of Land Disturbance consistent with Registration Statement/VaRRM .xls ( =0.64 Ac).
2. Provide construction entrance (CE). Proposal to use existing pavement as a construction entrance does not
drain to trapping device and creates conflicts between facility use and daily maintenance of CE.
Use line types to distinguish between existing and proposed grades.

4. Show critical slopes at the north corner of the property.
5. Provide dimensions (L x W) of 60 SY CL Al riprap.
6. Provide cross - section, 20' x 85' channel between riprap and basin, circa 1985.
7. Sheet 4 — Provide paved CE detail. [ACDSM, p. 8]
Engineering plan review staff are available from 2 -4 PM on Thursdays, should you require a meeting to discuss this
review. Plan review staff are also available at 434 - 296 -5832 (- x3069) should you have questions.
Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and
check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County
Attorney and County Engineer. This may take 2 -4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ database
for state application processing. DEQ will review the application information based on local VSMP authority
approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest
processing, this is done electronically with the emails provided on the application. DEQ should notify applicants
with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter.
This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre - construction conference. Applicants
will need to request a pre - construction conference by completing a form, and pay the remainder of the application
fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be
checked by county staff, and upon approval, a pre - construction conference will be scheduled with the County
inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.
