RE: SDP201500049 Northside Drive Material Recovery Facility - initial site plan
Dear Sir:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer
submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in
section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of
the final site plan.
The final site plan will not be considered to have been officially submitted until the following items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,613.
Please submit 11 copies of the final plans to the Community Development Department. The assigned Lead
Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the
final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature until
tentative approvals for the attached conditions from the following agencies /reviewers have been obtained:

Dear Mr. Shimp:
Department of Community Development has reviewed the above referenced site plan (dated 9- 21 -15) against applicable
codes and ordinances. Comments are provided below:
[32.5.2(1), 32.5.2(n), 32.5.2(m)] Streets, easements, and travelways. & Ingress and Egress. The entrance to the
proposed use is existing and is located on TMP 32 -67. Revise the site plan to depict, label and dimension all
existing site improvements that are required for the proposed use. If existing conditions on TMP 32 -67 require
revisions as a result of the proposed use on TMP 32 -22C5, an amendment showing those changes will be
required. (Once the changes have been identified, we can discuss the best method for proceeding with the
amendment.) Among the conditions to check are: required employee parking and inventory spaces on TMP 32-
67, and defined access aisles to the existing use and landscaping in the parking lot adjacent to the drive aisle on
TMP 32 -22C5.
[Comment] Kenny Thacker, Erosion Control Officer for Albemarle County has been in direct contact with the
owner, Larry Hall, for the proposed use. It appears that the owner recently discussed his intention to
permanently establish and use TMP 32 -70 & 32 -71 as part of the proposed use `Material Recovery Facility'. If
this is truly the owners' intent the current initial site plan is not sufficient to include those parcels under this site
plan application. The initial site plan under review only considers a portion of TMP 32 -22C5 for the proposed
use as applied for and depicted on the initial site plan. If the owner intends to include those two additional
parcels in the proposed use, submit a new initial site plan to include those two parcels complete with a new
application & fee.
3. [32.5.2(i), 32.5.2(m)] Streets, easements, and travelways. & Ingress and Egress. There is an existing Access
Easement in place on TMP 32 -67 to serve the existing use on TMP 32 -22C5 that ends before the proposed tie in
to the new parking lot for the proposed use. On the final site plan provide a Deed Book Page Reference number
for this Access Easement. Also, prior to final site plan approval the Access Easement shall be extended to serve
the proposed use. Please submit an easement plat & application for County review.
4. [Comment] The proposed use lists 4 employees; however, there are no restrooms provided onsite. As discussed
at SRC the applicant intends to allow the employees to utilize the existing restroom facility at Sunbelt Rentals on
TMP 32 -22C5. Please provide a note on the final site plan to document this arrangement. Prior to final site plan
approval the Health Department shall verify that the existing septic system for Sunbelt Rental has adequate
capacity to handle the additional users.
[5.1.51] Outdoor activities in industrial districts. Except as otherwise expressly permitted for a particular use,
each usepermitted by right or by special use permit in an industrial district shall be subject to the following:
a. All manufacturing, compounding, assembling, processing, packaging, or other industrial or business activit
shall be conducted within a cons ale telr enclosed huildin 1.
b. No outdoor activity, including the location of internal access roads, shall be established, conducted or used
within one hundred (100) feet of a residential or agricultural district.
c. No activity shall be conducted outdoors between 7 :00 p.m. and 7:00 a.m.
Prior to final site plan approval a modification or waiver to Section 5.1.51 shall be applied for and approved to
allow the industrial acgpv to be conducted outside of a completely enclosed building. Provide the request and
all applicable findings under Section 5.1 with the final site plan submittal.
Also, on the final site plan provide the following note: "Section 5.1.51 of the County Code applies to this use
and the use shall be subject to those standards ". If the modification or waiver is granted the note shall be
modified to reference the approved modification and the date it was approved, and any conditions associated
with the approval.
6. [5.1.52] Outdoor Storage in Industrial Districts. Except as otherwise expressly permitted for a particular use,
the outdoor storage ofparts, materials and equipment in an industrial district shall be subject to the following:
a. Storage areas shall be screened by a solid wall or fence, including solid entrance and exit gates, not less
than seven (7) feet nor more than ten (10) feet in height.
b. No wall or fence screening a storage area shall encroach into a sight distance triangle.
c. The parts, materials and equipment stored in a storage area shall not be stacked higher than the screening
wall or fence.
d. No outdoor storage shall be located within fifty (50) feet of a residential or agricultural district.
e. The outdoor storage of recyclable materials at a recycling collection or recycling processing center is
prohibited.
Prior to final site plan approval assure that the entire storage area is properly screened as provided in Section
5.1.52(a) & (b). Also, on the final site plan, on sheet 1, under Setbacks and Building heights, assure that the
following note is provided: "Parts, materials and equipment stored in the storage area shall not be stacked
higher than the screening wall or fence pursuant to 5.1.52(c). "
7. [4.12.15(a)] Surface materials. All parking areas consisting of four (4) or more spaces shall be surfaced.
Revise the plan to provide the required surfacing or request gravel for the site through a modification request
under Section 4.12.2(c) & 4.12.2(c)(2). If such a modification or waiver is approved provide the following note
on the plan: "Gravel parking and access aisles have been permitted for the site pursuant to section 32.3.5
Variations and exceptions, which allow modification of 32.7.3 Onsite parking, which is designed and
constructed as provided in section 4.12. "
Also, on sheet 1, under Parking Schedule, remove the note which reads "County Code States that any lot with
less than 5 spaces is not an official parking lot ". Otherwise, provide the County Code reference that dictates the
above requirement so that staff may review it.
8. [4.14, 4.14.1- 4.14.5] Performance standards for industrial uses apply to the proposal. On sheet 1 provide the
following note: "Performance standards for industrial uses apply to the proposal as dictated by Section 4.14.1
4.14.5 of County Code and the use shall be subject to those standards" Also, on the sheet 1 provide the
following note: "This use is subject to Section 4.18 Noise regulations. " .
9. [4.14.5] Certified Engineers Report. A Certified Engineers Report shall be completed/complied with prior to the
approval of the final site plan.
10. [32.5.1(c)] Dimensions. On the final site plan dimension and provide the maximum square footage of each
proposed improvement to include the "Crushed Aggregate Stockpile Area ", "Concrete/ Raw Material Stockpile
Area ", Recycling Equipment Area ".
11. [32.5.1(c)] Dimensions. The proposed entrance to the pad site is dimensioned and labeled as "139.25' Proposed
Entrance "; however, the four required parking spaces are blocking the majority of this entrance. When scaled
out the remaining entrance to the pad site truly only appears to be 50'. Prior to final site plan approval revise
appropriately.
12. [32.5.2(a)] General Information. On the final site plan assure that the zoning of TMP 32 -22 is revised to also
include ZMA2010 -9.
13. [32.5.2(i), 4.12.17(c)] Streets, easements, and travelways. On the site plan the existing 340 SF building located
on TMP 32 -67 appears to be blocking a large portion of the proposed 20' access aisle to the site. Prior to final
site plan approval clearly depict an unobstructed two way access aisle.
14. [32.7.9.7(a)(1)] Screening. The site is approximately 550 feet from the existing residential development of
Airport Acres. Based on the site conditions, landscape screening meeting the requirements of Section 32.79.7
shall be provided along the Southern property line and the Southeastern property line. This shall be in addition
to the 7' — 10' solid wall/fence which is required to screen all outdoor storage in an industrial district per Section
5.1.52(a) & (b). The additional landscape screening will help break up the presence of the required wall/fence
from the view of neighboring residential lots and aid in the screening of the movement of large vehicles hauling
the product. Prior to final site plan approval screening shall be provided and approved on a landscape plan.
The Southeastern property line has existing trees which are to remain. On the final site plan assure that the
existing landscape features are accounted for per Section 32.7.9.4(c) and that a signed Conservation Checklist i,
provided in addition to the requirements of 32.7.9.4(b) to utilize those existing trees in lieu of new plant
materials.
15. [32.5.2(1)] Streets, easements and travelways. On the final site plan provide the State Route Number for
Northside Drive. County records indicate it is State Route 1570.
16. [32.5.20)] Existing sewer and drainage facilities. On the final site plan assure that the existing water lines are
depicted.
17. [32.5.2(k)] Proposed sewer and drainage facilities. The use requires water consumption to operate. At SRC the
applicant stated they intend to utilize public water to serve the site. The extension of public water to the site
shall be approved prior to final site plan approval. Also, see the attached ACSA comments.
18. [32.5.2(1)] Existing and proposed utilities. What type of power will the Recycling Equipment need to operate?
On the site plan depict and label this information. If the equipment is to run on a petroleum product the
regulations in Section 5.1.20 shall be met prior to final site plan approval. If the equipment is to run on
electricity provide this information on the plan.
19. [32.5.2(1)] Existing and proposed utilities. On the final site plan depict the location of all existing and proposed
utilities and utility easements, to include electric and gas easements.
20. [32.5.2(n)] Existing and proposed improvements. If there is to be a sign for the proposed use, on the final site
plan depict and label the sign location. (Depicting the sign on the final site plan is not approval of the sign
location or type).
21. [32.5.2(n), 4.12.16(e)] Bumper blocks. Bumper blocks shall be provided for all of the onsite parking spaces.
Bumper blocks shall be constructed of a durable material such as concrete or treated timbers. Each bumper
block shall be a minimum length of six (6) feet, a maximum height offve (5) inches, and shall be securely
anchored into the pavement in at least two (2) places. Revise the plan accordingly.
22. [32.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site
plan.

The initial site plan for the Northside Drive Material Recovery Facility has been reviewed and approved by
Engineering. The following concerns should be addressed on the final site plan:
1, Parking areas of 4 or more spaces shall be surfaced. If gravel is to be used, a waiver request
will need to be submitted [I 8.4.12.15(a)].
2. A traffic island should be located at the end of the parking row to protect parked vehicles
[18.4.12.15(fl].
3. The 20' access aisle should be shown from the nearest existing street, including turning radii
as per AASHTO standards. There also appears to be a fence blocking half of the entrance to
the parcel [18.4.12.17, 18.32.5.2(m)].
4. A WPO submittal will be required containing ESC and SWM plans and a SWPPP [17 -300,
17 -301].
5. Show how the design of the biofilter will prevent short - circuiting and any measures
necessary to prevent crushed aggregate from the pad from entering/clogging the biofilter.
6. Adequate channel analysis may be required depending on the final design of the outfall from
the SWM facilities.
