The County of Albemarle Planning Division will recommend approval of the plat referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.):
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
Conditions of Preliminary Plat Approval:
[14-302(B)3] Public areas, facilities or uses. Coordinate with the Department of Parks and Recreation to
establish the exact location of the greenway area and any other facilities as noted in the Comprehensive
Plan. Please refer to comments provided by Parks during preliminary plat review. Final: The plat was sent
to Parks for review; comments will be forwarded upon receipt.
Revi : Comment still valid.
Rev2: Comment addressed. However, as discussed via email, a Deed of Easement must be
submitted, reviewed, approved (by the County Attorney's Office) and signed by the County
Executive prior to plat approval. Please also revise Note 11 to simply say `easement' instead of
`easement parcel'.
Final Plat Comments:
2. [Comment] It is somewhat confusing, but it seems that parcel `D' is a portion of parcel `F' and parcel `C' is
a portion of parcel 'G'. The plat indicates that parcels 'F' and `G' are transferred to TMP 56K -A1 and TMP
56K-02-OOA and then parcels 'D' and `C' are transferred to the new Greenway Parcel. For clarity, it may be
better to have four separate parcels, but if left as is there are several clarifications necessary (see
comments below).

3. [Comment] The transfer of acreage to adjacent properties (not the greenway parcel) could impact the
number of approved lots shown on the Westlake Hills Preliminary Plat; make sure there is still sufficient
overall acreage and open space acreage to support the number of lots approved on the preliminary plat.
Revi : Comment addressed; applicant states acreage transfer not an issue.
4. [14-302(A)l] Name of subdivision. If parcels `Fand 'G' are transferred to TMP 56K -A1 and TMP 56K-02-
OOA and then parcels `D' and `C' are transferred to the new Greenway Parcel, the plat title should indicate
that the greenway parcel is created from portions of TMPs 56-53, 56L -D, 56L -E, 56K -A1 and 56K-02-OOA.

5. [14-302(A)14] Land to be dedicated in fee or reserved. Clarify if the greenway parcel is being dedicated to
public use with this plat; some sheets contain the note `Reserved for Dedication Upon Demand of the
County of Albemarle' and others do not. If it is being dedicated, a Deed of Dedication must be submitted,
reviewed and approved by the County Attorney's Office.
Rev1: Comment not fully addressed. The comment response letter indicates that the area previously
labeled as "reserved for dedication upon demand of the County" has been changed to "hereby
dedicated to the County" but that does not appear to be accurate; all notes still say "reserved for
future dedication" or "reserved for dedication upon demand of the County". Please clarify if the
greenway easement is being dedicated with this plat and, if it is, provide a Deed of
Dedication/Easement for review and approval by the County Attorney's Office.
Rev2: Comment not fully addressed. Sheet 3 still has notes that say "reserved for dedication upon
demand of the County". Please revise these notes to say "Hereby dedicated to Albemarle County".
6. [14-302(B)(1)] General informaiton. Sheets 4 &5 do not have a graphic scale.
Rev1: Comment addressed.
7. [14-302(B)(5)] Zoning classification. Add Flood Hazard Overlay (FH) to the zoning note.
Rev1: Comment addressed.
8. [14-303(D)] Acreage of lots. Add TMP 56K -A1 and TMP 56K-02-OOA to the acreage tabulations listed on
the cover sheet and provide the correct final acreage of each parcel. A tabulation is provided on Sheet 3 for
these parcels, but it should be included with the others on the Cover; additionally, the revised acreage
provided does not account for the subtraction of parcels `D' and `C'.
Rev1: Comment not addressed. Add TMP 56K -A1 to the acreage tabulations listed on the cover
sheet; the comment response letter states it was added but the information is not there.

9. [14-303(D)] Acreage of lots. The starting acreage of TMP 56K-02-OOA is listed as 8.613, but GIS indicates
the acreage is 2.71; please clarify.

10. [14-303(D)] Acreage of lots. Notes #10 & #11 transfer parcels `E' and `F' from TMP 56-53 to TMP 56K -A1
and TMP 56K-02-OOA; it seems the parcel references should be `F' and `G', please revise.

11. [14-303(G)] Ownership of common areas. If the greenway parcel is not being dedicated to public use,
indicate the intended ownership.

12. [14-303(G)] Ownership of common areas. TMP 56K -A1 is labeled as Common Open Space on Sheet 2
but it is not open space, it is the Foothills Crossing residue parcel; revise accordingly.

13. [Comment] This plat cannot be approved until ACSA, RWSA and Parks complete their reviews and grant
their approval. Comments will be forwarded upon receipt. Engineering has reviewed the plat and has no
objection.
Rev1: Comment not fully addressed. This plat cannot be approved until Parks completes their
review and grants their approval. RWSA and ACSA have completed their reviews, each has no
objection.

14. [Comment] TMP 56K-02-OOA is no longer a part of this plat; please remove the reference to this parcel
under "Parcel Data and Legal Info" on the Cover Sheet.
