Rob,Thanks for the recent revisions you've sent. And,John, thanks for your phone message. The Hydraulic trees and the
lighting plan are the outstanding ARB issues.
1. Regarding the trees, please forward Alex's approval when you receive it.
2. Regarding the lighting, if you feel the lighting plan is going to hold up approval of the final site plan, you can
remove all lighting from the plan and return after final site plan approval with an amendment to add the lighting
back in.

1. A note was added to Drawing Numbers C-8 and C-9 in the top right hand corner.
2. Based on discussions with Alex at ACSA we have moved the trees away from the waterline as much as
practical. We went over this last Friday. I will confirm that he is ok with the current placement.
3. We will need to get back with you on the photometric plan.

I have reviewed the plans submitted on May 14,with the related supplemental information submitted on June 3 in
response to my May 15 questions,for Block D2 in the Stonefield development.Site plans in this submittal have a
revision date of 5/12/15. I have the following comments:
1. The mechanical equipment note has been added to the architectural drawings, but not the site plan drawings.
Please add the note to the site plan: "Visibility of all mechanical equipment from the Entrance Corridor shall be
eliminated."
2. The ACSA has previously stated that trees along Hydraulic Road that are within 10 feet of the existing water
main need to be shifted away.There still appear to be trees closer than 10' to the water main. Please revise the
plan to shift the trees without reducing the quantity of trees.
3. Regarding the lighting plan:
a. Add a note indicating that the plan was calculated using an LLF of 1.0. If the plan was not calculated
using an LLF of 1.0, revise the plan accordingly and add the note.
b. Add the fixture cut sheet to the plan.
c. Include a note on the plan indicating the proposed color for the poles and fixtures.

d. Add the standard lighting note to the site plan: Each outdoor luminaire equipped with a lamp that emits 3,000
or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from
adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle.

I have the plans open on my desk if you want to take a look. I don't disagree with what Rob said.There are electric lines
and easements shown on the plan. We need confirmation that the landscaping can be planted amidst all the easements
along Hydraulic. I think there is so much potential conflict it isn't really just an ARB issue.

Sarah,
Normally we will show any existing easements on our plans. If new easements have been recorded by the time that we
are doing the plan, we will include them as well.
However, most of the time the easements for"dry" utilities (and in reality, the design of dry utilities) will follow the
approval of the site plan and therefore are not shown on our site plan. Those utilities are worked between all of the rest
of the infrastructure.
We are currently showing all of the main utility infrastructure easements on the site plan for Block D2 that run along
Hydraulic and Inglewood as well as the existing easements within the site.
I don't believe that this should be an issue getting it approved since this is how every other plan has been approved thus
far. Not just Stonefield either.
I think the biggest issue is whether Dominion will allow plantings in the easement along the entrance corridor since that
is most critical to ARB. I believe this is why documentation has been requested.

Ryan,
I wasn't able to catch Sarah before she left for a meeting, so I'm summarizing our discussion for her input.You wanted
to know if there is any way around getting Dominion Power sign-off on landscaping in their easement(for ARB approval
of the D2 plan) since Dominion hasn't yet finalized their layout.

Here are my thoughts:The ARB wants confirmation from utility/easement holders that they are OK with any proposed
landscaping in their easements. Ordinance section 32.5.2.1 outlines requirements of the initial site plan, one of which
reads: Existing and proposed utilities. The location of other existing and proposed utilities and utility easements,
including existing telephone, cable, electric and gas easements. So these utilities and easements need to be shown on
the plan to get the plan approved, regardless of ARB requirements. It seems to me that if Dominion Power doesn't yet
know where the electric easement is located,you'll need to wait for that information to finalize your site plan.

In reference to our earlier conversation regarding recreational amenities as required in the Ordinance for Block D2, I
found the following statement in the approved Code of Development. The statement clearly allows for all of Block
Group 1 comprised of Blocks A-D to contain the following elements,one of which is active/passive recreation. Given
that Stonefield is a Neighborhood Model Development that currently contains the below elements currently including
active/passive areas, Block D2 is not requirement to maintain the minimal ordinance requirements. This is also based on
the fact that you will maintain the decorative feature and provide some amenities in the tot lot.

Rob,
I tried calling but it went straight to voicemail. Mike is back in the office so we sat down and took a look at the LOR.
Specifically we took a look at the sewer from MH AT to MH AU. Mike is fine with the length of the pipe if we can increase
the grade some to prevent settling in the main. Currently you are showing a slope of 0.48%which is below our minimum
required slope of 0.50%. Is there any way we can get the slope up to 0.6%?

Has the county assigned an SDP number to this pan? I will need that to recommend approval. If you do not have that
then I can check with Sarah. Can you send me 2 copies of the plan (with only the utility plan view and profile view) for

Rob,
I tried calling but it went straight to voicemail. Mike is back in the office so we sat down and took a look at the LOR.
Specifically we took a look at the sewer from MH AT to MH AU. Mike is fine with the length of the pipe if we can increase
the grade some to prevent settling in the main. Currently you are showing a slope of 0.48%which is below our minimum
required slope of 0.50%. Is there any way we can get the slope up to 0.6%?
