A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17 -405. A SWPPP must contain (1)
a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Please complete /submit attached 17 p. County SWPPP template (please notify if overlooked/misplaced,
etc.)
B. VSMP: SWPPP: Stormwater Management Plan (WP0201500054)
VSMP Regulation 9VAC25- 870 -108 requires the VSMP authority to approve or disapprove a SWMP. This plan is
disapproved for reasons provided in comments below. The stormwater management plan content requirements can be
found in County Code section 17 -403.
Sheet 7
1. Label bioretention spillway /weir width (2'), consistent with Hydralflow Pond report, sheet 10.
2. Label bioretention facility floor dimensions (L x W).
3. Label bioretention facility forebay floor dimensions (L x W).
4. Label length/slope underdrain outfall pipe to aid construction inspection ( >0.5% slope).
5. Label bioretention underdrain cleanout, which appears to be shown.
6. Show private SWM facility easement.
7. Provide SWM facility easement.

8. Provide RV pre- /post - development calculations — genesis of energy balance values is unclear.
9. Provide data /calculations or details to explain/clarify `Volume reduced by upstream BMP =277 cu.ft.'
10. Show simple disconnect in plan view, if proposed. VaRRM .xls excerpts are confusing. Please confirm
that two VA DEQ BMPs are proposed (simple disconnection to A/B soils; bioretention/Level 1)
11. If two VA DEQ BMPs are proposed, provide VaRRM .xls excerpt for bioretention.
12. Provide VaRRM .xls Water Quality Compliance tab data that confirms BMPs achieve total phosphorus load
reduction required =0.15 lb.
13. Recommend email VaRRM .xls to plan reviewer, which may help address comments directly.
14. Revise Bioretention planting specifications, which are difficult to read, if not unreadable.

C. VSMP: SWPPP: Erosion Control Plan (WPO201500054)
Virginia Code §62.1- 44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is
disapproved for reasons provided in comments below. The erosion control plan content requirements can be found in
County Code section 17 -402.
1. Sheet 3: Confirm soil types. Soil types 23C, 71D shown on plans do not appear as local soils on NRCS soil
rvey soil map — image, below.

2. Label area of disturbance; should match General VPDES Registration statement, block 9 = 0.72 Ac.
3. Confirm that no Additional impervious ground cover, beyond existing gravel /Access, is proposed.
4. Label ST floor dimensions in plan view to facilitate construction, inspection, bond estimate (36' x 7.8').
5. Dimension sediment trap (ST) outfall riprap to facilitate construction, inspection, and bond estimate.
6. If ELS is VaRRM BMP associated with disconnection, please ref. Min. ELS L =13 ft. Revise as necessary.
7. If ELS is VaRRM BMP associated with disconnection, show in plan view on sheet 7 as well as sheet 4.
D. VSMP: Mitigation Plan -NA
The mitigation plan requirements can be found in County Code section 17 -406.

Process:
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request
form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and
check parcel and easement information based on the approved plans. The County's Management Analyst will
prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash,
certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County
Attorney and County Engineer. This may take 2 -4 weeks to obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The
County's Management Analyst or other staff will prepare the forms and check for ownership and signature
information. The completed forms will need to be submitted along with court recording fees.
A private SWM facility easement is required. A SWM Access easement is required (existing gravel suitable).
After bonding and agreements are complete, the County can hold a pre - construction conference. Applicant will need
to request a pre - construction conference by completing a form, and pay the remainder of the application fee. The
form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked
by county staff, and upon approval, a pre - construction conference will be scheduled with the County inspector. At
the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be
issued by the County so that work may begin.
