STORMWATER RUNOFF CONSIDERATIONS
A EIOFILTER IS BEING PROVIDED TO SATISFY STORMWATER QUALITY REQUIREMENTS. CHANNEL AND
FLOOD PROTECTION REQUIREMENTS ARE BEING SATISFIED THROUGH A REDUCTION IN IMPERVIOUS
AREA COMBINED WITH VOLUME REDUCTIONS PROVIDED BY THE BIOFILTER.
STORMWATER RUNOFF CONSIDERATIONS
ALL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE MAINTAINED IN ACCORDANCE WITH
VESCH AND THE CONSTRUCTION SEQUENCE, INCLUDING THE INSPECTION OF ALL MEASURES AFTER
ALL RAIN EVENTS.
STRUCTURAL PRACTICES:
1. TEMPORARY CONSTRUCTION ENTRANCE -3.02 A TEMPORARY CONSTRUCTION ENTRANCE
SHALL BE PROVIDED AT THE LOCATION INDICATED ON THE PLANS. IT IS IMPERATIVE THAT THIS
MEASURE BE MAINTAINED THROUGHOUT CONSTRUCTION. ITS PURPOSE IS TO REDUCE THE
AMOUNT OF MUD TRANSPORTED ONTO PAVED PUBLIC ROADS BY MOTOR VEHICLES OR RUNOFF.

Albemarle County Design Standards Manual — Engineering
5. Stormwater Management and Water Quality
The county ' is a local Virginia Sto wayer AvMpdzUml Program (VSMP) authority. The
Preaddern Achannotwor is the County Engineer. For f rmation on the state progjarn and
local authority responsibilities, see me Dephroment of Environmental Quality (DEQ) webxta
h / f" ths,whema
10,000 square feat: The county's threshold for permit requirements is 10,000 square feet of
land disturbance This is strioner than the store requirement, which is 1 acre for smrmwater
management See 17 -300.
Application and Templates The county Water Protection Ordinance (WPO) application
serves as the VSMP application This apphcabon also serves for all amendments and
revisions. Templates are also requited for the Stormwater Pollution Prevention Plan
(SWPPP) and Pollution Pre e don plan(PPP1 Set
hund/- v- albema
Process: A summary of the process In now than form is contained on the following page
Please be aware the County only administers due state program. This means review and
enforcement only of General ConI mcfion Permits for the Virginia Pollution Discharge
Elimination System(VPDHS). The county does not approve, or ssue or terminate permits.
The state has retained the sole authority to issue and terminate permits. The County issues a
separate grading pent to authorize land dismManee and contractor, after all fees are paid,
bonds pasted, and the General Permit issued by Ell
mynah Permanent Stabilization DmdliceI Tlw, county has a 9-month deadline for
installing permanent stabilization on a pric t This is stricter than state minimum standards,
which we based on the last grading activity. See section 17-SW
Late Fees: Late payment of inspection and permit maintenance fees will incur interest and
enforcement actions per 17 -210. After a Notice to Comply, if fees are not paid, the grading
permit revoked, and a Stop Work Order will be issued
Fees Based on Permit Disturbed Acreage: Acreage for me purpose of fee computations
will be the entire permitted acreage, This is ire disturbed acreage on approved plans and
applications. If fees are to be reduced, an application for plan amendment muss be made, and
areas reduced by changes in limits of disturbance and appropoam plan changes. Such
amendments mutt be approved prior to the foe duo date. Amendments to remove disturbed
areas can only be approved when such ueas are completely stabilized and all erosion control
madames (Including traps and bodes) removed.

Refunds: The County does not have a refund program. Fees will not be refunded based on
completion within the year. Fees will not be pro rated at payment, other than the first year
VSMP fee as Intl cated in code Seaton 17 gain.
Re- inspeehon Fees: Re Inspection Fees will be charged for inspection& following a Notice
to Comply or a Stop Work Order. Pees are $250 per inspection, or as given in code se dons
17 -207 and 17 208,
