rescheduled later.

Agenda Item No.9. Sale of McIntire School Property to McIntire Land
Trust. DEFERRED to April 1, 1992.
Agenda Item No. 10. Update: Scottsville Boundary Line Adjustment.
Agenda Item No. 11. Scottsville Tour - Board has been invited to tour the
area under consideration for boundary adjustment by the Town of Scottsville.
Mrs. Humphris needs answers to questions raised during last year about this
proposal before the next discussion. The Board will tour Scottsville on the
afternoon of April 1, 1992.
Agenda Item No. 13. Statement for 1992 Spring Preallocation Hearings for
the Interstate, Primary and Urban Systems. Draft statement needs a couple of
typographical corrections. Find out who will speak first at the hearing, so
that the people attending will know what time they should be there. Mr. Bain
wanted information on vehicle counts on major routes and the nature of the
traffic.
Agenda Item No. 14. Other Matters Not Listed on the Agenda from the BOARD.
AUTHORIZED the Chairman to sign a deed of conveyance and plat for property
on Berkmar Drive.
The Clerk will advertise for an appointee from the business community for
the Architectural Review Board. Interviews to be held on May 6.
Mr. Martin requests that meetings which involve the general public be
scheduled for later afternoon or evening hours.
Mr. Bowerman asked for a report as to who maintains the Hillsdale Detention
Basin.
Staff is to draft an answer to the letter from the Montvue Citizens Associ-
ation. Note that the Board has never said that Alternative 10 is necessary and
has never made a decision on the alignment. Draft letter should be sent back to
the full Board before the Chairman signs.
Mr. Marshall announced that he had set up a meeting with Carole Hastings
and representatives from Blue Cross/Blue Shield to see if the County is getting
what it pays for.
It was announced that Mr. Larry Fromme will be in Charlottesville on March
18 and will meet with Tucker, Bowerman, Edwards and Hendrix. A tour of indus-
trially zoned properties will not take place until late April.

To Whom It May Concern.
We. the undersigned. support Mike Will iams' effort to:
1. have all cigarette vending machines removed from places
that are accessible to minors and
2. encourage vendors to require proof of age before sell ing
tobacco products to minors in accordance with state law.
Cigarette smoking contributes to most of the deaths
attributed to heart disease. If young people can not become
addicted to nicotine as teenagers, there is a very good
possibility they may not choose to use tobacco products as
adults.

TO: Albemarle County Board of supervisors
RE: Hearing March 11, 1992 on proposed Budget for 1992-93
Before we speak to the proposed budget itself, we would like to
commend the staff for preparing a thorough Program Review Report
and a reader-friendly budget document. We are pleased to note the
emphasis on coordinating or consolidating services and the
improvements in the evaluation process which should result in
greater accountability. We also want to thank the staff,
particularly Roxanne White, for willingly answering questions and
providing assistance to interested members of the public.
Thank goodness that the revenue picture looks somewhat brighter
than it did several months ago: interest rates have fallen more
than expected, collections have been better than expected, and
increased fees charged for services to developers have brought in
additional funds. We hate to think what the picture would have
been without these fortunate increases above revenue projections.
BUT, this is still a bare bones budget. Across-the-board increases
of 2-3% do not cover inflation, much less regain lost ground from
the last few years. There are practically no new initiatives: and
several worthy requests are unfunded. It is most distressing that
the undesignated funds in this budget are only about a third of
last year's -- and only 1% of the total. There are so many unmet
needs to address with such a limited amount of discretionary money.
We would like to suggest several general areas that we think are
insufficiently funded in the proposed budget.
1) Good government must be responsible for implementation and
enforcement of ordinances. In this budget, there are no funds for
an erosion control inspector or for administration of the WRPA
(Water Resources protection Area) Ordinance. What good is it to
have policies and documents, if there are no funds to implement
and enforce them?
2) Good government must be responsible for the safety of its
citizens. This budget should include a fire prevention inspector,
and sufficient police for our population. It proposes funding 1.14
police per thousand population...57% of the nationally recommended
ratio, and 76% of your own target ratio. By either standard, this
seems inadequate.
3) Good government provides routine capital replacements for items

been deferring many of these purchases. This is penny wise and
pound foolish and can't continue indefinitely.
4) Good government provides schools with strong financial support
for programs that equip our students to assume their rightful
places in the adult world, and salaries that ensure that we retain
high quality teachers and staff. This year, even if we are lucky
enough to get increased school funding from the state, the School
Board deserves your help with the more than $1 million of unfunded
items on its priority list.
We would like to comment on a few additional items:
1) We believe that the County must provide the $25,000 for the
Fiscal Impact Study of Growth.
2) We support the continuation of the curb-side recycling program
until the County can do a thorough cost-benefit analysis of all
possible recycling options, including service districts. The staff
report notes that when newspapers are included in the curbside
program, the costs drop from $88/ton to $52/ton, so the County gets
more bang for the buck and it brings the county closer to the
state's mandate of 25% recycled by 1995. As for funding an Ivy
Landfill drop-off facility, we suggest a limited-time, well-marked
pilot project, so that factors such as costs, tonnage, and
contamination can be evaluated. We further suggest that you
ini tiate and fund a pilot recycling project with a franchised
hauler in some section of the urban ring, to determine the
feasibility of such an effort.
3) We support County funding of AHIP's full-time Emergency Repair
position, if funds are not forthcoming from other sources.
4) Funds certainly should be designated for some program to keep
teen mothers in school until graduation. We trust that the
Children and Youth commission will recommend the most effective use
of such funds.
5) Finally it's obvious that the League of Women Voters would not
miss the opportunity to express its support for funding the costs
of redistricting and new voting machines.
In the coming weeks we will be observing budget work sessions and
following your deliberations. We wish there were more undesignated
funds. We know it's unrealistic this year to ask for a tax
increase, although looking at all the unfunded needs, we might be
tempted to do so. We trust that the input from this public
hearing and from presentations during the work sessions will help
you to make your tough decisions.

Issue: On March 4, 1992, the Board of Supervisors requested
additional information regarding the county's notification that csx
railroad intended to move its agency office to Richmond.
Backqround: According to Mr. William E. Elmore, Director, Division
of Railroad Regulation, in Richmond, this agency move will affect
2-3 employees who are currently working in Charlottesville by
transferring them to Richmond. This agency office is involved with
scheduling cars for freight service and coordination with the users
of railroad freight. Most of this business is currently conducted
by phone and the move to Richmond will provide an "800" number for
statewide users.
This move is a result of centralization of railroad operations and
should not affect rail service in any way to the Charlottesville-
Albemarle area.

Dear Mitch:
Thank you for your offer to accompany County representatives to
Culpeper and support discussion of the various primary road needs
in our community. You obviously could be most beneficial to us if
you would be willing to speak to the efforts that City, County and
University representatives have made in agreeing on a sequencing
plan for improvements to the Route 29 North Corridor. I think just
simply focusing on that item and how the three entities have worked
together with the state in pursuing a reasonable solution to the
improvement needs of that corridor would be most helpful.
Secondly, I think if you also encourage the need to pursue
vigorously the preliminary design of the grade separated
interchanges along 29 North at Hydraulic Road, Greenbrier Drive,
and Rio Road, as well as ultimate right-of-way acquisition would be
very productive.
Again, thank you for your willingness to do this. I have attached
a copy of my proposed statement and the report that will be left
with VDoT which touches on those items I have mentioned above but
I will certainly give you the opportunity if you so choose to

GOOD MORNING. I'M DAVID BOWERMAN, CHAIRMAN OF THE BOARD OF
SUPERVISORS OF ALBEMARLE COUNTY. WE APPRECIATE THE OPPORTUNITY TO
MAKE A FEW BRIEF COMMENTS ABOUT OUR PRIMARY ROAD NEEDS.
TO BEGIN WITH, THE BOARD OF SUPERVISORS CONTINUES TO PLACE ITS
HIGHEST PRIORITY ON UNDERTAKING THOSE CHARLOTTESVILLE AREA
TRANSPORTATION STUDY (CATS) PROJECTS ELIGIBLE FOR THE PRIMARY
PROGRAM.
WE WOULD EXPECT THESE PROJECTS TO BE UNDERTAKEN IN
SEQUENCE AS CALLED FOR IN THE FEBRUARY 2, 1992 JOINT RESOLUTION
BETWEEN THE CITY, COUNTY AND UNIVERSITY AND AGREED TO BY VDOT.
WITH THE COMPLETION OF THE ROUTE 29 CORRIDOR STUDY ENVIRONMENTAL
IMPACT STATEMENT, WE ARE VERY ANXIOUS TO SEE THE WIDENING OF ROUTE
29 NORTH FROM THE CORPORATE LIMITS OF CHARLOTTESVILLE TO THE SOUTH
FORK RIVANNA RIVER TAKE PLACE AS SOON AS POSSIBLE. THIS PROJECT
SHOULD INCLUDE INTERCHANGE ACQUISITION AT HYDRAULIC, GREENBRIER AND
RIO ROADS AS CONSIDERED NECESSARY IN THE ROUTE 29 CORRIDOR STUDY.
WE CONTINUE TO BELIEVE THE CONSTRUCTION OF THE MEADOWCREEK PARKWAY
FROM THE ROUTE 250 BY-PASS TO ROUTE 29 NORTH IS OF CRITICAL
IMPORTANCE. AS THE ROUTE 29 CORRIDOR STUDY INDICATES, THIS ROAD IS
ESSENTIAL TO REDUCING TRAFFIC ON ROUTE 29 NORTH. THE FIRST PHASE

OF THIS PROJECT WILL BE FUNDED IN THE COUNTY'S SECONDARY PROGRAM.
ULTIMATELY, WE BELIEVE THE PARKWAY WILL MEET THE CRITERIA FOR
INCLUSION IN THE PRIMARY SYSTEM AND WANT TO WORK WITH VDOT STAFF TO
EVALUATE CONSTRUCTION OF SUBSEQUENT PHASES AS A PRIMARY ROAD, IF
THIS WILL ACCELERATE THE PARKWAY'S COMPLETION.
THERE ARE SEVERAL OTHER IMPROVEMENTS THAT WE OFFER FOR YOUR
CONSIDERATION. THESE ARE DEFINITELY ADDRESSED IN A REPORT WE WILL
LEAVE WITH YOUR STAFF AND INCLUDE THE FOLLOWING:
o WIDENING OF U.S. ROUTE 250 WEST FROM EMMET STREET TO

THE BOARD ON NOVEMBER 8, 1989.
o FINALIZING THE FUNCTIONAL CLASSIFICATION PLAN FOR ROUTE
20 SOUTH IN ORDER TO PROVIDE GENERAL ALIGNMENT

o IMPROVING THE NORTH/SOUTH CONNECTION BETWEEN ROUTE 250

INCLUDING IMPROVEMENTS TO THE CSX RAILROAD UNDERPASS, OR

WITH AVAILABLE FUNDING. BUT, WE ARE CONCERNED BECAUSE COMPARING
THE FIVE-YEAR OVERLAP OF THE FY 90-91 FINAL ALLOCATION TO THE FY
91-92 FINAL PROJECTED ALLOCATION SHOWS THAT THE COUNTY LOST MORE
FUNDING FOR ITS PRIMARY ROAD PROJECTS THAN THE CONSTRUCTION
DISTRICT DID AS A WHOLE. WE URGE YOU TO RETAIN A FAIR SHARE OF

PROJECTS ON OUR LIST CAN BE REALIZED.

ALBEMARLE COUNTY SIX YEAR PRIMARY ROAD PLAN RECOMMENDATIONS
AND SUPPORTING INFORMATION
The County Board of Supervisors submits the following
comments and recommendations for projects to be considered
by VDOT in its Six Year Primary Allocation Plan:
1.
Place the highest priority on undertaking
Charlottesville Area Transportation Study (CATS)
projects which are eligible for the Primary Program.
These projects include: (a) widening of Route 29 North,
(b) widening of Route 250 West; and, (c) widening of
Route 29 Business (Fontaine Avenue) .
2.
Undertake these projects in sequence as called for in
the joint resolution between the City, County, and
University dated February 2, 1992 and agreed to by
VDOT. Widen Route 29 North from the northern corporate
limits of Charlottesville to the South Fork Rivanna
River. This project should include interchanges at
Hydraulic, Greenbrier and Rio Roads as considered
necessary in the Route 29 North Corridor D.E.I.S. At a
minimum, the necessary right-of-way for the
interchanges should be acquired with the initial
widening project. This project is considered the
highest priority.
In relation to Route 29 North improvements and as
considered necessary in the D.E.I.S., the County
recommends the construction of the Meadow Creek
Parkway. Request that the Virginia Department of
Transportation evaluate development of the Meadow Creek
Parkway as a primary road if this will provide the most
immediate funding opportunity. Construct Meadow Creek
in accordance with the recommendations of the County's
Comprehensive Plan. This is considered a high
priority.

Close Route 29 crossovers consistent with the
previously endorsed priorities (Attachment 1). This
priority list of closings is based on the "Route 29
North Corridor Study", adopted by the Board on May 10,
1979 and reaffirmed by the Board of Supervisors at its
meeting on November 8, 1989. To date six of the total
13 recommended for closure have been closed. Of the
remaining seven, three will be closed as part of the
Route 29 widening project. Funds should be provided to
close the remaining four crossovers.
Continue functional planning work on Route 20 South.
Initial functional plans are under a second review by
VDOT staff. Particular emphasis should be placed on
the impact of improvements to the Route 20 South
corridor as it is designated a State Scenic Byway and
County Scenic Highway.
5. Improve the alignment of Route 240 from Route 250
northward to Route 810 in Crozet including improvements

In response to previous requests by the County,
functional plans have been developed for Route 240 from
Route 250 north to Crozet and east to Route 250. The
plans call for improving the horizontal and vertical
alignment of the road for both north-south and
east-west segments. Both segments would be 24 feet
wide with two lane roads.
A proposed Route 240-Route 250 connector road
recommended in the County's Comprehensive Plan should
be considered as an alternative to upgrading the
existing alignment of Route 240.

Widen Route 250 West from Emmett street to Route 637 in
Ivy. The Charlottesville Area Transportation study
(CATS) recommends that Route 250 Business (Ivy Road) be
widened to four lanes with a flush median (center turn
lane) between the Bypass and Emmett Street. The Plan
also calls for Route 250 to be widened to a four lane
divided road from the Route 29/250 Bypass to Route 677,
and four lane undivided from Route 677 to Route 637.
The final design for these improvements are important
because Route 250 is designated as an entrance corridor
route and is considered. a gateway to the County, City,
and University and should reflect the design priorities
as outlined in the Comprehensive Plan and the Lewis
Mountain Neighborhood Study.

These improvements are recommended as Phase II
improvements in CATS. Strong consideration should be
given for the inclusion of these projects in the Six
Year Primary Plan for ultimate funding and
construction. All projects in the County recommended
as Phase I improvements in CATS are already programmed
for development in either the six Year Primary or
Secondary Road Plan. The County recommends development
of this project in three phases. These are listed in
priority order below:
1. Emmett Street to Route 29/250 Bypass
2. Bypass to Route 677
3. Route 677 to Route 637 (in Ivy).

development of the UREF office park development, the
coordination of improvements along Fontaine from I-64
to Jefferson Park Avenue in the primary and urban
system are essential.
8. Conduct a systematic study of Route 250 East from the
Interstate Route 64 interchange to the Fluvanna County
line, with particular attention given to the segment
from the interchange to the Rivanna Village. Due to
the potential for increased growth in this area and the
designation of the Rivanna Village that would be served
by this road, there will be increasing traffic demands
on Route 250. This study should provide
recommendations for road improvements that will be
needed to maintain an adequate level of service.

Conduct a systematic study of Route 20 North from Route
250 East to the Orange County line. Current traffic
counts indicated that there are 3,100 vehicle trips per
day on this road. There are numerous locations with
substandard design, including intersections with
insufficient site distance and existing alignments not
meeting vertical and/or horizontal curvature standards.
10. Develop a priority list of spot safety improvements for
primary routes. This list would be developed by County
staff and the VDOT resident engineer and would be used
to request improvements in future six Year Primary Road
Plans.
11. The County continues to recommend the construction of
an interchange on Interstate Route 64 at Avon Street.

ALBEMARLE COUNTY SIX YEAR PRIMARY ROAD PLAN RECOMMENDATIONS
AND SUPPORTING INFORMATION
The County Board of Supervisors submits the following
comments and recommendations for projects to be considered
by VDOT in its six Year Primary Allocation Plan:
1. Place the highest priority on undertaking
Charlottesville Area Transportation Study (CATS)
projects which are eligible for the Primary Program.
These projects include: (a) widening of Route 29 North,
(b) widening of Route 250 West; and, (c) widening of
Route 29 Business (Fontaine Avenue) .
2. Undertake these projects in sequence as called for in
the joint resolution between the City, County, and
University dated February 2, 1992 and agreed to by
VDOT. Widen Route 29 North from the northern corporate
limits of Charlottesville to the South Fork Rivanna
River. This project should include interchanges at
Hydraulic, Greenbrier and Rio Roads as considered
necessary in the Route 29 North Corridor D.E.I.S. At a
minimum, the necessary right-of-way for the
interchanges should be acquired with the initial
widening project. This project is considered the
highest priority.
In relation to Route 29 North improvements and as
considered necessary in the D.E.I.S., the County
recommends the construction of the Meadow Creek
Parkway. Request that the Virginia Department of
Transportation evaluate development of the Meadow Creek
Parkway as a primary road if this will provide the most
immediate funding opportunity. Construct Meadow Creek
in accordance with the recommendations of the County's
Comprehensive Plan. This is considered a high
priority.
3. Close Route 29 crossovers consistent with the
previously endorsed priorities (Attachment 1). This
priority list of closings is based on the "Route 29
North Corridor Study", adopted by the Board on May 10,
1979 and reaffirmed by the Board of Supervisors at its
meeting on November 8, 1989. To date six of the total
13 recommended for closure have been closed. Of the
remaining seven, three will be closed as part of the
Route 29 widening project. Funds should be provided to
close the remaining four crossovers.
4. Continue functional planning work on Route 20 South.
Initial functional plans are under a second review by
VDOT staff. Particular emphasis should be placed on
the impact of improvements to the Route 20 South
corridor as it is'designated a State Scenic Byway and
County Scenic Highway.
5. Improve the alignment of Route 240 from Route 250
northward to Route 810 in Crozet including improvements
to the CSX railroad underpass.

highest priority.
In relation to Route 29 North improvements and as
considered necessary in the D.E.I.S., the County
recommends the construction of the Meadow Creek
Parkway. Request that the Virginia Department of
Transportation evaluate development of the Meadow Creek
Parkway as a primary road if this will provide the most
immediate funding opportunity. Construct Meadow Creek
in accordance with the recommendations of the County's
Comprehensive Plan. This is considered a high
priority.
3. Close Route 29 crossovers consistent with the
previously endorsed priorities (Attachment 1). This
priority list of closings is based on the "Route 29
North Corridor Study", adopted by the Board on May 10,
1979 and reaffirmed by the Board of Supervisors at its
meeting on November 8, 1989. To date six of the total
13 recommended for closure have been closed. Of the
remaining seven, three will be closed as part of the
Route 29 widening project. Funds should be provided to
close the remaining four crossovers.
4. Continue functional planning work on Route 20 South.
Initial functional plans are under a second review by
VDOT staff. Particular emphasis should be placed on
the impact of improvements to the Route 20 South
corridor as it is designated a State Scenic Byway and
County Scenic Highway.
5. Improve the alignment of Route 240 from Route 250
northward to Route 810 in Crozet including improvements
to the CSX railroad underpass.
In response to previous requests by the County,
functional plans have been developed for Route 240 from
Route 250 north to Crozet and east to Route 250. The
plans call for improving the horizontal and vertical
alignment of the road for both north-south and
east-west segments. Both segments would be 24 feet
wide with two lane roads.
A proposed Route 240-Route 250 connector road
recommended in the County's Comprehensive Plan should
be considered as an alternative to upgrading the
existing alignment of Route 240.
6. Widen Route 250 West from Emmett street to Route 637 in
Ivy. The Charlottesville Area Transportation study
(CATS) recommends that Route 250 Business (Ivy Road) be
widened to four lanes with a flush median (center turn
lane) between the Bypass and Emmett Street. The Plan
also calls for Route 250 to be widened to a four lane
divided road from the Route 29/250 Bypass to Route 677,
and four lane undivided from Route 677 to Route 637.
The final design for these improvements are important
because Route 250 is designated as an entrance corridor
route and is considered a gateway to the County, City,
and University and should reflect the design priorities
as outlined in the Comprehensive Plan and the Lewis
Mountain Neighborhood Study.
These improvements are recommended as Phase II
improvements in CATS. Strong consideration should be
given for the inclusion of these projects in the Six
Year Primary Plan for ultimate funding and
construction. All projects in the County recommended
as Phase I improvements in CATS are already programmed
for development in either the Six Year Primary or
Secondary Road Plan. The County recommends development
of this project in three phases. These are listed in
priority order below:
1. Emmett Street to Route 29/250 Bypass
2. Bypass to Route 677
3. Route 677 to Route 637 (in Ivy).
7. Widen Route 29 Business (Fontaine Avenue) from the
Route 29 Bypass to Jefferson Park Avenue. This would
include a segment in the City from Jefferson Park
Avenue to the corporate limits. Design plans should
be developed in coordination with the City, County, and
University from the Route 29 interchange to Jefferson
Park Avenue (JPA). This improvement is recommended as
a Phase IV project in CATS. CATS recommends widening
the road to four lanes. Currently, Fontaine Avenue
carries 12,980 vehicle trips per day. Development of
the University Real Estate Foundation property for
office and service related uses is anticipated to
generate over 5,700 additional vehicle trips. with the
development of the UREF office park development, the
coordination of improvements along Fontaine from 1-64
to Jefferson Park Avenue in the primary and urban
system are essential.
8. Conduct a systematic study of Route 250 East from the
Interstate Route 64 interchange to the Fluvanna County
line, with particular attention given to the segment
from the interchange to the Rivanna Village. Due to
the potential for increased growth in this area and the
designation of the Rivanna Village that would be served
by this road, there will be increasing traffic demands
on Route 250. This study should provide
recommendations for road improvements that will be
needed to maintain an adequate level of service.
9. Conduct a systematic study of Route 20 North from Route
250 East to the Orange County line. Current traffic
counts indicated that there are 3,100 vehicle trips per
day on this road. There are numerous locations with
substandard design, including intersections with
insufficient site distance and existing alignments not
meeting vertical and/or horizontal curvature standards.
10. Develop a priority list of spot safety improvements for
primary routes. This list would be developed by County
staff and the VDOT resident engineer and would be used
to request improvements in future six Year Primary Road
Plans.
11. The County continues to recommend the construction of
an interchange on Interstate Route 64 at Avon Street.
