RE:Belvedere Phase II-Road Plan Amendment#1(SUB 201400079)
Dear Mr. Greene:
Thank you for your comments dated June 13th,2014 on the above-referenced project. The following are
responses to the items raised in your letter:
VDOT:
1. The inlet spread calculations refer to the existing inlets located on the development side of the Fan-ow
Drive and Butler Street intersection. Please note the modifications to these inlets were approved with
the prior plans,this amendment merely provides further details concerning their installation. Labels
linking the spread calculations to the inlets have been added to the notes and are now underlined to
provide further clarity.
2. The table on the cover sheet has been updated to include the spread calculations.
3. The sidewalk connection adjacent to lot 182 has been modified. The installation of this sidewalk shall
be compliant with VDOT standard requirements for CG-12,type C handicap ramps,as shown on the
plans.A detail at a scale of 1"=20' has been added to sheet 5 to provide further clarity.Additionally,
the plans have been updated to provide a consistent 59' wide right-of-way for Farrow Drive with a
continuous 6' planting strip, as noted below,to be consistent with the revised plat that will be
forthcoming by Dominion Engineering.
4. The changes noted associated with the right-of-way in this comment were extremely minor and do not
have an impact on the landscaping.As such,the notes referenced were modified to no longer call out
the planting strip. Additionally, no changes are proposed to the landscaping with this amendment.
The changes to the right-of-way here were needed however to ensure the sidewalks were completely
located within VDOT right-of-way and to allow for a proper installation of the sidewalks and CG-12
ramps. The prior omission of the sidewalk connections being located outside of VDOT right-of-way
can be best viewed on the previously approved sheet 3 in the northwest quadrant of the Farrow Drive
and Butler Street intersection. Additionally,to satisfy comments#1 and 3 below from County
Engineering the previously approved plans have been affixed to this amendment so VDOT can easily
reference this sheet should they desire.
Note, an additional revision shown on the amendment plans was prompted from a VDOT plat comment
requiring the southern Fan-ow Drive right-of-way line, between Dabney Grove and Butler Street in front of lots
182 through 186, be updated to provide a consistent 59' width with a 6' planting strip. This revision was minor
and did not affect the landscaping, nor did it affect the construction plans previously approved since they
previously specified a 34' F/C-F/C and a typical section of 59'. The revision was made graphically on sheet 5
of the attached plans and now matches the corrected plat,which will be forthcoming separately from Dominion
Engineering.
Engineering:
1. In a June 25th phone conversation,which was later summarized in an e-mail, between Mr. Murray of
Collins Engineering and Mr. Greene of County Engineering, it was determined this comment could be
resolved by affixing the County stamped and approved plans to this amendment.
2. In the same June 25th conversation noted above, it was determined this comment could be resolved by
adding a note that lists the road station corresponding to the end of the phase line. As such,a note has
been added to the plans on sheet 5 that reads `phase line ends at road station 15+96'. It was also
determined that showing how this area ties into the grading would not be required since the prior plans
showed phasing,and this is just a shift of the phase line, and since the approved WPO plan
encompasses the entire development and stabilization of phase I IA-2 can be enforced this way.
3. Similar to the Engineering response#1 noted above, it was determined affixing the approved plans to
this amendment would resolve this comment.
