This letter is to document and respond to your comments dated March 7, 2014. Our
responses are as follows:
Planning
1. Comment: [General] (Comment from January 6, 2014: Landscaping appears to be
on top of sanitary/sewer lines in many locations on both C-31 & 32. Please revise or
confirm that they can be planted in these locations. Also confirm that all lighting is
out of the lines.) Landscaping/trees still appear to be over sanitary/sewer lines in
several areas on C-33 & 34. If you want to meet to further discuss, let me know.
Also the lighting comment above was not addressed.
Response: Landscaping has been shifted off of pipes.

1. Comment: The street names are not consistent throughout the plans.
Response: The street names have been updated.
2. Comment: The construction entrance as shown on the submitted plans will not
work. Through conversations with the design engineer, it is agreed that a
construction entrance off of District Avenue (Lenox Avenue) on the internal parcels
will be the appropriate location. The attached plan sheet shows the location as
discussed with the design engineer.
Response: The construction entrance has been moved on Drawing Number C-29.

1. Comment: Please show pavement marking near the NE corner of building to show
transition to travelway where one island is not in alignment.
The applicant has also acknowledged that all easements will be shown on a plat and

Response: Pavement markings have been added.
B. Road Plan (SUB201300163)
1. Comment: Please show the access easement measurement form back of curb to
back of curb.
Response: The access easement dimension has been adjusted.
2. Comment: Please show the solid white line around the median where there is
channelized flow to Lenox Avenue.
Response: The striping has been modified.
3. Comment: This road plan shall be approved by ACSA, VDOT, Planning and Fire
Rescue.
Response: Acknowledged.

1. Comment: [General] The rezoning, proffers and code of development should reflect
the recently approved ZMA number.
Response: The latest approved ZMA number and proffers has been added to the plan.
2. Comment: [General] Please confirm the square footage of Building F as it has been
reflected differently on other submittals.
Response: The most current square footage is represented on the cover sheet.
3. Comment: [General]
4. Comment: [4.12.1 6c 1] Perpendicular parking must be 9' x 18' or 10' x 18', some
spaces appear to be 9' x 16'.
Response: The spaces have been dimensioned correctly
5. Comment: [General] Retaining walls adjacent to residential areas appear to be on or
over the property lines. How will these be constructed without getting onto adjacent
property? See engineering comments.
Response: The wall on the property line has been moved away from the property line.

6. Comment: [General] Landscaping appears to be on top of sanitary/sewer lines in

Response: The trees have been moved out of the sanitary sewer easement

1. Comment: The dimensions of the left turn lane and taper off of 4th Street should be
shown on the site plan. In addition, left turn lane warrants should be provided.
Response: The left turn lane off of 4th street has been removed.
2. Comment: I have concerns that the let turn queue off of 4th Street may create a
problem with the intersection of 4th Street and Rte. 29 due to volume of traffic
travelling east on 4th Street towards Rte. 29. If it cannot be demonstrated that this
left turn movement will function without adverse impact to the Rte. 29 intersection,
the proposed entrance should either be removed or made right-in/right-out by
extending the median.
Response: The entrance has been changed to a right-in/right-out.
3. Comment: Is the intention to close the 4th Street connection to Rte. 29 at any point
during construction? If so, the timing and operation of the traffic signal at the
intersection needs to be considered and evaluated.
Response: No.
4. Comment: The construction entrance shown on 4th Street should be removed due to
safety concerns. The construction entrance off of District Avenue should be
adequate for this project.
Response: The construction entrance shown on 4th street is off of an existing signal
controlled full movement intersection at route 29. Closing this construction entrance
would force southbound traffic to go through the intersection of route 29 and Hydraulic
Road creating unnecessary additional large truck traffic on Hydraulic Road and in the
intersection.

In addition, this movement would take ALL construction traffic through the heart of the
town center, introducing a completely undesirable mix of construction vehicles with
pedestrians.
We respectfully request that both construction entrances remain so that the construction
traffic can enter through either entrance depending on where the traffic originated. The
entrance is off of an existing road and not directly of route 29.

Response: The handicapped ramp is existing and has been added to the plan.

marking at intersection. A 4' gap is standard between a crosswalk and white bar
shown.
Response: This site plan will not have a sidewalk adjacent to the Northrop Grumman
property line and buffer.

northwest corner of the entrance at the intersection of Blackbird and District. That radius
is 15' per a meeting at the County Office Building on 1/30/14.

Response: The plan has been revised to show the median with no breaks.

Response: The taper has been updated to allow for an 8:1 taper.

Response: The island has been extended.
e. On the SE corner of Bldg F-1, the pavement tapers off again. Please use VDOT
taper standard 8:1. A smoother transition shall be shown for future connection
to work. Also, maintain the 30' travelway around bldg. corner.
Response: The taper has been updated in accordance with Appendix F of the VDOT
Road Design Manual. Appendix F states that the length of transition on roadways with a
design speed less than 45mph shall use the following equation:
L=S2W=60
Utilizing a design speed of 15 mph for an 18' pavement shift equates to a transition
length of 67.5'. A transition length of 75.5' is provided. The 30' travelway width has
been updated as well.
In addition a reverse curve has been incorporated based on your e-mail dated 1/24/14.
f. On NE side of bldg. there are concrete slabs. The travelway needs to be clearly
conveyed along this area. I recommend providing pavement marking for
travelway.

side of the building.

intersection of Blackbird Lane and District Ave. Please place a note on plan

including an inset within sheet showing this entrance. Also, please show

Response: A new entrance has been added to the plans at this location.
12. Comment: Please show and label all the future connections on plan. Include the
connector road to Commonwealth since it has been proffered.
Response: The future connections are shown on drawing number C-7 and have been
added to drawing numbers C-8, C-9 and C-10.
13. Comment: Please show easements on plan for private road. This will need to be
recorded on a plat. Also note, that stub outs for future connections shall be shown
with easements. The easement should be wide enough for required grading to build
future connection.
Response: The easements are shown on the road sections, drawing number C-12, on the
Stonefield Blocks F and G Road Plan. The easements will be shown on the plat with the
infrastructure shone shaded light.
14. Comment: Please revise dimension for entrance near the vortechs. It appears
greater than 24'.
Response: The dimension has been adjusted.
15. Comment: The parking stall near the vortechs area needs to be 9' x 18'. Please
revise stall and revise dimensions for the 9' x 17.5' and 9' x 18.5'.
Response: The dimensions have been revised.
16. Comment: Please clarify why additional parking is proposed near the vortechs area.
It appears this will be for future retail building within Block G.

17. Comment: The entrance from Blackbird Lane to Block F (near Inglewood Drive) is
about 8%. Maximum entrance slope is 4%. Please revise.
Response: The entrance has been revised to 4% for the 40' landing.
18. Comment: Please provide 1' contours on site due to topography of site. Also,
clearly label high points on site.
Response: Additional spot elevations have been added to clarify the grading and
drainage based on a meeting at the County Office Building.
19. Comment: Provide detail for 225.1. There should be a depression to filterra inlet
for maximum capture. Otherwise, runoff will just spill over to structure 225.
Response: There is a Filterra detail on drawing number C-24.
20. Comment: Provide another filterra east of structure 226 to treat eastern side of that
parking area. Also, provide at a minimum .5% grade for parking along bldg's NW
wall for positive grade to additional filterra mentioned.
Response: A Filterra has been added to the referenced location. A minimum grade of
.5%has been used on the site.
21. Comment: As a general comment, please show a minimum .5% grade on site.
Response: A minimum grade of.5% has been used on the site.
22. Comment: All street name signs shall be located on the left side of the road per
Albemarle County Design Standards.
Response: The street signs will be installed based on the existing sign configuration on
the completed portion of the Stonefield development. A note has been added to the
"Stonefield Blocks F&G Road Plan" on Drawing Number C-1.
23. Comment: East of the loading dock wall are 478 contours. This area appears to be
a ponding area. Please address grading to divert runoff to an inlet.
Response: Spot elevations have been added to the grading plan.

24. Comment: It appears there is more capture to DI structure 222 than filterra structure
222.1. Please revise layout for more treatment.
Response: Typically the overflow structure will have more runoff area than the Filterras.
25. Comment: Provide an island for parking located west of loading dock entrance.
Response: An island has been added.
26. Comment: Some areas for proposed retaining walls are near the property line. For
example in the NW corner, the retaining walls are about 12' high. It appears that
land disturbance will be over the property line to construct walls. I recommend
obtaining a grading easement from adjacent property owner. It appears there is
another retaining wall right at the property line on the western property boundary
line. Please clarify for all retaining walls near property line.
Response: The wall on the property line has been moved away from the property line. A
note has been added to Sheet C-8.
27. Comment: There are two areas on Sheet C-11 and C-12 that shows the sidewalk
tapering from 6' to 5'. I do not see the need to taper as majority of sidewalk is 6'.
Please revise.
Response: The existing sidewalk is 5' wide along Blackbird lane. The new sidewalks are
6' wide. Both new and existing sidewalks now terminate at the new entrance.
28. Comment: Please revise the spot elevations for the entrance to bldg. F-1 from
Blackbird Lane. The topo is not clear if it is a positive slope or negative slope. It
appears the island towards the underground pipes can be lowered so runoff can be

1. Comment: FDC location shall be on the address side of the building and within 50
ft of a fire hydrant.
Response: The FDC location has been moved to the addressed side of the building.
2. Comment: Please add a note to the plans to address a Key box. Please contact
Albemarle County Fire Prevention Office during construction to discuss the location
of the Key box.
Response: A note has been added to Drawing No. C-4 in the coordination notes.
