Site Review Meeting.

RE: SDP201500049 Northside Drive Material Recovery Facility - initial site plan
Dear Mr. Shimp:
Department of Community Development has reviewed the above referenced site plan (dated 9- 21 -15) against applicable
codes and ordinances. Comments are provided below:
[32.4.2.1(f)] The public notification fee of $200 was not paid prior to SRC. Prior to any further action (other
than an action of denial) on the initial site plan provide the required fee.
[32.5.2(1), 32.5.2(n), 32.5.2(m)] Streets, easements, and travelways. & Ingress and Egress. The entrance to the
proposed use is existing and is located on TMP 03200- 00 -00- 06700. The last site plan amendment approved for
that parcel is SDP2004 -26 Halls Auto Body Inc — Manor Amendment which depicts all improvements for both
existing uses on TMP 03200 -00 -00 -06700 and TNT 03200- 00- 00- 022C5. While the proposed use could have
been submitted as a Major Site Plan Amendment to the last final site plan (SDP92 -67 Halls Auto Body Shop —
Final Site Plan Parcels 22C5 and 67) the applicant chose to submit an initial site plan, which is in the
applicants purview; however, because the proposed use shares an existing entrance and a gravel access aisle
with the existing developments on TMP 03200- 00- 00 -022C5 and TMP 03200- 00 -00- 06700, the existing
previously approved improvements onsite which are being relied upon for this proposed use shall be depicted,
labeled, and dimensioned in total as required on the final site plan to assure they are adequate to accommodate
the proposed use without need for upgrade. This shall be addressed prior to final site plan approval.
Also, some of the relied upon previously approved improvements on SDP2004 -26 & SDP92 -67 appear to be
impacted by this proposal, if this is the case, amendments to those plans shall be required prior to final site plan
approval. Some examples are:
- Required Employee Parking of the Auto Body and Paint Shop on TMP 03200 -00 -00 -06700 (staff counts
11 employee spaces being impacted/lost) and 15 inventory spaces which are relied upon for the use `Auto
Body and Paint Shop' as depicted on SDP2004 -26 for TMP 03200- 00 -00- 06700. In order to accommodate
the proposed use, modification to that site plan are required to assure all required parking is provided for
onsite.
- Defined access aisles to the existing use on TMP 03200- 00- 00- 022C5, which are not present in the field.
- Additionally, landscaping within the parking lot adjacent to the drive aisle may be impacted.
[Comment] Kenny Thacker, Erosion Control Officer for Albemarle County has been in direct contact with the
owner, Larry Hall, for the proposed use. It appears that the owner recently discussed his intention to
permanently establish and use TMP 03200 -00 -00 -07000 & 03200 -00 -00 -07100 as part of the proposed use
`Material Recovery Facility'. If this is truly the owners' intent the current initial site plan under review is not
sufficient to include those parcels under this site plan application. The initial site plan under review only
considers a portion of TMP 32 -22C5 for the proposed use as applied for and depicted on the initial site plan.
If the owner intends to include those two additional parcels in the proposed use it is staffs suggestion that the
applicant withdraw the current application and submit a new initial site plan to include those two parcels
complete with a new application & fee.
If the above is not the owners' intent and he would like to proceed as proposed with the site plan only covering a
portion of TMP 03200- 00- 00- 022C5, then all other comments in this'letter will suffice for SRC review and staff
shall issue a conditional approval of the initial site plan within 15 days of this letter. Please respond to this
comment as soon as possible.
4. [325.2(i), 32.5.2(m)] Streets, easements, and travelways. & Ingress and Egress. Based on my review of the
existing final site plan approved for the site, there is an existing Access Easement in place on TMP 03200 -00-
00 -06700 to serve the use on TMP 03200- 00- 00 -022C5 that ends before the proposed tie in to the new parking
lot for the proposed use. On the final site plan provide a Deed Book Page Reference number for this Access
Easement. Also, prior to final site plan approval the Access Easement shall be extended to serve the proposed
use.
5. [Continent] The proposed use lists 4 employees; however, there are no restrooms provided onsite. How are the
employees to utilize the restroom while working onsite? If it is the intent of the applicant to allow said
employees to utilize the existing facility of the previously approved use on TMP 03200- 00- 00 -022C5 please
state this on the final site plan for this use. Prior to final site plan approval the Health Department shall verify
that the existing septic systems have adequate capacity to handle additional capacity.
[5.1.51] Outdoor activities in industrial districts. Except as otherwise expressly permitted for a particular use,
each use permitted by right or by special use permit in an industrial district shall be subject to the following:
a. All manufacturing, compounding, assembling, processing, packaging, or other industrial or business activity
shall be conducted within a completely enclosed building.
b. No outdoor activity, including the location of internal access roads, shall be established, conducted or used
within one hundred (100) feet of a residential or agricultural district.
c. No activity shall be conducted outdoors between 7: 00 p.m. and 7:00 a.m.
As proposed prior to final site plan approval a Modification or Waiver to Section 5.1.51 shall be applied for and
approved to allow the industrial activit( to be conducted outside of a completeIy enclosed building. If the
applicant chooses to move forward as proposed please provide the request and all applicable findings under
Section 5.1 with the final site plan submittal.
Also, on the final site plan provide the following note: "Section 5.1.51 of the County Code applies to this use
and the use shall be subject to those standards ". If the Modification or Waiver is granted the note shall be
modified to reference the Approved Modification and the date it was approved, and any conditions associated
with the approval.
[5.1.52] Outdoor Storage in Industrial Districts. Except as otherwise expressly permitted for a particular use,
the outdoor storage of parts, materials and equipment in an industrial district shall be subject to the following:
a. Storage areas shall be screened by a solid wall orfence, including solid entrance and exit gates, not less
than seven (7) feet nor more than ten (10) feet in height.
b. No wall orfence screening a storage area shall encroach into a sight distance triangle.
c. The parts, materials and equipment stored in a storage area shall not be stacked higher than the screening
wall orfence.
d. No outdoor storage shall be located within faf y (50) feet of a residential or agricultural district.
e. The outdoor storage of recyclable materials at a recycling collection or recycling processing center is
prohibited.
Prior to final site plan approval assure that the entire storage area is properly screened as provided in Section
5.1.52(a) & (b). Also, on the final site plan, on sheet 1, under Setbacks and Building heights, assure that the
following note is provided: "Parts, materials and equipment stored in the storage area shall not be stacked
higher than the screening wall orfence pursuant to 5.1.52(c). "
S. [4.12.15(a)] Surface materials. All parking areas consisting of four (4) or more spaces shall be surfaced. The
surface materials for parking areas and access aisles shall be subject to review and approval by the county
engineer, based upon the intensity of usage and Virginia Department of Transportation pavement design
guidelines and specifications. The county engineer may approve the use of alternative surfaces deemed
equivalent in regard to strength, durability, sustainability and long term maintenance for the intensity of the
use.
Revise the plan to provide the required surfacing. If the applicant would like to request gravel to be permitted
for the site /use, then a Modification or Waiver shall be requested & reviewed under Section 4.12.2(c) &
4.12.2(c)(2) and approved prior to final site plan approval. If such a Modification or Waiver is approved it shall
be listed and provided an approval date on the cover sheet of the final site plan in addition to the following note:
"Gravel parking and access aisles have been permitted far the site pursuant to section 32.3. S Variations and
exceptions, which allow modification of 32.7.3 Onsite parking, which is designed and constructed as provided
in section 4.11. "
Also, on sheet 1, under Parking Schedule, please revise the note which reads "County Code States that any lot
with less than 5 spaces is not an ojf cial parking lot ". Please provide the County Code reference that dictates
the above requirement so that staff may review it. It appears you may be speaking to Section 32.7.9.6 which
references 5 or more parking spaces for landscaping within a parking area. If this is the case please clarify this
on the final site plan.
9. [4.14, 4.14.1 - 4.14.5] Performance standards for industrial uses apply to the proposal.
On sheet 1 provide the following note: "Performance standards for industrial uses apply to the proposal as
dictated by Section 4.14.1 - 4.14.5 of County Code and the use shall be subject to those standards ". Also, on
the sheet 1 provide the following note: "This use is subject to Section 4.18 Noise regulations. "
10. [4.14.5] Certified Engineers Report, A Certified Engineers Report shall be completed/complied with prior to the
approval of the final site plan.
11. [32.5.1(c)] Dimensions. On the final site plan dimension and provide the maximum square footage of each
proposed improvement to include the "Crushed Aggregate Stockpile Area ", "Concrete/ Raw Material Stockpile
Area ", Recycling Equipment Area ".
12. [32.5.1(c)] Dimensions. The proposed entrance to the pad site is dimensioned and labeled as "139.25' Proposed
Entrance"; however, the four required parking spaces are blocking the majority of this entrance. When scaled
out the remaining entrance to the pad site truly only appears to be 50'. Prior to final site plan approval revise
appropriately.
13. [32.5.2(a)] General Information. On the final site plan assure that the zoning of TMP 03200 -00 -00 -02200 is
revised to also include ZMA2010 -9.
14. [325.2(i), 4.12.17(c)] Streets, easements, and travelways. On the site plan the existing 340 SF building located
on TMP 03200 -00 -00 -06700 appears to be blocking a large portion of the proposed 20' access aisle to the site.
Prior to final site plan approval clearly depict an unobstructed two way access aisle.
15. [32.7.9.7(a)(1)] Screening. Commercial and industrial uses shall be screened from residential uses when
deemed necessary by the agent upon considering the proximity of the commercial or industrial use to the
residential use, the nature of the commercial or industrial use, whether the uses are in single -use or mixed use
developments, and other considerations he determines to be relevant under sound zoning principles.
The site is approximately 550' from the existing residential development of Airport Acres. Based on the
topography of the site/ proposed grading onsite and that of the elevations of the existing dwellings in Airport
Acres residential development, landscape screening meeting the requirements of Section 32.7.9.7 shall be
provided along the Southern most property line and the South Eastern most property line of the proposed use.
This shall be in addition to the 7'— 10' solid wall /fence which is required to screen all outdoor storage in an
industrial district per Section 5.1.52(a) & (b). The additional landscape screening will help break up the
presence of the required wall/fence from the view of these residential lots and aid in the screening of the
movement of large vehicles hauling the product. Prior to final site plan approval screening shall be provided and
approved on a landscape plan. Notably the South Eastern property line is preserving existing trees which are to
remain. On the final site plan assure that the existing landscape feature are accounted for as provided for in
Section 32.7.9.4(c) and that a signed Conservation Checklist is provided in addition to the requirements of
32.7.9.4(b) to utilize those existing trees in lieu of new plant materials.
16. [32.5.2(i)] Streets, easements and travelways. On the final site plan provide the State Route Number for
Northside Drive. Staff believes it is State Route Number 1570.
17. [32.5.20)] Existing sewer and drainage facilities. On the final site plan assure that the existing water lines are
depicted.
18. [32.5.2(k)] Proposed sewer and drainage facilities. Will this use require any water usage? If so, on the final site
plan depict the proposed water facilities for the site.
19. [32.5.2(1)] Existing and proposed utilities. What type of power will the Recycling Equipment run on? Is it
proposed to be electricity? On the final site plan depict the location of all existing and proposed utilities and
utility easements, to include electric and gas easements.
20. [32.5.2(n)] Existing and proposed improvements. Is there to be a sign for the proposed use? If so, on the final
site plan depict and label the sign. (Depicting the sign on the final site plan is not approval of the sign location
or type).
21. [32.5.2(n), 4.12.16(e)] Bumper blocks. Bumper blocks shall be provided for the parking spaces because the use
is not provided curb or curb and gutter. Prior to final site plan approval revise appropriately.
22. [32.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site
plan.

1. For Parcel 70 and 71 to be used as part of this facility it needs to be represented on the site plan as such so that the
materials can be stockpiled on those parcels.
2. Compliance with 5.1.51 and 5.1.52. If all cannot be complied with a special exception to modify.
3. Compliance with 4.14.1— 5.
Engineering — Matt Wentland
1. Parking areas of 4 or more spaces shall be surfaced. If gravel is to be used, a waiver request will need to be
submitted [18.4.12.15(a)].
2. A traffic island should be Iocated at the end of the parking row to protect parked vehicles [18.4.12.15(f)].
3. The 20' access aisle should be shown from the nearest existing street, including turning radii as per
AASHTO standards. There also appears to be a fence blocking half of the entrance to the parcel
[18.4.12.17, 18.32.5.2(m)].
4. A WPO submittal will be required containing ESC and SWM plans and a SWPPP [17-300,17-3011.
5. Show how the design of the biofilter will prevent short - circuiting and any measures necessary to prevent
crushed aggregate from the pad from entering/clogging the biofilter.
6. Adequate channel analysis may be required depending on the final design of the outfall from the SWM
facilities.
