Dear Mr.Newberry:
We have reviewed the final subdivision plat for Blocks 1B and 3C of Old Trail Village dated
March 20,2014 with revisions dated 7/2/14 as submitted by Roudabush,Gale&Associates, Inc.
The plat appears to be in agreement with the road plans for this phase of Old Trail. All previous
comments have been addressed and VDOT has no objection to the proposed final plat as
submitted.

Re: SUB-2014-00065 Old Trail Village Blocks 1B and 3C Final Plat
Dear Mr.Newberry:
We have reviewed the final subdivision plat for Blocks 1B and 3C of Old Trail Village dated
March 20,2014 as submitted by Roudabush, Gale&Associates, Inc. The plat appears to be in
agreement with the road plans for this phase of Old Trail. However,in an attempt to prevent the
need for resubmittal of the road plans,the approval letter for the road plans dated April 14,2014
indicated that the right-of-way for Ashlar Avenue needed to be revised so that the right-of-way is
a minimum of 3 feet behind the back of curb rather than the 39' of right-of-way shown. The
final plat needs to be revised accordingly.

Great.
This is all hinging on the bank getting the bond letters of credit done.
If it has to wait until the following week it will not be the end of the world.
Are you able to review the Block 12, Lot A plat? I would really love to get it approved for Sam Craig.
The re-re-revised Block 12 site plan went in today. We pared it back to just the lots that are going to be
on Lot A plat.
We will have another plat for this lot to create the Claremont r-o-w and alley easements. The bonds
can be tied to this plat according to Glenn.

drain easement is shown and identified.

When you bring it in for County signature, please update Sheet 4C to show the name of the owner and the DB and Page
number for the "New 20' Private Storm Drain Easement." I see it was recorded in DB 4550 on Page 300(plat) and is
owned by March Mountain Properties, LLC.

John,
Good question. I think the agreements are in acceptable form, as long as we're comfortable that the
improvements are or can be adequately bonded. I appreciate that County Code§ 17-414(F) gives the County the
right to collect from the owner the difference if the amount of the reasonable cost of the conservation action
exceeds the amount of the security held. But I see that as a last resort. It's far better to be adequately bonded in
the first place.
Unless I'm missing something, I've not yet seen where the County can raise the bond requirement on an
existing project. Are you aware of some other way of adequately bonding these improvements on County
property before work begins? Let me know what you think. Thanks.

Can you advise what comes next as far as easement plat for blocks 1B-3C? Will it be recorded? Should it(easement
plat) be recorded prior to issuing a grading permit?
We are trying to gauge when to advise Applicant to request a preconstruction meeting. We recently issued a grading
permit with easements shown, but not recorded.

The Lickinghole fee has been paid. The stormwater agreement has been approved. Stormwater agreement will be
