Commissioner September 30, 2015 Mr. John Anderson County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB -2015 -00149 Avinity Estates Road Plans & WPO- 2015 -00057 Dear Mr. Anderson: We have reviewed the road plans for Avinity Estates, dated June 30, 2015, as submitted by Collins Engineering and offer the following comments: 1. The proposed emergency access, off Route 20, does not appear to be entirely located within the property boundary. The existing entrance should either be re- located within the property boundary or necessary easements shall be obtained from Kappa Sigma Fraternity to allow access. 2. The proposed bollards should be relocated to the emergency access entrance on Route 20. The bollards should be placed far enough away from Route 20 to accommodate an emergency access vehicle. 3. Since the emergency access road is to be used as a construction entrance, for Avinity II, a right turn lane on Route 20 at a minimum will be required to safely accommodate construction traffic. In addition, an entrance wider than 20' may be necessary maintain two way construction traffic without impeding traffic on Route 20. 4. SWM facility B outfalls into the existing ditch on Route 20. Demonstrate that the existing ditch is adequately lined to prevent erosion for the 2 year storm event and that it can convey the 10 year storm event (below the edge of the existing roadway shoulder) with a check of the 25 year to ensure the travel lane is not inundated. Also, demonstrate that the existing culvert under the Kappa Sigma entrance can handle the increase in runoff. 5. A land use permit will be required for any work within the public right -of -way, including, but not Iimited, offsite grading and modifications to the existing entrance that will be used for emergency access.
