follow
1 Note 7 on Sheet 4 indicates that lots 8-24 will use the same materials and typical elevations as those approved in
Block 11 Note that units 8 — 12 are detached dwellings and do not require ARB approval. For units 13-24, submit to-scale
architectural elevations with materials and colors identified on the drawings.
2. The mechanical equipment note is included on the site plan, but it is also required on the architectural drawings:
Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated
3. If Phase 3 is to be approved with this plan, include 'Phase 3' in the title on the cover sheet.

I have reviewed your comments from October 30, 2015. The individual responses to those
comments are below.
Architectural Review Board
A Certificate of Appropriateness is required prior to final site plan approval. The applicant
shall submit an application for a County-wide Certificate of Appropriateness for structures
750' or more from the EC.Applications and checklists can be found at
www.albemarle.org/arb. Preliminary comments on the proposal follow.
Acknowledged.A formal submittal with the application and architectural plans was
submitted as part of this comment response.
1. Note 6 on Sheet 4 indicates that lots 8-24 will use the same materials and typical
elevations as those approved in Block 11. Note that units 8 - 12 are detached
dwellings and do not require ARB approval. For units 1-7 and 13-24, submit to-scale
architectural elevations with materials and colors identified on the drawings.
Acknowledged. The ARB submittal will be for the proposed Lots 1A-12A. (The
lot numbers shown on the plan differ from those shown on a previous plan set.
The lots were renumbered due to the recordation of a plat for Block 12, Phase
1, Lots 13-19. In order to avoid confusion to the lot number were revised; lots
previously shown as 13-24 are now 1A-12A.) Lots 1-7 were reviewed and
approved under application ARB201400146 Old Trail Village, Block 12, Phase
1.

Old Trail Village Block 12, Phase 2 and Phase 3 - Final Site Plan
ARB County-Wide Certificate of Appropriateness Submittal
Project Description
Lots 1A-12A (aka Lots 13-24) of Block 12, Phase 2 and 3, are eight single-family attached
townhomes that will front onto Old Trail Drive,with private alley access in the rear. These
units are placed with minimal setbacks, rear loaded garages, front porches and varied
architectural design that provides an inviting and social atmosphere for pedestrians. The
townhomes are connected to the rest of Old Trail Village pedestrian network by a
traditional street sidewalk along Old Trail Drive. The streetscape along Old Trail Drive will
have the traditional street tree plantings.
These townhomes are the continuation of a very successfully single-family type of unit built
in a "Classic"Architectural style.There have been over 70 townhome units built to date
that have all been visible to the Route 250 corridor at some point. The units are attached in
groupings that match many of the early townhome examples within the early 19th and 20th
century neighborhoods in the notable historic towns mentioned in the Old Trail Village
Code of Development: Williamsburg, Leesburg,Warrenton Charlottesville or
Fredericksburg. The design elements of front porches and balconies present a favorable
pedestrian scale to the street. Finish materials have been a soft blend of brick,stone and lap
siding with shutters attached at windows and attractive detailing on windows, doors and
siding transitions.
The visibility from Route 250 only affects a small number of these units, and these units
will ultimately be shielded from view by future Townhomes along Old Trail Drive. To the
South and East, a heavily wooded streambed begins to obscure a majority of the units. The
soft earth tones help blend the units to the surrounding landscape without drawing
attention to itself.All mechanical equipment will be shielded from view at the Entrance
Corridor and the landscaping will adhere to Old Trial's amended landscape standards,
which increases plant material along the sides of the unit to further soften the views to
Route 250.
