In response to comments made by Albemarle County, Hazen and Sawyer offers the following on behalf of the Rivanna Water and Sewer Authority. Comments from Planning 9-17-15 Ellie Ray 1. Please revise the cover sheet to indicate that this plan is a Minor Amendment to SDP200800100. Response: Comment addressed on the cover sheet. 2. Engineering generally does not want any WPO related sheets included in the SDP plan set; please consult with Engineering to determine if these sheets should be removed. Response: WPO sheets have been removed from the submittal. We have renumbered the previously submitted sheet C2 as G3. 3. Provide boundary line locations and dimensions where work is proposed in close proximity to a parcel boundary. Response: There is no work for this project in close proximity to a parcel boundary that is not owned by RWSA. All work will be conducted on parcels 77-38B and 77-40A, both owned by RWSA. There will be a pipe installed to route foul odor from existing facilities located on parcel 77-40A to an odor control facility on parcel 77-38B. The closest work proposed to a parcel not owned by RWSA is the construction of the proposed Odor Control Facility lust south of the Primary Clarifiers. This facility will be installed approximately 210 from its parcel boundary with US 64. 4. Add Entrance Corridor(EC)to the Zoning information. Response: Information has been added to G3 (Old C2). 5. Provide a north point on sheets C1-A and C2. New Nmrsoe Response: A north arrow has been added to sheets C1-A and G3 (Old C2). 6. Provide the source of the topography information. Response: A note has been added to sheet G3 (Old C2)to provide topography source. Hazen and Sawyer confirmed topography in location of proposed improvements on September 15, 2015. 7. Setback and yard requirements have changed county-wide; revise the setback and yard information to reflect the new requirements in section 4.20(b). Response: Information has been revised on sheet G3(Old C2) per section 4.20(b). 8. Many of the owners listed on adjacent parcels appear to be outdated; please verify and update owner information. Response: Current owners have been revised on sheet G3 (Old C2). 9. Clearly show areas of managed and preserved slopes as they are difficult to see(make sure they are shown on either sheet C1-A or C2 if WPO sheets are removed). Show areas of proposed disturbance. Disturbance of preserved slopes is permitted by section 30.7.4(b)(c). Response: C1-A has been enlarged to 50 scale for clarity. Also, hatch patterns have been added to all critical slopes disturbed for this project. Please refer to the Critical Slope Legend added to sheet C1-A. 10. Provide a note indicating these parcels are not in a water supply protection area. Additionally, show the stream buffers on either sheet C1-A or C2 if WPO sheets are removed. Response: Note has been added to sheet G3 (old C2). Stream buffers have been added to sheet C1-A. 11. Show the flood plain line on either sheet C1-A or C2 if WPO sheets are removed. Response: Flood plain line is shown on sheet C1-A. 12. Verify that all existing sewer,water, drainage, and any other utilities are shown, and their associated easements (if applicable). Response: Two easements are shown on sheet G3 (Old C2). The VEPCO overhead utility line and easement are shown on sheet G3 (Old C2). The 40' RWSA easement is shown on sheet C2; however, the 60"sewer utility has not been installed to date as the project is currently in construction. 13. Dimension all proposed improvements including buildings, other structures, and staging/storage areas. Response: Dimensions have been provided for all improvements(Proposed Odor Control Facility, Grit Removal Facility, Canopies on existing odor control facility) and the stage/storage area shown on sheet C1-A. 14. Clarify the purpose of the limits of disturbance in areas not near the two proposed facilities; it is unclear why disturbance is proposed in these areas. Response: All disturbance in areas not near proposed facilities is for installation of process piping. 15. The"Limits of Disturbance TYP" label on sheet C1-A references a solid line while all other limits of disturbance lines appear to be long dash/dot style line types; please clarify. Response: This appears to be a scale issue as the scale of drawing C1-A is much larger than the previously submitted WPO sheets. The scale of sheet C1-A has been reduced to 50 scale for clarity. The limits of disturbance line is a dash/dot style line type. The critical slope line shown on sheet C1-A is a solid line type. A hatch pattern has been added to the critical slope areas for clarity. 16. Show the limits of the Dam Break Inundation Zone. DCR has been contacted regarding review of this development; their reply will be forwarded once received. Response: The Dam Break Inundation lines have been provided on sheet C1-A. 17. Indicate whether any outdoor lighting is proposed; if it is, outdoor lighting information including a photometric plan and location, description, and cut-sheet for each type of outdoor luminaire must be provided. Response: Photometric Lighting Plans El 1 and E12 have been included as a part of this submittal. 18. This site plan amendment cannot be approved until Inspections,Zoning and ACSA complete their reviews and grant their approval. Fire rescue and VDOT have completed their reviews; each has no objection. Engineering and ARB comments have been provided. Response: Comment noted. Comments from Zoning 9-22-15 Amelia McCulley 1. My only comment is to request that the site plan (not e&s sheet) be revised to show the 100 year floodplain. As we discussed, I don't see any conflicts, but it's hard to follow without this info on it. Response: Site Plans have been revised to show the 100 year floodplain. Please see sheet CI- A. Two (2) copies of the modified drawing set and other pertinent information have been provided, illustrating the responses above. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle.The Code is kept up to date by the County Attorney's office.The Code may found on the County Attorney's website which may be found under"Departments and Services"at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
