Charlottesville,VA 22902 Albemarle County BE#V122001 Dear Mr.Deel: Bohler Engineering is pleased to submit on behalf of Avon Holdings LLC, the revised WPO I-64 Treatment Facility Plan for the proposed 5th Street Station at 5th Street SW & Avon Street Ext. in Charlottesville, VA. The following is our comment response letter addressing comments received from you dated April 8,2015. Each comment is addressed and responded to as follows: Stormwater Pollution Prevention Plan(SWPPP) Comment 1: The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1)a PPP, (2)an ESCP, (3)a SWMP, and(4)any TMDL measures necessary. a. Please incorporate this plan, upon approval, into the existing SWPPP for this project. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. a. The constructed wetland should be designed to capture and treat its entire drainage area. This design excludes the on-site impervious area with respect to storage. Please use the total impervious area for your storage calculations, including both on- site and off-site, and adjust the constructed wetland accordingly or re-route the onOsite runoff so that the current configuration is adequate. Response 1: Constructed wetlands have been revised to allow adequate volume for both the off-site and on-site drainage area. Please see Sheet 6.
