I have not received VDOT approval of the final site plan yet, nor any comments for this latest round of review. I placed a call with Troy today for the status of his review. I think he may have been focused on writing his approval letter for the vacation plat and the final sub plat that he neglected to send me anything for the final site plan. We are planning to resubmit them today or Monday, but I have 2 quick questions. 1. Comment/Condition 8 – do you want us to provide parking sides on the west side of Treesdale Way and Stonehenge way indicating that parking is allowed on this side of the roadway YES, or should we show a no parking sign 18’ from the end of radius on Penfield lane, thus indicating that the rest of the road on that side is available for parking. Clearly no one will be parking on the east side with all the driveways there. Agreed This seems over the top and unnecessarily providing signage, but we will comply with whatever you feel needs to happen here. What I am looking for with the signage option is to provide parking signs on the west side of Treesdale Way and Stonehenge way indicating that parking is allowed on this side of the roadway. So essentially you’d have two signs on each roadway (one at the start of parking, and one at the end of parking for both Treesdale way and Stonehenge way). 2. Commment 16 – The fence will be a 4’ decorative board fence with brick columns, much like the fencing in the neighboring development along Rio Road (Dunloara Farms) which has the same conditions as this development (frontage on both sides of the roadway). This fencing, along with the extensive landscaping in this yard will hopefully suffice this condition, but can you confirm this for me. The height of the fence must be a minimum of 6’ tall to fulfill the screening requirement of the ordinance. Thus the fence as proposed (4’ tall) would not qualify as adequate screening on its own. If you revise the fence to be 6’ tall, then the screening requirements would be met. Alternatively, if you choose to leave the 4’ fence I’d be relying on qualifying landscaping to make up the difference to meet the requirement of Section 32.7.9.7. However, the landscaping as depicted along this corridor is not evergreen as required for screening purposes, rather its predominantly deciduous: * Deciduous shrubs: Clethra alnifolia, Fothergilla major, and Itea virginica. While yes, the trees in this area are required to be deciduous to meet the street tree requirements, I need the shrubs to be evergreen and a minimum of 18” 2 tall at the time of planting. Also, the planting strip depth is not 20’ deep, rather 5’ in most areas with some 10’ portions. I feel the landscape strip would need to be increased across the board to be a minimum of 10’ deep to meet the screening requirements with additional Ilex Gabra’s (Dwarf Buford Holly) being added to the mix. I’m just getting back into the office from paternity leave and am getting caught up on my reviews and comments from various reviewers. I wanted to follow up with you on your review of SDP201300067 Stonewater Townhomes – Final site plan, which you completed on 1-21-14. You had no objections. I wanted to assure we’re good on the right of way width for Stonehenge Way (private road). Its listed on the site plan as being FC/FC 28’. This road was previously approved with a road plan for Stonewater subdivision SUB2007-77…etc. However the applicant is now proposing intermediate parking on one side of this road. The spaces are each 9’ wide by 20’ long. Thus this would essentially only leave 19’ of clearance space for a fire truck to pass if a car was parked on this road. Are you aware of this? The following are responses to the comments received. Engineering Comments 1. No traffic signal proposed at this time. We are wrapping up a signal warrant analysis now on the penfield/rio road intersection and will email it over to Engineering and VDOT once it is completed (later this week). 5. Existing location of underground electric line and related VEPCO easements shown on Sheets 2 and 3. The overhead line has been removed and currently is not an existing condition anymore. The plans have been updated. 8. The WPO plan is being resubmitted as coordinated with Engineering and CE. 9. CE is updating the road plans. As discussed with Planning,the road plans will need to be approved,prior to approval of the subdivision plat to divide the TH units. 1. Industry standard is to place sewer lines under the driveways, it's done most everywhere else,because it does not have issues with trees or other yard items. And, in this case,there is literally no where else the laterals can go. 2. The buildings have been adjusted and the sidewalks as well,giving more room to the drainage line. 3. Spot shots have been added,as requested. 4. The decks are above the driveways,and the measurements are for the decks. Below,the driveways extend from the sidewalk(and street)to the garage. All units have a minimum of 18' driveway. Planning Comments: 3. As discussed on February 6th,the road plans will be updated for the right of way vacation. [4.11.1] Decks may project not more than four(4)feet into any required yard;provided that no such feature shall be located closer than six (6) feet to any lot line. It appears that the decks associated with Block A project slightly more than 4' into the required front yard;specifically it appears they all encroach 4.5'into the front yard setback. This is half a foot over the permitted length or permissible encroachment. Reduce the decks in Block A so they do not encroach past 4' into the required front yard setback.To assure this is met; on the plan provide a note which states how much encroachment each deck is into the front yard setback. 16. [32.7.9.7(e)]Screening of Double Frontage Lots. The site proposes to install a fence along Rio Road East; however,the plan neglects to make note of the material type of the fence or the height of the fence.On the plan provide this information.For screening purposes the fence shall be a minimum of 6' tall. 17. [Comment] On sheet 3, at the top left of the page there is a"Note"which contains a typographical error which references 13 townhouse lots.To avoid confusion revise this note to provide the correct number of townhouse lots(14). 18. [Comment]On the plan the acreages for the townhouse lots do not seem to be coming out correctly?Namely the cover sheet and the landscaping sheet make note that the total acreage for the townhouse lots is 33,795 SF which is 0.78Acres.However, sheet 3 lists Block B as 16,466 SF and Block A as 20,070 SF which when combined comes out to a total of 36,536 SF which is.83 Acres.Please clarify this inconsistency as it affects the canopy requirements of the site.Revise. 19. 132.7.9.8(a)31 Tree Canopy. On the landscaping plan,sheet 5,the townhouse site attempts to utilize 10% canopy calculations;however,the site is a Residential Use of 10 dwelling units per acre or less(3.68 DUA). On June 3rd,Troy issued his approval letter on the Stonewater TH site plan, indicating that the TH site plan does not warrant a traffic light. Therefore,the issue below should not hold up the approval of the site plan for the Stonewater TH units. As everyone knows,there is a requirement through the Treesdale/Stonewater agreements that a traffic signal shall be installed, if warrented. From my understanding, Ramey Kemp is looking at the crash data issue and any other issues to see if the traffic signal is warranted yet, because it's not warranted by traffic volumes at this time. Because the trip volumes from the development do not create a warrant for the stoplight,this should be viewed as a separate issue from the site plan of the TH units, and should be resolved separately and not hold up the approval of the site plan for the TH units. In addition, I believe that similar warrant analysis are due during certain build-out periods of Lochlyn Hill. This intersection will get a lot more analysis over the next couple of years as well.
