Collins, the Wegman's Final Site Plan to construct a Wegman's grocery store and associated parking on 65.64 acres for the 5th Street Station application in Albemarle County, VA. The following is our comment response letter addressing comments received from you dated April 10, 2013. Each comment is addressed and responded to as follows: ARB Comments—Margaret Maliszewski: Comment 1: Revised the plan to indicate if the windows in the shorter towers are transparent glass or some other material.Indicate if the interior tower space is illuminated. Response 1: Please see comment responses from Architect. Comment 2: Revise the plan to indicate if the clock in the tower is to be illuminated. If it is, provide details and clarify brightness. Response 2: The elevations have been revised to note an internally illuminated clock face. Comment 3: Clarify if/how the concrete stains will match the corresponding materials listed on the materials board. Response 3: Please see comment responses from Architect. Comment 4: Revise the elevation drawings to distinguish between Brick 1 and Brick 2, and to accurately label the concrete stain colors. Response 4: The materials board have been corrected. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed on half footcandles. Response 17: Standard lighting note has been added. Please see Sheets 15A-J. Comment 18: Locate all EC frontage trees within the limits of the parcel,not in the right-of-way. Response 18: EC Frontage trees have been revised and placed out of the right-of-way. Please see Landscape Plan, Sheets 13A-J. Comment 19: Intersperse flowering ornamental trees among the Sycamores along Avon Street. Response 19: Flowering ornamental trees have been interspersed among the Sycamores along Avon Street. Please see Sheet 13J or Sheet 9C on the Bent Creek Parkway Road Improvement Plan. Comment 20: Submit the revised road plans for review. Label all tress, coordinate plant count with quantities listed in the plant schedule, and clearly show trees coordinated with retaining walls. Response 20: Comment Noted. All trees have been labeled and coordinated with the quantities listed in the plant schedule. Road Landscape Plan has been provided for reference, on Sheets 13H-J, but please refer to the Bent Creek Parkway Road Improvement Plan for full design. Comment 21: Provide trees at a minimum of 2 '/2" caliper, spaced 40' on center, along the travelway that connects Bent Creek Road with the Wegman's parking lot. Response 21: Trees have been provided along travelway that connects Bent Creek Road with Wegman's parking lot. Please see Sheet 13D. Comment 22: Provide medium trees, 2 '/2: caliper, spaced 25' on center along the sidewalk that runs through the parking lot to the northeast corner of the building. Response 22: 21/2 caliper trees have been provided along the sidewalk. Please see Sheet 13F. Comment 23: Provide perimeter parking lot trees on the north side of the northern parking lot, 2 '/2' caliper at planting,40' on center. Response 23: Perimeter parking lot trees have been added on the Northeast side of the northern parking lot; however they were not added on the Northwest side of the parking lot due to retaining wall, utility easement, and sight distance issues. Please see Sheets 13D and 13F. Comment 24: Provide the parking space count on the plan. Provide large trees at the interior of the parking lot,one(1)for every 10 parking spaces,2 '/2"caliper at planting. Response 24: One large interior tree has been added for every 10 parking spaces. This comment has been partially addressed. A revised materials sample board was provided at the February 3 meeting and it included more accurate representations of the concrete stain colors. Bohler's May 20 resubmittal memo states, "Please see comment responses from Architect." The Architect's responses were not provided. Please provide the architect's responses. Response 3: Wegmans stated that they approve the material colors during the submittal process after the job has been awarded to the contractor. Stain samples are collected and approved, and if necessary can be customized to fit their needs exactly. If there is still some doubt on the color,during the construction phase,a test area is chosen to accept or reject the color.If rejected,they will customize further in order to provide what is shown on the materials board. Bohler's May 20 resubmittal memo states that a note indicating the maximum 20' height including bases has been added to Sheets 15A-J. Please clarify the locations of the note on these sheets. Response 12: Comment Acknowledged. A note has been added to Sheets 15A-J to state that the 20' maximum mounting height will include the bases. Please see Note 3 on Sheets 15A-J. Comment 13: 1.'Militate pole fixture; front the slope up to It)-l. This comment has been addressed. Comment 14: Coordinate the plan and fixture schedule regarding the quantity of HC and HD fixtures. This comment has been addressed in part. There are 2 lights at Bent Creek Road that are not labeled. Are these HD fixtures? There is a stray HC label in Bent Creek Road. One light near the southwest corner of the building is not labeled. Is this an HC fixture? Response 14: The two (2) lights at Bent Creek Road are no longer proposed, therefore have been removed from the plans along with the stray HC label. Also, the light near the southwest corner of Wegmans has been labeled for your review. Please see Sheets 15A and 15F. Comment 15: Revise the lighting plan to eliminate light pole and utility conflicts. Light poles are located on pipes in several locations, within easements in a few locations; confirmation from Engineering that these conflicts are acceptable is required. Alternatively, eliminate the light pole and utility conflicts. Response 15: Light poles have been revised to eliminate utility conflicts in most areas. There are two (2) light poles that remain proposed on top of the Stormwater management vault. It is the opinion of the engineer that due to the depth of the Stormwater management vault (12' in the ground to the top of pipe), there will not be any adverse effects from the light poles' current location and that plan approval by County Engineering will confirm this. Please see sheet 15F. Comment 16: Coordinate all drawings regarding the wall-mounted lantern fixtures. The plan shows 16 W3 and 7 WI fixtures. The lighting schedule lists 18 W3 and 8 W1 fixtures. Lighting detail sheet 16D identifies a W2 fixture. Response 16: All drawings and tables have been revised to correctly show the proposed light fixtures. Bohler's May 20 resubmittal memo suggests viewing 13J or 9C in the Bent Creek Parkway Road Improvement Plan. The Ben Creek Parkway Road Improvement Plan was not submitted for review. Sheet 13J does not identify tree species or sizes. Provide the road plan for review. Response 19: Comment Acknowledged. The Road Plans have been provided for review with this submission. Comment 20: Submit the revised road plans for review. Label all tress, coordinate plant count with quantities listed in the plant schedule, and clearly show trees coordinated with retaining walls. The Bent Creek Parkway Road Improvement Plan was not submitted for review. Provide the road plan for review. Response 20: Comment Acknowledged. The Road Plans have been submitted for review with this submission. Comment 21: Provide trees at a minimum of 2 1/2" caliper, spaced 40' on center, along the travelway that connects Bent Creek Road with the Wegmans parking lot. This comment has been addressed in part. Trees have been provided along the southern and northern ends of the eastern side of the road. Trees have not been provided where the retaining wall is located close to the road. Provide trees in the required location, or find an alternate substitute location. Response 21: Large shade trees have been specified at 40' intervals at the bottom side of the retaining wall along the entrance to the Wegmans parking lot from Bent Creek Road. All trees at the bottom side of the retaining wall are inside the limits of disturbance and outside of the tree preservation area.The trees are 2 '/2"caliper and specified 40' on center. Additionally,the sidewalk running along the eastern side of the travelway has been adjusted in order to allow large shade trees, spaced 40' on center,to be placed evenly on the entire road.Please see sheet 13D. Comment 22: Provide medium trees, 2 1/2: caliper, spaced 25' on center along the sidewalk that runs through the parking lot to the northeast corner of the building. This comment has been addressed in part. The trees were provided at 1-1 '/4"caliper. Revise the tree size to 2 '/2" caliper at planting. Response 22: The six (6) Japanese Pagodatree planted along the sidewalk connecting to the northeast corner of the Wegmans building have been revised to 2 '/z"caliper.Please see sheet 14A. Comment 23: Provide perimeter parking lot trees on the north side of the northern parking lot, 2 Y2' caliper at planting, 40' on center. This comment has been addressed in part. Trees have not been added to the northwest side of the parking lot due to retaining wall, easements, and sight distance. Moving the trees to the interior of the parking row located along the wall would be an acceptable alternative. Provide large trees at the interior of the parking lot, one (1)for every 10 parking spaces, 2 '/2" caliper at planting. This comment has been addressed in part. Please indicate where the parking space count is listed on the plan. It appears that Dogwoods are used to count towards the interior tress requirement. Dogwoods are not considered large trees; large trees are required for interior parking lot trees. Please revise accordingly. Response 24: The parking space count is listed on sheet 14A within the compliance chart titled "Compliance Chart for the Albemarle County Zoning Ordinance". The landscape plan has been revised to replace all ornamental trees with large or medium canopy trees. Response 27: Comment Acknowledged. The grading and planting within the right of way is shown on the Wegmans Final Site Plan, which has been reviewed by VDOT. Approval of the Wegmans plan by VDOT will be provided.
