It appears VDOT has a substantial comment, please work with VDOT to assure you revise the plan per their guidance. Once you get VDOT's approval and the WPO plan is approved/you get Engineering's sign off, it appears we'll be ready for signatures. Also, please assure my 2 remaining comments are addressed — I do not need to re- review the site plan prior to sign copies just assure the two comments are addressed on the plans. Thanks Planning Comments — Christopher P. Perez The only two items I see which were not correctly addressed on the latest submittal are comment #11 and #14 (see below). Alan, assure these two items /comments are corrected and provided on the 4 signature copies you submit for approval. 11. [Conditon of initial site plan approval] On sheet 1, assure the approval date of the SP is also provided as well as any conditions of approval (see the following): "On July 8, 2015 the Board of Supervisors took action on your Special Use Permit application (SP2014 -19) and is subject to the following conditions: 1. The development of the site shall be in general accord with the plan entitled "Virginia Asphalt Services Landscape /Screening Plan " revised 2 -17 -2014 and prepared by Terra Concepts, PC /Alan Franklin PE, LLC, (hereafter referred to as the "Concept Plan') as determined by the Director of Planning and the Zoning Administrator, and subject to the following conditions. To be in general accord with the Concept Plan, development and use shall reflect the following major elements within the development essential to the use, as shown on the Concept Plan: a. Building location b. Sales, storage and display area size and location Minor modifications to the plan that do not conflict with the elements listed above may be made to ensure compliance with the Zoning Ordinance and ARB requirements. 2. Equipment shall be sold, stored, or displayed only in areas indicated for sales, storage, or display on the Concept Plan. 3. The site shall be landscaped in general accord with the Concept Plan, except that: a. Evergreen screening tree height shall be eight (8) to ten (10) feet minimum at planting. b. Is there to be any outdoor lighting onsite, such as wallpacks on the building? If so, their location shall be depicted and labeled on the site plan. Either provide a photometric plan or photometric diagrams for the proposed building - mounted light fixtures to show that spillover does not exceed .5 fc at the property line. Update the required signature panel to include the Health Department. 14. [Comment] On sheet 1, under Waivers /Special exception requests note #1 incorrectly lists the SP as SP2015 -19. Revise to assure the correct SP # is provided: SP2014 -19. 15. [SP2014 -19 Condition of Approval 3(d)] It appears there is a gap in screening near the 2 parking spaces fronting the proposed septic location. Add evergreen plantings to fill the gap in screening on the south side of the storage area. Revise appropriately. 16. [Comment] Approval from all SRC reviewer is required prior to final site plan approval. Final Site Plan with the conditions listed in the staff report, amended as follows: 1. Add evergreens to fill the gap in screening on the south side of the storage area either directly at the storage lot or on the south side of the property, avoiding conflicts with the septic system. 2. Add the standard equipment note to the architectural drawings. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 3. Provide a photometric plan or photometric diagrams for the proposed building- mounted light fixtures to show that spillover does not exceed .5 fc at the property line. 4. Eliminate the "supplemental planting" note from the landscape plan. 5. Increase the number of shrub species to help ensure the health of the landscape. 6. I was in a meeting with a citizen today, but I heard that the owner came into the office asking about locating his equipment on the site now. This is not possible yet, as the site plan is not approved. Below I am providing a status update of the project. All comments on the final site plan are addressed, except that of Engineering’s. Max’s last comment was: “VSMP plan #WPO201500063 has been submitted for review. Please see WPO201500063 for date of approval. VSMP plan will need to be approved prior to final site plan approval.” I pulled the review for that plan in Countyview and spoke to Justin and it appears the WPO plan was recently resubmitted and the review has yet to take place. Once that plan and the VSMP is approved then the final site plan can be approved. When the above takes place you’d need to submit the signature copies of the final site plan to the County for approval. The applicant is required to submit a minimum of four (4) print copies of the plan. One (1) copy is retained by the Planner for the file, two (2) copies are passed on to Zoning, and one (1) copy is returned to the applicant. If you would like more than one copy returned to you please provide extras. If you would like to submit the signature copies of the final site plan now, please do so, assure you sign and seal it on every page. The approval will be held till the WPO is approved. This approval shall be valid for a period of five(5)years from the date of this letter,provided that the developer submits a final site plan for all or a portion of the site within one(1)year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle,and thereafter diligently pursues approval of the final site plan. - An Erosion and Sediment Control Permit may be issued after the following approvals are received: 1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. Approval of all easements for facilities for stormwater management and drainage control. 4. [Comment]Throughout the plan it is noted that an adjacent parcel,TMP 76M2-1-D is listed as being located in the"City of Charlottesville".This is incorrect,as the parcel is located in Albemarle County. Revise appropriately. 6. [Comment] On the plan please depict and label the four or five existing deciduous trees on TMP 77-8 which are located along the creek and halfway up the slope down to the creek.While these plantings do not provide adequate,screening the site plan should reflect the existing conditions onsite. 7. [32.7.9.6]Landscaping within a parking area.An area of at least five percent of the paved parking and vehicular circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per ten parking spaces or portion thereof This requirement appears to have been met with the landscaping shown on the initial site plan.Please provide calculations to show this requirement has been met with the fmal site plan. 8. [32.5.2(n)&(p)]The following will be required for final site plan approval: - Outdoor lighting information including a photometric plan and location,description,and photograph or diagram of each type of outdoor luminaire [Sec.32.7.8&Sec.4.17] - A complete landscape plan in accordance with[Sec.32.7.9] 9. [4.12.15(g),4.12.15(a),4.12.16(d)] On sheet 1,under waivers and special exceptions,please omit note#4 and#5 as these waivers have been denied by the County Engineer(see Max's comments below under Engineering conditions).Also,because these waivers have been denied assure the final site plan is revised to depict the required paved parking surface and the required curb&gutter.Also, assure the required parking spaces are delineated onsite through either striping or signage. 10. [32.5.2(a)] On sheet 1,under Waiver/Special Exception Request assure that the approved Special Exception to modify the requirements of Section 5.1.52 from providing a fence to providing landscaping per ARB guidance is listed on the sheet.On July 8,2015 the Board of Supervisors approved the special exception and placed a condition of this approval on the plan: "a staggered row of evergreens, eight(8)to ten (10)feet minimum at planting, shall be provided along the west side of the equipment sales/storage/display area."Assure this condition is listed and addressed on the Final Site Plan. 11. Albemarle County Architectural Review Board Annroval of a Certificate of Anuropriateness. (8 Copies are required to be submitted with a new ARB application.) At the March 16,2015 ARB meeting,the ARB voted unanimously to forward the following recommendations to the agent for the Site Review Committee.
