Perez, Senior Planner Division: Planning Date: December 21, 2015 Subject: SDP201500057 General Industrial Office — Initial Site Plan The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] Prior to initial site plan approval, at a minimum, comments 1 -10 shall be addressed in a resubmittal. [325.2(p), 26.2, 32.7.9.2(b)] Proposed use. Pursuant to Section 26.2(a), Outdoor Storage located in and visible from the Entrance Corridor (EC) requires a Special Use Permit (SP). If the outdoor storage is completely screened and is determined by the Architectural Review Board (ARB) not to be visible from the EC, then a SP is not required. If ARB determines it to be visible from the EC then a SP shall be required prior to approval of the initial site plan. Based on the above, prior to initial site plan approval a complete landscape plan for the entire site that complies with section 32.7.9 is required. Also, address any ARB landscaping and screening comments once ARB review is complete. Request the project be deferred to allow revisions and ARB review of the revisions to take place prior to action on the plan. 2. [32.5.2(j),(k),Q)] Existing and proposed utilities. On the landscape plan depict, label and dimension all existing and proposed utilities and utility easements including water, sewer, drainage, telephone, cable, electric and gas. Label all existing easements with the Deed Book and Page Number. The above information shall be used to verify that no conflicts exist between landscaping and utilities. [32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to use existing trees to satisfy any of the landscape plan requirements, please include the following: 1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. 2. Conservation checklist. The applicant shall AN a conservation checklist approved by the agent to ensure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, the checklist shall conform to the specifications in the Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter amended. 4. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. On the landscape plan identify whether existing wooded areas are evergreen, deciduous, or a mix thereof. [32.7.9.6] Landscaping within a parking area. Modify landscape parking calculation to provide required tree count. Also, depict and label the location of the required 640 SF of planting area. 6. [32.7.9.7] Screening. Provide the required screening of the industrial use adjacent to the rural areas zoning district. Also, provide the screening for the required dumpster pad (see comment 17 below). 7. [32.7.9.5] Street Trees. Street trees are required along all existing streets; revise calculations on sheet C -205 and provide the required street trees along the frontage of Airport Road and Coffey Drive. 8. [32.7.9.8] Tree canopy. The minimum required tree canopy for the site is ten (10) percent of 326,205 SF. Revise the calculations to accurately reflect the acreage of the site. 9. [5.1.52] Outdoor Storage in Industrial Districts. Except as otherwise expresslypermittedfor aparticular use, the outdoor storage of parts, materials and equipment in an industrial district shall be subject to the following: a. Storage areas shall be screened by a solid wall or fence, including solid entrance and exit gates, not less than seven (7) feet nor more than ten (10) feet in height. b. No wall or fence screening a storage area shall encroach into a sight distance triangle. c. The parts, materials and equipment stored in a storage area shall not be stacked higher than the screening wall or fence. d. No outdoor storage shall be located within fifty (50) feet of a residential or agricultural district. e. The outdoor storage of recyclable materials at a recycling collection or recycling processing center is prohibited. Screen the entire storage area as provided in Section 5.1.52(a) & (b). Under minimum yards/setbacks, provide the following note: "Parts, materials and equipment stored in the storage area shall not be stacked higher than the screening fence and plantings pursuant to 5.1.52(c). " 10. [35.1] Fees. As previously discussed, the incorrect application fee was paid by the applicant during submittal of the project. Please work with intake staff to process a refund and pay the correct fee of $1,290 plus $0.016 per square foot of nonresidential structures. Also, pay the $200 public notification fee. The above shall take place prior to any further review /action of the plan. 11. [32.5.2(b)] Proposed use. On sheet C -100 revise the proposed use to also include Outdoor Equipment Storage. Also, provide the maximum acreage occupied by each use. 12. [4.14, 4.14.1- 4.14.51 Performance standards for industrial uses apply to the proposal. On sheet C -100 provide the following note: "Performance standards for industrial uses apply to the proposal as dictated by Section 4.14.1 - 4.14.5 of County Code and the use shall be subject to those standards ". Also, provide the following note: "This use is subject to Section 4.18 Noise regulations. " 13. [4.14.5] Certified Engineers Report. A Certified Engineers Report shall be completed/complied with prior to the approval of the final site plan. 14. [32.5.2(a)] General information. The adjacent parcel, TMP 32 -10, is zoned Rural Area (RA). Revise the plan accordingly. 15. [32.5.1(c)] Boundary lines. The shared parcel boundary between TMP 32 -17A and TMP 32 -17135 does not match County GIS nor the plat of record referenced on the site plan. Verify the shared boundary line and provide recorded documentation. 16. [32.5.1(c), 32.5.2(x), 26.5, 4.20] Minimum Yards. Throughout the plan clearly label and depict all of the minimum yard requirements for the proposal. The plan shall be revised to meet the setback requirements. [4.12.6] Parking required. Parking calculations for the warehouse utilize number of employees in addition to the floor area of the building. On the plan provide the number of employees for the warehouse. One space is required per employee. If no employees are planned for the warehouse, please list zero (0) employees for the warehouse. 18. [32.5.2(b)] Proposed use. Provide the maximum amount of paved parking and vehicular circulation. 19. [32.5.2(n), 4.12.13(e), 32.7.9.7] Existing and proposed improvements. A dumpster pad is required for the use based on gross square feet of the industrial building. On the plan locate and dimension the dumpster pad for the site and provide required screening of the facility pursuant to section 32.7.9.7. The pad shall not impede any required parking or loading spaces, nor any pedestrian or vehicular circulation aisles. 20. [4.12.15] Minimum Design Requirements. Label, depict and dimension any loading space and/or loading docks for the warehouse. Parking areas shall be designed so that all loading spaces, loading docks, and dumpsters are accessible by delivery and service vehicles when all parking spaces are occupied. 21. [32.5.1(c)] Dimensions. On the plan dimension all proposed improvements, to include: sidewalks, building, access road, parking drive aisle, 2' parking overhang, fencing, dumpster pad, landscaped areas, signs, new gravel area used for equipment storage, and new storm water conveyance channel. 22. [32.7.2.3] Sidewalks within a development. Depict and dimension a sidewalk from the proposed building to the storage area. 23. 132.7.2.31 Sidewalks. Depict and label the existing sidewalks along Airport Road and Coffey Drive. 24. [32.5.1(c), 32.5.2(n)] Dimensions. On the plan dimension the existing structure, to include height. 25. [32.5.2(i)] Streets. Throughout the plan correct the name and state route for "Deerwood Drive (Route 1501)" to "Coffey Drive (State Route 882)." 26. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the entrance to the site shall be required prior to final site plan approval. 27. [32.5.2(1)] Watercourses and other bodies of water. On sheet C -100 provide the following note: "This site does not lie in an Albemarle County water supply watershed " 28. [32.5.2(a)] On the cover sheet provide the site plan number: SDP2015 -57. 29. [32.5.2(n), 4.17] Outdoor lighting. If outdoor lighting is proposed a lighting plan meeting the requirements of section 4.17 shall be required prior to final site plan approval. The space is currently served by a 1" water only meter. If a meter upgrade is required, a new tap off of DobleAnn Drive will be required.. The existing service is tapped off of an RWSA main on the southern side of Airport Road. • The ACSA has scheduled a field visit to confirm that a force main connection can be made in one of the existing manholes along the frontage of 3570 DobleAnn Drive • Provide anticipated daily sewer flows and advise what type of use is proposed in the 3,500 SF warehouse space (to determine if an industrial discharge permit is required )_ • Sewer connection fees will be required at the time of the building permit application.. The subject site is located off Route 882, Coffey Drive rather than Route 1501, Deerwood Drive. Labeling should be updated accordingly. 2. The right-of-way along Airport Road and Coffey Drive should be clearly identified in the plans. 3. The existing entrance on Coffey drive does not meet our minimum corner clearance of 225'. 4. The anticipated average daily trips should be provided. 5. A plan and profile should be provided to ensure there is adequate intersection sight distance. 6. The proposed sanitary force main should be jacked and bored under Coffey Drive. The contractor will be held liable repair the damages made within the right-of-way. Also, the force main should have a minimum vertical offset of 10' from the storm sewer.
