In reviewing the submittal for completeness, I noticed that the large architectural elevations sheet does not identify the scale of the drawing and it does not include dimensions. One of the checklist requirements is"dimensioned architectural elevations". Can you provide 8 copies of a dimensioned elevation sheet with the scale labeled?A black and white line drawing is fine. We are actually working on the rest of the site design now. Sometime over the next few weeks we will likely come in to discuss the eastern area with the ARB. Yes, i.he site sections are still accurate. We made a couple minor changes based on the feedback from the ARB when we last presented. Instead of proposing the screening fence, we have instead proposed a constant line of landscaping. The landscaping proposed includes a mix of shrubs at the top of the berm and then trees (evergreen and deciduous) stagi Bred across the berm at various elevations so that the vegetation of the tree is most effective and dense in the line of si4-,ht area. We went out and flew some balloons at the building height and tried to get photo's from I-64 for reference. I have attached those images. As you will see, the vegetation is so dense it was hard to find the balloons when I was walking up and down the highway. (Plus it is quite dangerous to stand along I-64 and get these shots.) In general I believe the photos confirm the elevations for the building as shown in the renderings. It is important to note that the plantings along the top of the berm have not been installed and therefore the face of the building is not screened as far up from the bottom. Everything looks to be in order. I can approve the building permit with the elevations most recently approved by the ARB. However, the drawing sets submitted with the building permit application do not include the most recent revisions. We'll need 2 copies of A500 and any other related sheets to update the drawing set with the accurate elevations. Once I receive those, I'll switch out the drawings in the permit sets and sign off on the permit. I think they still show the gray fence in the rendering which should have been replaced with vegetation as we are currently proposing. Caitlyn was able to go back and work with the Wegmans architects to get the tower element added back to the building. Attached is the updated elevation sheet showing the changes at the rear of the building. In addition to the tower, modifications were made to the panels and parapet to bring the elevation back to 'almost' it's approved look. A memo highlighting the changes to the elevations has been included for your review. To highlight some key elements with the footprint change along the rear: - The overall length of the rear wall has been reduced. Originally it was 437' and now the proposed length is 409'. (The overall width of the building at the front of the store is still the same at approximately 470'.) - The height of the rear wall was reduced from 35' to 32'. The rear wall was set at 35' to screen the rooftop equipment. However, through cost saving changes, Wegmans has lowered their roof by 3' or more which allowed the overall rear wall height to lower by 3' as well. The parapet height has remained the same to continue to screen the rooftop equipment. Given these changes and with the features of the rear elevation getting back to a match of the approved elevation, do you think we can get approval without needing to go back to the board? Rear Elevation: • A portion of the south east building corner was modified to accommodate interior changes to the footprint. As a result of this the tower element was moved from the furthest right wall along the rear to the wall that is in line with the loading docks • The overall width of the building at the rear was reduced to accommodate interior footprint changes. • The tower elements have changed to have a much more significant brick accent. • The rear wall height was reduced from 35'to 32'. The roof was lowered 3'to save cost which allowed the overall wall height and associated parapet(for RTU screening)to be lowered with the roof. Front Elevation: • A tower element was added to the left side of the store. • The clock tower was shifted to the right side elevation. • Wine & Beer sign was added. Right Side Elevation: • The clock tower was shifted from the left most side to the "Pub" entrance. • The Market Café sign was replaced with a Pub sign. At the September 2, 2014 ARB meeting, the ARB looked at the elevations with the increased parapet wall height and said they wanted to see updated line of sight views. I don't remember receiving updated images, I can't find any later messages on this topic, and in a quick look through my ARB agendas after September 2, I couldn't find another later date when the ARB addressed the issue. I did mention the need to address this issue in my Phase 2 staff report, and I mentioned it previously to that in one of our meetings here at the COB. If I have missed something and your records show that this was addressed with the ARB, please just let me know and forward that info. Otherwise, because the ARB asked to see more information, I can't approve the change administratively. The parapet height changed between the February 4, 2014 ARB meeting and your August 25, 2014 re- submittal to staff(site plan revised August 14, 2014).That change is what made me unable to approve the elevations, but I went ahead and approved the site plan on August 27, 2014, noting that ARB would need to OK the elevations prior to my approving the building permit (see attached letter). The February 4, 2014 elevations (attached) really should be the basis of the comparison. Please let me know if you have questions. Please note, the 4'-8" raise in wall height was directly related to the comment from the ARB to ensure that the roof-top equipment was fully screened from the Interstate. We also went ahead and were able to revise the sight lines to show landscaping in lieu of the previously shown wall. (The ARB did not like the wall and instead wanted the landscaping.)
