ANY TIME WORK IS PERFORMED OFF -SITE OR WITHIN AN EXISTING EASEMENT, THE CONTRACTOR IS TO NOTIFY THE HOLDER OF SAID EASEMENT AS TO THE NATURE OF PROPOSED WORK AND TO FOLLOW ANY GUIDLELINES OR STANDARDS WHICH ARE ASSOCIATED WITH OR REFERENCED IN THE RECORDED EASEMENT. 3. INTERPRETATION DETERMINED BY CONTRACTOR SHALL BE DONE AT HIS /HER OWN RISK. 5. THE CONTRACTOR IS TO VERIFY THAT THE RELOCATION OF ALL EXISITING UTILITIES IN CONFLICT WITH PROPOSED WORK HAS BEEN COMPLETED INCLUDING UTILITY POLES. 6. CONTRACTOR SHALL COMPLY WITH FENCING AND TREE PRESERVATION SIGNAGE REWIRED BY ALBEMARLE COUNTY CODE. 7. CONTRACTOR SHALL NOT RELY SOLELY ON ELECTRONIC VERSIONS OF PLANS, SPECIFICATIONS, AND DATA FILES THAT ARE OBTAINED FROM THE DESIGNERS, BUT SHALL VERIFY LOCATION OF PROJECT FEATURES IN ACCORDANCE WITH THE PAPER COPIES OF THE PLANS AND SPECIFICATIONS THAT ARE SUPPLIED AS PART OF THE CONTRACT DOCUMENTS. 8. CONTRACTOR SHALL COMPLY WITH ALL WETLAND PERMIT REQUIREMENTS (IF A PERMIT EXISTS). 9. CONTRACTOR SHALL BE RESPONSIBE FOR ALL RELOCATIONS, (UNLESS OTHERWISE NOTED ON PLANS) INCLUDING, BUT NOT LIMITED TO, ALL UTILITIES, STORM DRAINAGE, SIGNS, TRAFFIC SIGNALS & POLES, ETC. AS REQUIRED. ALL WORK SHALL BE IN ACCORDANCE WITH GOVERNING AUTHORITIES REQUIREMENTS AND PROJECT SITEWORK SPECIFICATIONS AND SHALL BE APPROVED BY SUCH. ALL COST SHALL BE INCLUDED IN BASE BID. 10. THIS PROJECT DISTURBS MORE THAN ONE ACRE OF LAND AND FALLS WITHIN THE VIRGINIA STORMWATER MANAGEMENT PROGRAM (VSMP), GENERAL CONSTRUCTION PERMIT (GCP) PROGRAM AS ADMINISTERED BY THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION (DCR) UNDER THE JURISDICTION OF THE EPA. PRIOR TO THE START OF CONSTRUCTION, THE CONTRACTOR SHALL FILE A GCP NOTICE OF INTENT WITH THE DCR AND PREPARE A STORMWATER PREVENTION PLAN IN ACCORDANCE WITH THE VSMP REGULATIONS. 11. CONTRACTOR SHALL COORDINATE WITH ALL UTILITY COMPANIES FOR INSTALLATION REQUIREMENTS AND SPECIFICATIONS. GENERAL CONSTRUCTION NOTES GENERAL EROSION AND SEDIMENT CONTROL NOTES ES -1: Unless otherwise indicated, all vegetative and structural erosion and sediment control practices will be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625 -02 -00 Erosion and Sediment Control Regulations. ES -2: The plan approving authority must be notified one week prior to the preconstruction conference, one week prior to the commencement of the land disturbing activity, and one week prior to the final inspection. ES -3: All erosion and sediment control measures are to be placed prior to or as the first step in clearing. ES -4: A copy of the approved erosion and sediment control plan shall be maintained on -site at all times. ES -5: Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off -site borrow or waste areas) the contractor shall submit a supplementary erosion control plan to the owner for review and approval by the plan approving authority. ES -6: The contractor is responsible for the installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. ES -7: All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until iinal stabilization is achieved. ES -8: During dewatering operations, water will be pumped into an approved fltering device. ES -9: The contractor shall inspect all erosion control measures periodically and cfter each runoff - producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately. ES -10: The developer shall reserve the right to install, maintain, remove and /or convert to permanent structures all erosion control measures required by this plan regardless of the sale of any lot. ES -11: Temporary Fill Diversion is to be installed per Std. & Spec. 3.10, and it is to be maintained daily until adequate stormwater measures are installed and positive flow to basin is provided. ES -12: All entrances except for the approved construction entrances shall be blocked in such a manner as to not allow access to the site. ES -13: No building permits shall be issued for any lot containing E &SC rr,easures until the site is deemed stabilized enough for the removal of the measure. TEMPORARY SEEDING SPECIFICATIONS. February 16 through April 30: Use Annual Ryegross at 60 to 100 Ibs /acre. May 1 through August 31: Use German Millet at 50 Ibs /acre. September 1 through February 15: Use a 50/50 Mix of Annual Rye and Winter Rye at 50 to 100 Ibs /acre. PERMANENT SEEDING SPECIFICATIONS: February 16 through April 30: Kentucky 31 Fescue - 128 Ibs /acre; Red Top Grass - 2 Ibs /acre; Annual Rye - 20 Ibs /acre. Add 20 Ibs /acre Indian grass when slopes are greater than 3:1. May 1 through August 15: Kentucky 31 Fescue - 128 Ibs /acre; Red Top Grass - 2 Ibs /acre; Foxtail Millet - 20 Ibs /acre. Add 20 Ibs /acre Indian grass when slopes are greater than 3:1. August 16 through October 31: Kentucky 31 Fescue - 128 Ibs /acre; Red Top Grass - 2 Ibs /acre; Annual Rye - 20 Ibs /acre. Add 20 Ibs /acre Indian grass on slopes greater than November 1 through February 15: Kentucky 31 Fescue - 128 Ibs /acre; Red Top Grass - 2 Ibs /acre; Winter Rye - 20 Ibs /acre. Add 20 Ibs /acre Indian grass on slopes greater than MULCHING SPECIFICATIONS: Straw or hay at a rate of 2 tons /acre. Must be anchored. Spread_ with mulch blower or by hand. LIME AND FERTILIZER SPECIFICATIONS: Lime and fertilizer needs should be determined by soil tests. Soil tests may be preformed by the Cooperative Extension Service Soil Testing Laboratory at VPI &SU, or by a reputable commercial laboratory. Information concerning the State Soil Testing Laboratory is available from County Extension Agents. Under unusual conditions where it is not possible to obtain a soil test, the following soil amendments will be applied: For Permanent Seeding: Seeded areas shall be limed at a rate of 2 tons per acre, and fertilized at a rate of 1,000 Ibs. per acre of 10 -20 -10 (10 Ibs. per 1,000 square feet) or equivalent. For Temporary Seeding: Seeded areas shall be limed at a rate of 2 tons per acre, and fertilized at a rate of 600 Ibs. per acre of 10 -20 -10 (10 Ibs. per 1,000 square feet) or (equivalent. 1. WORK WITHIN THE LOCAL RIGHTS -OF -WAY SHALL CONFORM TO LOCAL MUNICIPAL STANDARDS. WORK WITHIN STATE RIGHTS -OF -WAY SHALL CONFORM TO THE LATEST EDITION OF THE VIRGINIA DEPARTMENT OF TRANSPORTATION STANDARDS AND SPECIFICATIONS FOR HIGHWAYS AND BRIDGES. 2. PRIOR TO ANY CONSTRUCTION WITHIN ANY EXISTING PUBLIC RIGHT -OF -WAY, INCLUDING CONNECTION TO ANY EXISTING ROAD, A PERMIT SHALL BE OBTAINED FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT). THIS PLAN AS DRAWN MAY NOT ACCURATELY REFLECT THE REQUIREMENTS OF THE PERMIT. WHERE ANY DISCREPANCIES OCCUR THE REQUIREMENTS OF THE PERMIT SHALL GOVERN. 3. ALL MATERIALS AND CONSTRUCTION METHODS SHALL CONFORM TO CURRENT SPECIFICATIONS AND STANDARDS OF VDOT UNLESS OTHERWISE NOTED. 4. USE SELECT MATERIAL UNDER BUILDINGS AND STRUCTURES; USE FILL AND BACKFILL MATERIAL UNDER PARKING AREAS, ROADS, SIDEWALKS, AND OTHER CONCRETE AND PAVED SURFACES; USE COMMON FILL MATERIAL FOR GENERAL SITE GRADING. PLACE MATERIAL IN 6" LIFTS. 5. COMPACT LAYERS OF FILL TO 95 PERCENT BY ASTM D 1557 BENEATH AND WITHIN 25 FEET OF BUILDINGS AND STRUCTURES AND BY ASTM D 698 BENEATH AND WITHIN DETENTION POND EMBANKMENTS, PAVEMENTS, WALKS, AND ROAD SHOULDERS, INCLUDING AREAS THAT MAY BE USED FOR FUTURE CONSTRUCTION. IN OTHER UNPAVED AREAS, COMPACT 90 PERCENT BY ASTM D 698. IF THE DENSITY OF THE ADJACENT SOIL IS MORE THAN THE DENSITY SPECIFIED, THEN COMPACT TO A DENSITY NOT LESS THAN THE DENSITY OF THE ADJACENT SOIL. 6. AREAS ON WHICH FILL IS TO BE PLACED SHALL BE CLEARED, GRUBBED, AND STRIPPED OF TOPSOIL. SOIL MATERIALS SHALL BE FREE OF DEBRIS, ROOTS, WOOD, SCRAP MATERIAL, VEGETATION, REFUSE, SOFT UNSOUND PARTICLES, AND FROZEN DELETERIOUS OR OBJECTIONAL MATERIALS. THE MAXIMUM PARTICLE DIAMETER SHALL BE ONE -HALF THE LIFT THICKNESS. COMMON FILL MATERIAL SHALL BE UNCLASSIFIED SOIL MATERIAL WITH THE CHARACTERISTICS REQUIRED TO COMPACT TO THE SOIL DENSITY SPECIFIED FOR THE INTENDED LOCATION. BACKFILL AND FILL MATERIAL: ASTM D 2487. CLASSIFICATION GW, GP, GM, GC, SW, SP, SM, SC WITH A MAXIMUM ASTM D 4318 LIQUID LIMIT OF 35, MAXIMUM ASTM D 4318 PLASTICITY INDEX OF 12, AND MAXIMUM OF 25 PERCENT BY WEIGHT PASSING ASTM D 1140, NO. 200 SIEVE. SELECT MATERIAL: ASTM D 2487, CLASSIFICATION GW, GP, SW, SP WITH A MAXIMUM OF 10 PERCENT BY WEIGHT PASSING ASTM D 1140, NO. 200 SIEVE. 7. EROSION AND SILTATION CONTROL MEASURES SHALL BE PROVIDED IN ACCORDANCE WITH THE APPROVED EROSION CONTROL PLAN AND SHALL BE INSTALLED PRIOR TO ANY CLEARING, GRADING OR OTHER CONSTRUCTION. 8. ALL SLOPES AND DISTURBED AREAS ARE TO BE FERTILIZED, SEEDED AND MULCHED. 9. THE MAXIMUM ALLOWABLE SLOPE IS 2:1 (HORIZONTAL: VERTICAL). WHERE REASONABLY OBTAINABLE, LESSER SLOPES OF 3:1 OR BETTER ARE TO BE ACHIEVED. 10. PAVED, RIP -RAP OR STABILIZATION MAT LINED DITCH MAY BE REQUIRED WHEN IN THE OPINION OF THE COUNTY ENGINEER, OR DESIGNEE, IT IS DEEMED NECESSARY IN ORDER TO STABILIZE A DRAINAGE CHANNEL. 11. ALL TRAFFIC CONTROL SIGNS SHALL CONFORM WITH THE VIRGINIA MANUAL FOR UNIFORM TRAFFIC CONTROL DEVICES. 12. UNLESS OTHERWISE NOTED ALL CONCRETE PIPE SHALL BE REINFORCED CONCRETE PIPE - CLASS III. 13. ALL EXCAVATION FOR UNDERGROUND PIPE INSTALLATION MUST COMPLY WITH OSHA STANDARDS FOR THE CONSTRUCTION INDUSTRY (29 CFR PART 1926). 14. ALL FINISHED GRADING, SEEDING AND SODDING SHALL BE DONE IN SUCH A MANNER TO PRELUDE THE PONDING OF THE WATER ON THE SITE, PARTICULARLY ADJACENT TO THE BUILDINGS OR STORM INLETS. 15. CUT AND PATCH WORK IN EXISTING PUBLIC STREETS MUST BE PERFORMED IN ACCORDANCE WITH VDOT AND ALBEMARLE COUNTY STANDARDS AND SPECIFICATIONS. 16, ALL EXISTING CURB AND GUTTER ALONG THE FRONTAGE OF THIS SITE IN POOR CONDITION OR DAMAGED DURING CONSTRUCTION SHALL BE REMOVED AND REPLACED TO THE STANDARDS AND SPECIFICATIONS OF ALBEMARLE COUNTY. 17. IN THE EVENT THAT SUSPECTED CONTAMINATED SOIL, GROUNDWATER, AND OTHER MEDIA ARE ENCOUNTERED DURING EXCAVATION AND CONSTRUCTION ACTIVITIES BASED ON VISUAL, OLFACTORY, OR OTHER EVIDENCE, THEY CONTRACTOR SHALL STOP WORK IN THE VICINITY OF THE SUSPECT MATERIAL TO AVOID FURTHER SPREADING OF THE MATERIAL, AND SHALL NOTIFY THE OWNER IMMEDIATELY SO THAT THE APPROPRIATE TESTING AND SUBSEQUENT ACTION CAN BE TAKEN. The contractor shall have a Responsible Land Disturber ( "RLD "), on the site throughout the period during which the site is under construction. The "RLD" shall maintain a daily erosion and sediment control log demonstrating that erosion and sediment control measures are being closely monitored and deficiencies are being quickly repaired. The "RLD" shall assure that all control measures are being maintained in optimal condition. The log shall be made available for inspection by the Program Authority at any time during regular business hours. 2. Prior to construction contractor shall schedule an on -site meeting with a flocculant block supplier and site inspector to determine if the use of flocculants is appropriate for the site and soil conditions. 3. The Site Superintendent or his representative shall make a visual inspection of all erosion and sediment controls on a daily basis until the site is stabilized and especially after a heavy rainfall to assure that all controls are in place and that none have been damaged. Any damaged control shall be repaired prior to the end of each workday to include reseeding if necessary. 4. Gravel outlets shall be checked regularly for sediment buildup that may prevent drainage. Controls shall be inspected and repaired after each rainfall and cleaned if sediment has accumulated to half of the device's original height. 5. All earthen structures such as diversion dikes and berms shall be checked daily during construction for breaching by equipment. Repairs shall be made immediately. 6. Silt fences shall be checked after each rainstorm to assure they have not fallen or become clogged with silt. All repairs shall be made immediately. 7. All seeded areas shall be inspected regularly to see that good stand is maintained. Areas will be refertilized and reseeded as necessary. 8. After construction operations have ended and disturbed areas have been stabilized, all berms and sediment - trapping devices may be removed. After removal, the ground shot be restored to its natural or proposed condition to include establishment of permanent vegetation. Removal of any control is contingent upon approval of the County Inspector. 9.
