Collins, the Final Site Plan to construct a shopping center and associated parking on 65.64 acres for the 5th Street Station application in Albemarle County, VA. The following is our comment response letter addressing comments received from you dated April 19, 2013. This submission is the first site plan for the 5th Street Station site. This plan proposes the Wegmans store and its associated parking and infrastructure. Based on comments received during the Initial Site Plan review, and also changes associated with tenant discussions, there are several changes that were made from the Initial Site Plan to this Final Site Plan. Those items are noted below. 1. The area to the Southwest of the building has been revised to realign the drive aisle and eliminate the previously proposed retaining wall. No wall is proposed in this area. This also allows for a larger tree save area in this corner. 2. The berm and landscaping discussed during the work session with the ARB has been proposed with this plan. The fencing previously shown has been replaced with the evergreen vegetation as recommended by the ARB during the work session. 3. Minor adjustments to the parking lot area have been made. The responses below discuss how each comment has been addressed. Included for review are the building elevations for the Wegmans building, the Wegmans building footprint, and the proposed site plan, grading plan, landscape plan, and lighting plan for the site. Break up the mass into components whose scale reflects that of the traditional architecture of the area. Response 1: Building elevation for Wegmans has been included which shows the building massing broken up. In addition, the nature of the rear wall of the Wegmans which faces the entrance corridor has many dimensions and angles which further break up the wall face. Please see the submitted elevations and footprint. The area of Major Tenant A will be submitted with a future separate submission. Comment 2: Revise the Wegman's and Major Tenant A buildings to reduce the visual effect from the Entrance Corridors. Response 2: The Wegmans building and site area have been designed to reduce the visual effect from the Entrance Corridor. Significant berming and landscaping have been proposed to further reduce the visual effect. Comment 3: Revise the massing of Wegman's and Major Tenant A buildings to a scale that does not overpower the natural setting. Response 3: The Wegmans building and site area have been designed to not over power the natural setting. Significant berming and landscaping have been proposed to further reduce the visual effect. Comment 4: Eliminate the visual effect of the loading/service/refuse area from the Entrance Corridors. Response 4: The loading, service, and refuse areas are fully screened from the entrance corridor through the use of berms and evergreen landscaping. Sight sections (previously submitted) show that the service area behind Wegmans is not visible. Please see the site grading plan and landscape plan. Comment 5: Revised the interface between the site layout and the existing surrounding topography which is visible from the Entrance Corridors to better transitions between the proposed shopping terrace and the existing grades, using a combination of planting, material, terracing, and other strategies to more effectively correspond to the guidelines. Response 5: The nature of the building and parking lot requires the site to be significantly re-graded to meet County and Federal code requirements for safety and accessibility. To help reduce the visibility of the grading changes from the entrance corridor, berms have been proposed along the rear of the Wegmans building. Please see the site grading plan. Comment 6: Revise the plan to show consistent and adequate planting area free of utilities and easements along the I64 side of the site, to a width sufficient to mitigate visual impact from the Entrance Corridor. Utility easements are not proposed through this area. Comment 7: Provide planting area for trees along Bent Creek Parkway from Avon Street at least to the intersection of Bent Creek Parkway with the first turnoff for the Major Tenant A building, consistent with the approved landfill work plans. Response 7: Street trees have been proposed along Bent Creek Parkway as required. Regarding recommended conditions of initial site plan approval: Comment 1: Approval of a Certificate of Appropriateness is required prior to final site plan approval. Response 1: Acknowledged. Regarding conditions to be satisfied prior to issuance of a grading permit: Comment 1: Provide a conservation plan checklist. Show all the checklist items on the plan. Response 1: A conservation plan checklist has been provided with the landscaping sheets. The ARB also provided the following comments for future ARB submittals/reviews: Comment 1: Provide adequate visible representation such as site sections animations digital models of existing topography and proposed development to clarify the degree of visibility of the development from the Entrance Corridors, the visibility of the Major Tenant A loading areas from the EC, and to show how equipment, particularly rooftop equipment, will be made invisible from the Entrance Corridors. Consider flying balloons at proposed building corners to further clarify visibility. Response 1: Sight sections have been provided previously during the work session. Most of the plan elements presented have been included with this plan. The only change from what was presented during the worksession is the screening fence has been replaced with evergreen landscaping at the suggestion of the ARB. The loading area for Wegmans has been fully screened from the entrance corridor. Comment 2: Break down the massing of the Wegman's and Major Tenant A buildings with form, color and architectural detailing to reflect the traditional architecture of the area and to reflect human scale. Response 2: Building elevation for Wegmans has been included which shows the building massing broken up. Response 3: The rear wall of the Wegmans is variable with many dimensions, angles, and colors and materials. The Wegmans does not have a blank wall visible from the entrance corridor. Comment 4: Where visible from the Entrance Corridors, provide a tower design whose form, materials and color respect the traditions of local historic buildings. Response 4: Tower elements have been proposed at the rear corners of the Wegmans building as requested. Comment 5: Incorporate forms, features, materials and colors to make the Wegman's and Major Tenant A buildings compatible with the historic buildings in the area. Incorporate building relief. Response 5: Acknowledged. Comment 6: Revise trademark designs to meet the Entrance Corridor guidelines. Response 6: Acknowledged. Comment 7: Planting area on the I64 side of the site shall accommodate a mix of deciduous and evergreen trees sufficient to soften the appearance of the long elevations of the Wegman's and Major Tenant A buildings, to integrate the buildings into the Entrance Corridor, and to mitigate any visibility of loading, service and refuse areas that remains after appropriate siting. Response 7: Acknowledged. Landscaping has been proposed along the 1-64 as requested. Most of the existing trees are deciduous, therefore most of the proposed landscaping is evergreen to create a mix of vegetation. This vegetation along with the berming screen the loading and service areas. Comment 8: Design site and building lighting to minimize noticeability and impacts of the lighting. Response 8: Site and building lighting have been designed in accordance with the County regulations. The lighting adjacent to the entrance corridor is low and does not project over the property line. In addition the berm will provide additional screening to minimize the visual impact of the lighting. Comment 9: Provide the standard Entrance Corridor planting along Avon Street, consistent with the approved landfill work plan. Response 9: Street trees have been proposed along Avon Street and Bent Creek Parkway. Comment 10: Include parcel 77-11E on the cover sheet. Comment 18: Add the following notes to the plan: • All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. • Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. • Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated.
