Perez, Senior Planner Division: Current Development Date: December 9, 2015 Subject: Rivanna Village - Construction Traffic Management Plan (CTM) The County of Albemarle Division of Current Development will grant or recommend approval of the item referenced above once the following comments have been addressed: 1) [Proffer 10(A), Design Standards Manual] Shared Use Path. The shared use path shall be a minimum width of 14 foot, made up of 10 foot surfaced (asphalt over aggregate base) with 2 foot cleared shoulders on each side. At a minimum revise the plan to provide the minimum required width; however, when determining the ultimate width of the path it is suggested that the developer take into consideration the volume and nature of the existing use of Glenmore Way by pedestrians, cyclists, and equestrian rides. The path is meant to serve all users. If it is later determined that this path does not serve all users a second shared use path shall be required. 2) [Proffer 10(C)] Paved Construction Entrance. Depict, label, and dimension the length and width of the paved portion of the Main Street construction entrance. Per discussions with Engineering, the standard paved construction entrance detail for Albemarle County will suffice (12' wide and 70' long). 3) [Proffer 10(D)] Construction vehicle wash -down area. Specify the specific equipment that shall be provided in the wash -down area. Currently the only item listed is an existing fire hydrant. The equipment shall be approved by the Director. 4) [Proffer 10(E)] Flagman. List the days of the week and hours of construction operations the flagman will be present (i.e., M — F from Sam — 4pm). 5) [Comment] Left turn lane. Omit the future left -turn lane note on the CTM Exhibit and simply label the feature as "Left turn lane ". 6) [Comment] Comments from VDOT, Engineering, and the Glenmore Community Association are attached. Please address their comments as well. The road connections to Glenmore Way should be set up as shoulder closures on Glenmore Way as described in the revised 2011 Virginia Work Area Protection Manual. 2. It appears that provisions for maintaining traffic near the Winding Road connections should be added to the management plan. 3. What traffic is the flagman at Main Street going to be controlling? If the intent is to stop traffic on Glenmore Way, it appears that an additional flagman may be necessary for the cross -over of Glenmore Way. 4. A Land Use Permit will be required for all proposed street connections as well as traffic control on Glenmore Way. Anderson / 2 Dec 2015 Engineering review comments on CTM dated 9/21/15 submitted by Alan Franklin: 1. Proffer 10.A. — Glenmore Community Association (GCA) may be instrumental in evaluating whether the location, width and design of the shared use path along Glenmore Way from Route 250 to Main Street (as depicted on the Application Plan) is sufficient, particularly as development proceeds. Community Development has no data at present to predict whether location, width or design of the shared use path depicted in the Application Plan is or will be sufficient. This element of the CTM has long - lasting implications for residents. The County solicits the view and opinion of residents now and going forward to help us better understand and evaluate location, width and design of the shared use path. Email from Ms. Nancy Gansneder to County comments on the importance of Rivanna Village development to Glenmore's 2000+ residents. The County appreciates any information on cycling, walking, or riding use of current residents, and goals residents attach to the shared use path depicted on the Application Plan, given anticipated demands as the area continues to develop. 2. Proffer 10.C. — Engineer for Road Plan (Alan Franklin, PE) should coordinate with Scott Blossom, PE, Stantec (Williamsburg) to revise Stantec's Erosion and Sediment Control Plan for Rivanna Village Phase 1, Stage 1 & 2, which was approved prior to CTM submittal (Approved 16 Jun 2015/ WPO201400077). This violates order established in proffer condition #10, which states: "The Owner shall obtain approval of the CTM Plan by the Director [of Community Development] before the County approves any grading permit for the Property, and shall satisfy and thereafter continue to satisfy any applicable requirement of the CTM Plan before the first construction vehicle enters the Property." 3. Revise CTM in response to two items listed in GCA 16 Nov 2015 email to C. Perez. In this email, Ms. Nancy Gansneder requests one -way construction traffic entering block `A' Winding Road (email identifies this as Aspen Drive) via cul -de -sac of Glenmore Way, and exiting on Glenmore Way just south of Steamer. Further, GCA requests that throughout construction of the town homes on Winding Road, that construction traffic cleaning station also be located just before the exit of Aspen Drive. Requests appear reasonable, and email states Mr. Boniniti (Owner/Developer) agrees to these changes. Please coordinate with Stantec to revise ESCP sheet 7 (of 19) to show CE3 equipped with wash rack draining to containment. Note: sheet 14 includes typical Paved Wash Rack detail, but sheet 7 and plan sheets throughout the Approved ESCP do not make explicitly clear that construction entrances CE2, CE3, CE4, etc. will be asphalt as specified by Proffer condition 10.C. Revise ESC labels/legend to clarify that CE3, etc. are asphalt. Ref. Attached. 4. Proffer 10.D. — Provide specific details in response to paragraph D: "Establish a construction vehicle wash - down area within the paved Main Street construction entrance. The wash -down area shall have equipment that shall be used to remove any soil, sand, mud, gravel or other substances from any construction vehicle, passenger car, or motorcycle before it enters onto Glenmore Way from the Property. The wash -down area and its equipment shall be subject to approval by the Director." No details have been provided. 5. Item 6., CTM: Strike /delete the phrase `if necessary'. Revise to read: "The Owner shall clean the construction intersection at Glenmore Way and Main Street every evening of each day during which construction activity occurs on the Rivanna Village property to remove any soil, sand, mud, gravel or other substances from the road." If the intersection of Glenmore Way and Main Street do not require cleaning, then roadway condition will reflect clean appearance. There should be no question centering on this item. We have reviewed the Rivanna Village Construction Traffic Management (CTM) Plan which is required by Proffer #10 from ZMA2013 -12 Rivanna Village and its attachments and suggest the following: • Throughout construction of the town homes on Aspen Drive (name of road ?), that construction traffic cleaning station also be located just before the exit of Aspen Drive ( ?) • Traffic on Aspen Drive be one -way, entering Aspen from the cul de sac of Glenmore Way and exiting on Glenmore Way just south of Steamer (which will later be rework to be Main Street). I have reviewed these recommendations with VORCAC Chairman, Dennis Odinov, who indicates that the VORCAC is in complete agreement with these plans. Mr. Odinov has also discussed these recommendations with Mr. Boniniti and he agrees to these changes. Thank you for the time and effort you and your staff dedicate to this important development in eastern Albemarle and its impact on Glenmore and its 2000+ residents. Initial comments on this document are due from staff on 11 -9 -15. If the Glenmore Community Association would like to review/ comment on this document please take a look at it and provide any feedback or comments you feel fit for staff consideration during our initial review of the document no later than 11- 16 -15. Please consolidate all of the Associations comments into a single comment letter; rather, than multiple comment letters which may contradict each other.
