Wilson Jones Company RCRA Cleanup Prepared for: Wilson Jones Company 5327 Three Notch'd Drive Abermarle County, White Hall Magisterial District Crozet, Virginia 22932 Site Location - Street Map Project Description PAST USE: Prior to 1950, when the main manufacturing building was constructed, the property was residential /agricultural. Subsequently, the site was zoned "Industrial" and was used for manufacturing operations starting in 1954. Manufacturing operations in the main manufacturing building ceased around 2001. WJC leased the warehouse building (a.k.a. carpentry building) located to the east of the main manufacturing building to Blue Ridge Builders, LLC and others, for woodworking operations related to cabinetry production and other artisan wood working. All light industrial /commercial operations were ceased on the property concurrent with the demolition of the facilities manufacturing and warehouse buildings during late 2013 and early 2014. Currently, there are no manufacturing or commercial operations being performed at the WJC site outside of those in support of the Resource Conservation and Recovery Act (RCRA) corrective measures. FUTURE USE: The WJC Site is currently zoned `Light Industrial /Commercial' (Crozet Master Plan, Albemarle County Department of Community Development, October 13, 2010). The land will be remediated to'Industrial Standards' in accordance with the "Land Use Assumption" (LUA) document submitted to the Virginia Department of Environmental Quality (VDEQ) (Land Use Assumption, AEM, June 21, 2013). The VDEQ approved the "LUA" document in a letter dated December 12, 2013. The future use of this land will comply with the current "Crozet Master Plan" zoning criteria and the "LUA" document. PROJECT DESCRIPTION: The Wilson Jones Company property is part of an ongoing Resource Conservation and Recovery Act (RCRA) cleanup. The cleanup is a result of the past industrial operations. As part of the cleanup several Solid Waste Management Units (SWMU) or Areas of Concern (AOCs) are proposed to be excavated. The areas proposed to be excavated are shown on the attached figures. Two areas SWMU No. 7 and AOC No. 5 area located in areas of the property that have been allowed to return to a natural forested state. SWMU No. 7 consists of six former incineration ditches and ADC No. 5 is the former sand filter beds. The project proposes to refurbish and /or install access roads and remove the trees within these areas. Most of the access roads currently exist and will only require the addition of stone. The trees will be removed to ground level and stumps will be allowed to remain. The removal is to allow access for trucks and equipment in order to excavate the former incineration ditches and sand filter beds. Once excavations are complete, off site backfill will be brought onto the site and the excavations will be restored to the former grade. The area will then be permanently stabilized by seeding. Soils The WJC site is located in Abermarle County; Virginia which is mapped by the Soil Conservation Services (SES) as the Braddock - Thurmont- Unison Association. An "association" is a broad category for the major soil series identified within related land forms, geology, relief, and vegetative patterns. The soils of this association are defined as deep and well drained. Specifically, the site is mapped by the SCS as Urban Land, Belvoir, Hayesville, and Thurmont soil series. The southern portions of the site are mapped as the Belvoir soil series, classified as deep, somewhat poorly drained soils located in depressions and along drainage ways (i.e., Powell's Branch Creek), The Belvoir soil series are classified as generally having low permeability and the sub surface texture is a clay loam. The central area of the site is mapped as a Hayesville loam. The Hayesville soil is classified as deep well drained with moderate permeability, and located on narrow to broad ridge tops. The subsurface is predominantly a clay to clay loam derived from weathered residuum granite gneiss. The majority of the site is mapped as a Thurmont loam. All work proposed will be completed inside the site fencing. The site in the areas of the former incineration ditches and sand filter beds has been allowed to return to a naturally forested condition. The areas of the incineration ditches have secondary growth trees surrounded by more mature forest. The mature forest is primarily around the property boundary with the central area of the property being grassed fields. The area of the incineration ditches is topographically a high point on the property with drainage from the area extending in a radial direction. The buildings and structures on the property along Three Notched Road have all been previously removed to the concrete foundation. Drainage on the property generally routes towards Powell's Branch Creek. Critical Areas There are no critical areas identified within the working areas. There will be no grading with the exception of minor work to establish the access roads, The minor grading (where required) will incur less than one foot change in elevation. Erosion and Sediment Control Measures The tree removal and excavation areas will be contained with silt fence. There is one storm drain inlet structure that will be protected by silt fence and inlet control device. The majority of the site has established vegetation that will not be removed. Permanent Stabilization Following completion of the excavation activities, all disturbed areas will be stabilized by application of straw mulch and wood chips mulched from on -site trees and grass seed. Portions of the single family residential along the southern property boundary are currently under construction or will be under construction in the near future. The property located to the west is industrial /commercial. Properties located along Three Notched Road are mixed commercial or residential, Off-site Areas Soils will be imported from off -site borrow pits. The soils will be transported from operating borrow pits in the area and not from any proposed new borrow pits. Stormwater Runoff Considerations The proposed site activities will have only minimal effect on the current stormwater runoff rates. The site will ultimately be returned to the current condition after completion of the excavation activities. Calculations The work involves completing several excavations to remove buried debris. Calculations for temporary sediment basins or other structures are not required since the excavation will act as a sediment basin and will prevent sediment laden runoff across the site. Proposed work areas will be encircled in silt fence. Maintenance Work areas and erosion and sediment control structures will be inspected daily and during any rain event to ensure proper operation of the structures. Repairs to erosion control structures and implementation of additional erosion control measures will be completed immediately upon identification of erosion and sediment control structure has failed or is not functioning as intended.
