Below I will address the checklist items and your July 11, 2014 comments. Description of Proposal: The congregation of Faith Christian Center International proposes to construct a 2-story, 18,875 square foot multi-purpose building containing a 399 seat sanctuary, administrative offices and classrooms on a parcel located on the north side of Route 250E, approximately 500' southeast of the I-64/Route 250E interchange. The proposed building will have an ultimate 88' x 205' footprint and will be located approximately 575' northeast of, and 46' higher than,the adjacent Route 250E Entrance Corridor. The south side of the building is slightly angled from the EC. Because of budget constraints, at this time the rear 50-feet of the building will not be built. Maybe this will be constructed at some time in the future. To address the compatibility, I think the entrance rendering addresses this best. Please see sheet 6. Similar rolling terrain, wooded areas and entrances can be found all along the 250 entrance corridor. Changes from the preliminary submittal: It has been quite some time since our last ARB submittal to the county but I'll do my best to outline the changes since the preliminary submittal. Comments from the architect and the landscape architect have been integrated into this memo. 1. We are now working with field run 2-foot contours that are tied to the boundary. We have made numerous iterations to balance the cut and fill in attend to avoid any material being hauled to or from the site. 3. The building footprint has been adjusted to the dimensions noted above. This is narrower and longer than the previous submittal. 4. The stormwater concept hasn't changed in final design except the level spreaders were not needed as the velocities were not nearly as high as I had originally guessed. We still have the customary outlet protection stone though. 5. Also,we have adjusted the location of the entrance to the south parking lot to create better traffic flow into this small lot. This introduced another planting island. How each initial review comment was addressed (letter from Margaret dated July 11, 2014): 1. The service drive to the septic fields has been eliminated. 2. Mass plantings of smaller evergreen trees is being proposed for the slopes that are likely visible from the EC. These smaller trees will require little to no maintenance, which will eliminate the need for regular manual or mechanical access over the sensitive slope areas. 3. The stream buffer mitigation plan involves the review of the engineering department. We have just received approval to proceed with the final design which will include the mitigation plan. However, mitigation for the ARB review has been addressed on sheet L5.0. Also,the upper septic field was adjusted slightly to the east to assure the western 20-foot undisturbed buffer is not touched. 4. The entrance culvert has been lengthened (and lowered) so the outlet is hidden below the fill for the right turn taper(at the toe of the slope). Four low-growing, evergreen shrubs have been specified for each end of the culvert. A cluster of plantings are shown between the outlet of the next outlet pipe and Route 250. This outlet is also sunk into the ground by about 5-feet. 5. The county's standard mechanical note has been added to the site (C 1.0)and architects (sheet 12)plans. The units will likely be on the back side of the building. 6. The photometric plan for the entrance and parking lots has been enlarged and a cut sheet of lighting equipment has been added. The maximum fc is at the entrance property line. It is 0.3 fc. 7. The preliminary approval note has been removed. 8. The tree line along Route 250 is better defined on all sheets. 9. We asked the surveyor to re-visit the deed room to double check existing easements on the property.No additional information was found. However, with regard to the proposed landscaping,we have assumed a typical 20-foot easement centered on the overhead utilities. 10. I spoke with Dennis Seale (Troy Austin was on vacation)with VDOT yesterday. They are fine with the proposed entrance grading and low-growing junipers around each end section if that is what the county is looking for. I'll forward his email to you when it comes in. BRIAN P. Plant selections now reflect largely native species planted in a random arrangement except those street trees planted parallel to Route 250, which are now 35' O.C. and called out to be larger diameter. Planting respect utility easements. 12. Significant plantings are now proposed along the entrance drive. Rather than a regimented arrangement,they are planted in a mixed-species random fashion in an effort to better integrate the manmade improvements into a natural-like landscape. 13. Perimeter sidewalks have been deleted and in lieu of these improvements parking lot shade tree plantings now occur. Special attention has been given to the southern parking lot, where, in addition to the shade trees, an evergreen shrub screen and supplemental slope plantings of evergreen trees are proposed. The additional plantings suggested along the entrance drive serve to reinforce the screening effect of the parking lot. 14. The county's standard planting note has been added. 15. All plans are now better coordinated. 16. The items on the conservation checklist have been added to the plan. The tree protection fence is labeled as a safety fence (either a silt fence on the low areas or an orange vinyl fence elsewhere). These fences will encompass the limits of clearing and grading. Some minor coordination changes between disciplines are necessary as we didn't have enough time to meet the county's submittal deadline. We have extended the entrance culvert on the downstream side so that it is hidden at the toe of the right turn taper slope. The landscape architect has also added some very low plantings at both ends to better conceal the end sections of the pipe. Also,we have adjusted the location of the entrance to the south parking lot to create better traffic flow and introduced another planting island. You will see this on the site and landscape plan. We didn't have time to change the architect's renderings but will get an update by the end of this week. You will notice the architect's plans show a building that is fifty feet shorter than the site plan. This rear portion of the building will not be constructed at this time.
