Yes, exactly-- removing the house site shown on Sheet 2 will avoid potential issues later on. The note
on Sheet 1 is sufficient, but I will still keep this version in the file in case there's ever any question about
it.

I am excited to hear that the Stream Buffer Bonds and assorted issues appear to have been resolved,
and that this can move forward with the BLA approval.
With regards to the final plat, do you want me to show the house site, as is highlighted? Or should this
come off the plat, and it be considered informational purposes to establish that there was indeed a
conforming home site?

Attached you should find a revised plat—
I highlighted the only change—that of the rectangular building site. And noted it as a 30,000 Sq.Ft.
building site.
As per prior comments it is positioned to be outside of the two stream buffer areas.
Because it is not required—I did pencil on the dimensions, for review purposes only.
Hopefully this completes the plat changes, and we are only waiting on the remaining permitting to be
approved.

I'm still catching up on the conversation that occurred while I was out of the office, but I can see that
we'll need to revise the "homesite area"to comply with the Zoning Ordinance.
Please draw a 30,000 square foot rectangle out of the buffer to comply with the ordinance below from
Section 4. For consistency's sake, please label it on Sheet 2 as"30,000 square foot building site."This
relates back to the required note on Sheet 1 from the Subdivision Ordinance that states both lots
contain a building site that complies with Section 4.2.1 of the Zoning Ordinance.
(BTW, it's not required to be drawn on all plats, but we do ask it to be shown where it may be a little
tight on a lot. This will also help the building permit review process.)

Per your email—I revised the note on page 1
-for legibility I also turned off the stream and stream buffer on the Parcel Overview detail map on sheet
1, as they obscured some of the text.
On Page 2—
I removed the word approved from the Home site label.
I added a few stream buffer labels, such that each line does have an identifying label at some point.

A caution: once bonds are posted,there is a final step that clears the way for BLA/Final Plat
Approval. As soon as Engineering receives internal notice that bonds (ESC-SWM-Mitigation)
are posted, Todd Shifflett keys data into the VDEQ database sytem. DEQ will send e-notice of
VPDES permit issuance to Applicant and County simultaneously, so please check yes to indicate
DEQ may transmit general permit correspondence electronically. This process typically takes 5
days. I regret that I failed to mention this step when we met yesterday.
There are three attachments: 1-p. Registration Statement (General VPDES Permit); CGP transfer
form; and single-family SWPPP template.
We use the Registration Statement to key data into the DEQ system. Please call Todd (-x3072)
or me if you have questions concerning this form. When estimating area to be disturbed (item
#9), include private drives (Lots H-8R/H-8D), shared drive, graded slopes, septic fields, and
residential structures on the two lots. Area to be disturbed on the Registration Statement will be
higher than Area of Disturbance on the Stream Buffer Mitigation Plan since the Registration
Statement includes estimates of future construction on each lot. The DEQ CGP will cover both
lots. The permit may be transferred(form Attached). Construction Activity Operator may be
Bundoran Farm, or a contractor(RLD). This VPDES/CGP satisfies stormwater management
review and approval needs at subsequent building permit application stage, for both lots. If there
is need to transfer the permit, please call.
Please complete Attached CGP Registration Statement and return with VSMP
Application. Also, please complete attached 8-p. single-family residential construction SWPPP
template. Geoff Elsie is familiar with single-family dwelling construction, this form, and
with SWM/ESC requirements. Geoff is able to guide and help with building permit application
process for either lot. He understands that SWM-Mitigation needs are being addressed now in
concert with Bundoran Farm BLA Final Plat(SUB201500019), Mitigation Plan
(WPO201500044), and as yet, unsubmitted VSMP Application ($209 fee required).
Attached single-family dwelling SWPPP will guide Geoff s expectations and review of on-site
construction, of ESC/pollution prevention measures at all stages of construction. Bundoran Farm
is beautiful, is committed to preserving landscape resources. We are glad to help however we

We had a good meeting with John Anderson this morning(cc'd to this email) and he has allowed us to
simply state on the plat to "Refer to Mitigation Plan File WP0201500044 (Mitigation Plan)" rather than
providing an approved mitigation plan date.John mentioned that he would speak with JT Newberry
(also cc'd to this email)about this so that the plat could be resubmitted for approval. We are
reconstructing the mitigation plan with Waterstreet Studios as they were in the meeting this morning
and will have that back to the county for review and approval hopefully later this week.

1. [Section 14-309 and 14-310] Soils work was transmitted to the Health Department on 3/11/15. I will let you
know as soon as I receive information back.
2. [Section 14-302(A)(10)] Please edit the note regarding development rights to make sure it includes the following
information: Lot H17D will have one development right and may not be further divided. Lot 17R will have one
development right and may not be further divided. Lot H11 will have no development rights and may not be
further divided.
1. [General Comment] The Engineering Division is still reviewing the proposed easement in the stream buffer. I
will forward comments from them as soon as I receive them.
