This review does not include a review of Erosion& Sediment Control or Stormwater Management. Please adequately address the following comments for fmal approval: A.Application Information 1. Final road plan approval will require pro-rated share payment for Lickinghole Basin. 2. Recommend 24"x 36"plan sets for future road plan submittals for clarity of review. B.Title Information 1. Each sheet of final road plans will need to be signed, sealed&dated by a professional engineer. C.Existing Conditions Information 1. All topography should be at least visually field verified by the designer within the last year. Please identify date of topographic information or visual inspection. 2. Please identify a benchmark location, elevation, and datum for topography. An existing utility or other known position will suffice. 3. Please label all existing easements with deed book references [18-32.6.6, 14-302]. An existing 14' wide public stormwater management access easement is shown on sheet 2. 4. Existing Block 11 pipe 9 appears on profile for Meadow Valley Circle on sheet 8 but does not appear in plan view on sheet 3. Please show this existing pipe and structure if they are intended to be used in place. D.Proposed Plan View Information 1. Please revise R/W descriptions for proposed private streets (Claire Mill Circle and Meadow Valley Circle)on sheet 3. The following comments need to be addressed: Sheet 1 1. Provide water and sewer data sheets. 2. Provide recently revised ACSA General Water and Sewer Notes. I can email this to you at your convenience. 3. Drawings shall not be larger than 30 inches by 42 inches. Drawings of standard size 24 inches by 36 inches are preferred. 4. Revised master plan showing water and sewer for Old Trail Village is required prior to plan approval. 5. Dedication of Old Trail Village Claremont Lane Waterline Extension is required prior to plan approval. Sheet 2 1. Existing water main shall be abandoned with flowable fill or completely removed. If the pipe is removed, it remains the property of the ACSA. Sheet 3 1. Label water meters for Lots 9 and 12. 2. Label existing manholes as shown with the prefix OIdTrIVil-. 3. Relocate Lot 13 meter to avoid conflict with proposed street tree. 4. Shift meters for Lots 17 and 19 further away from proposed street trees. 5. Lateral for Lot 3 should connect into existing manhole. 6. Lateral for Lot 9 should connect into existing manhole. 7. Lateral for Lot 11 should connect into MH 4 if possible, 8. Can the storm sewer at Structure 16 be extended further past the sanitary sewer main? 9. This should allow the elimination of the blow-off assembly. 11.All street trees must be at least ten feet from ACSA utilities. 12.Lots 9 and 12 have reduced fire hydrant coverage. Coverage for these lots should be discussed with Albemarle County Fire/Rescue Division. 13.The sewer main along Claire Mill Circle should be relocated to the western side of the roadway. 14.Shift MH 5 out of the center of the roadway. Sheet 4 1. Accurately show water interconnection from the Old Trail Village Claremont Lane Waterline Extension Project. 2. A profile needs to be provided over the exiting sanitary and water mains. Sheet 7 1. The sanitary sewer pipe material between MH 1 and 2 can be PVC. 2. The sanitary sewer pipe material between MH 3 and 4 can be PVC. 3. You can wait until everything else has been addressed. It's a chicken &egg thing though as we can't approve a plan set which isn't signed. I have noticed approved but unsigned plan sets around here though and that makes me really nervous (hence the comment). Attached are 5 copies of the revised plan as well as 5 copies of the pavement design sheets. Here is a quick overview of two revisions which are considerably different from the original plan; As you recommended, I reduced the sheet sizes to 24" x 36". This resulted in more sheets, but is ultimately a great deal easier to manage than the original over-sized sheets (I've learned my lesson). Also, as you may already be aware, we have changed the storm design. The original plan included routing stormwater through the open space into an area which was to be a rain garden. As the E&SC and SWM plan has evolved, it has been determined that this is not necessary. Instead, erosion control and water quality requirements will be met by enlarging the existing basin below Block 11. For this reason we are no longer routing the storm through the open space area which will make this area a lot more usable for future residents. Our response to your comments are as follows; Engineering,Michael Koslow A. Application Information 1. Final road plan approval will require pro-rated share payment for Lickinghole Basin. Noted. 2. Recommend 24" x 36"plan sets for future road plan submittals for clarity of review. As stated above, I reduced the sheet sizes as recommended. B. Title Information 1. Each sheet of final road plans will need to be signed, sealed & dated by a professional engineer. Upon approval of the plan, we will provide you with signed/sealed copies. C. Existing Conditions Information 1. All topography should be at least visually field verified by the designer within the last year. Please identify date of topographic information or visual inspection. I have added the date of topography to the cover sheet under "site data': 2. Please identify a benchmark location, elevation, and datum for topography. An existing utility or other known position will suffice. I now list 2 benchmarks under "site data"and show there locations on sheets 2 and 3. 3. Please label all existing easements with deed book references [18-32.6.6, 14-302]. An existing 14' wide public stormwater management access easement is shown on sheet 2. I have added this deed book reference as requested(now shown on sheet 3). 4. Drainage easements are typically 20' wide—please revise proposed easements for proposed structures 27 & 20 as shown on sheet 3. All drainage easements are now 20'wide, however, some of the private easements are not centered on the pipe. These easements are offset and are 5'on one side and 15'on the other. 4%1001 `gesee 3. There appears to be a conflict between proposed trees and pipes 4 & 41 as shown on sheet 3; please revise or update landscape plan to avoid conflicting with proposed trees and pipes. I now show bearings for all centerlines on sheets 4 & 5 of the plan. 5. Please label by station proposed PC, PI, and PT for curves proposed for Glen Valley Drive and Meadow Valley Circle on sheet 3. This information is now shown on sheets 4 & 5 of the plan. 6. Please include at least one speed limit sign in each direction for Fielding Run Drive and Glen Valley Drive. The following comments need to be addressed: Sheet 1 1. Revised water and sewer data sheets based on the following information: a. Water Sheet— Provide name of consultant. b. Water Sheet—Source is Beaver Creek Reservoir c. Sewer Sheet— Provide name of consultant. 2. Provide three sets of plans for final review and approval. 3. Revised master plan showing water and sewer for Old Trail Village is required prior to plan approval. 4. Dedication of Old Trail Village Claremont Lane Waterline Extension is required prior to plan approval. Sheet 4 1. Provide flow requirements for irrigation meter so it can be sized accordingly. A layout/sketch of the system along with an application will need to be submitted at a later date. 2. Lots 9 and 12 still have reduced fire hydrant coverage. Was this reduction in fire coverage approved by Robbie Gilmer with the Albemarle County Fire and Rescue Division? You may want to consider an additional fire hydrant. Sheet 6 1. The connection to the existing water main is incorrect. Refer to the attached drawing showing the correct layout. The new 12"x12" tee recently installed by Saunders Construction was placed in line with the existing water main.
