Subject: SUB2014 -141 Fontana- Phase 4C- Road plans
The County of Albemarle Planning Division offers the following comments: [Each comment is preceded by the applicable
reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [ZMA2004 -18, 14 -4091 The Cascadia Connector. On the road plan, sheet CO.1 and C2.1 labels the road as "Cascadia
Emergency Access Road", on sheet C3.0 it is labeled as `Emergency Access Road (55) " and "Cascadia Emergency
Connector Road (Temporary 55' ingress /egress esmt) ", on sheet C3.4 it is labeled similarly, and on sheet C5.4 it's labeled
as "Cascadia Emergency Connector ".
The current labeling on the road plan for the above improvement is not adequate nor consistent and shall be revised
throughout the plan, per the following guidance, which has been coordinated with the final subdivision plat review for
Fontana 4C (SUB2015 -148):
- Discontinue all labeling, notes, and reference to "Cascadia Emergency Access Road", "Emergency Access Road
(55 ) ", "Cascadia Emergency Connector Road (Temporary 55' ingress /egress esmt) ", and "Cascadia Emergency
Connector ". Rather the road is required to be a 55' wide public road dedicated to Public Use. The final plat shall
dedicate to public use this right -of -way. PDF Rev. Comment addressed.
- The connector shall be provided an approved road name per E911 — per E911 review of the final plat, the road shall
be labeled: "Delphi Lane ". Assure the road plan is revised to provide the approved road name throughout.

- On the road plan assure the 55' reservation area is labeled to match the final plat: `Area reserved for dedication on
demand by the County for a Public Road Connection between Fontana and Cascadia. "

- If the applicant would like to put the following note on the road plan, please do so: "The Fontana side of Delphi
Lane may be vacated if the 55' Right of Way Area Reserved for Dedication is dedicated to public used for a public
road connection at any time in the future. " PDF Rev. No objection.
- On Sheet C0.2, under Street Notes, note #2 currently only lists Belluno Lane and Brunello Court to be public. This
note shall be revised to also include "Delphi Lane ", formerly known as the Cascadia Connector.

2. [Comment] On sheet C1.0, to avoid confusion please remove the note: "Cascadia Connector * Pedestrian
Interconnection and Emergency Access. Reserved for dedication on demand by the County for a public road.... " As
the road is being dedicated to public use with the final plat. PDF Rev. Comment addressed.
3. [ZMA2004 -18, Proffer 41 Landscaping. The applicant has chosen to fulfill proffer # 4 through the installation of new
plantings. Thus the required new trees shall be bonded prior to signature / final approval of the final plat. As depicted
the required trees on each lot in section 1 and 2 are correctly depicted and can be bonded through the road plans once
ready for approval. This will satisfy the above requirement. PDF Rev. General comment, no modification /revision
needed.
4. [ZMA2004 -18, Proffer 51 Pedestrian Paths. The Class A Type 1 trails shall be bonded on the road plan as they are a
requirement of the rezoning and proffers. As depicted the required paths in Section 1 and 2 are correctly depicted and
can be bonded through the road plans once ready for approval. This will satisfy the above requirement.
