This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final plat for all or a portion of the site within one (1) year after the date of this letter as provided in the Section 14 -226 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final plat. The final plat will not be considered to have been officially submitted until the following items are received: A final plat that satisfies all of the requirements of section 14 -303 and sections 14 -304 through 14 -318 of the Code, and the conditions attached to this letter. Applicable fee outlined in the application. Please submit 8 copies of the final plat to the Community Development Department. The assigned Lead Reviewer will then distribute the plat to all reviewing agencies (for ACSA, please submit 3 copies of construction plans directly to them, as stated in their comments). Once you receive the first set of comments on the final plat, please work with each reviewer individually to satisfy their requirements. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [14 -203] Pay outstanding balance for the cost of notices ($200.00). 2. [14- 302(A)(3)] Clarify between existing streets on the plat and proposed streets still under review. Streets within Foothill Crossing II that are not yet approved and built should not be labeled as existing. 3. [14- 302(A)(7) Is the black line around the site intended to be the project area, a property line, or both? It appears to be a proposed property line in some areas, but is not labeled as such. 4. [14.401] Show the locations of proposed on street parking on final plat. S. [14- 302(A)(9) & 14 -406] Lots labeled "reserved for future development" are remnants that do not appear to meet minimum lot requirements for frontage and /or building sites. Remnants are not permitted. Property lines should be relocated to eliminate remnants and they should be absorbed into the residue of TMP 56 -57B. 6. [14- 302(A)(10)] The note on sheet 1 states that each parcel is assigned one development right. Development rights do not exist in the development areas. Delete note. 7. [14- 302(A)(12)] Label contours for existing topography (every 10 ft is acceptable). 8. [14- 302(8)(8)] Include maximum setbacks within setback note on sheet 1 (see section 4.19 for setbacks). 9. [14- 422(A)] Sidewalks are required on both sides of each new street. Provide a sidewalk on the south side of Indigo Road or apply for a special exception from this requirement [see section 14- 422(E)]. 10. [14 -409 & 14 -410] All public streets within a subdivision shall be coordinated and extended to planned streets within the general area of the subdivision and shall be extended and constructed to the abutting property lines to provide vehicular and pedestrian interconnections to future development on adjoining lands. Binion Drive should be coordinated with streets in future phases of Foothill Crossing (R -1 portion) and be extended to the proposed boundary line, or submit an exception from these requirements in accordance with 14- 409(D) and 14- 410(1). 11. [17 -602] Water and sewer lines should be located outside of stream buffers to the extent practical. Can sewer lines be pulled out of the stream buffer on lots 17 -20 and 26 -28. Can lots along Crimson Street connect to existing sanitary sewer in Parkside Village to minimize buffer disturbance? A signature on each sheet by a professional engineer is necessary or the plans should be clearly marked "Preliminary". Future resubmittals that have not been signed/marked preliminary will be returned un- reviewed. 2. Additional detail showing the tie in at the intersection of Cranberry Lane and Indigo Road will be required for the site plan/road plan review. 3. Diagonal curb ramps are not recommended for new construction. They should be perpendicular to the streets. 4. The intersection radii, cul -de -sac radii and centerline radii should be labeled. 5. Street intersections should be perpendicular to each other and dimensioned. Le.: Intersection of Crimson Street and Indigo Road. 6. It appears that the proposed street trees on Indigo Road, to the cast of Crimson Street, may interfere with the sight distance. 7. The sight distance line (looking right) for the existing aIIey entrance (west side, future lot 63), should be provided. 8. The sight distance line (looking left) for Cranberry Lane should also be provided. 9. A temporary cul -de -sac should be provided on Mesquite Street. 10. The proposed asphalt pavement design will be verified during the road plan review. 11. Flanking inlets should be provided at intersections where flow is approaching the main line.
