Justin,
Thank you for evaluating the water balance calculations previously submitted. I consulted with Scott and we intend to
change the proposed level II wet pond to a strictly detention only dry pond for water quantity. This project is paying
into the Lickinghole Creek Pro-rata Share, which will account for the TP load of 2.74 lb/yr released in excess of the
minimum removal requirement.
The revised submission will include this new detention pond and a note concerning the pro-rata share.
Thank you,
Kaitlyn

Kaitlyn,
As I said on the phone, after looking at this again and discussing with the County Engineer, we can't justifiably assume a
"RES"value of 24" while also assuming to having zero baseflow. Please provide an alternative solution, or if you'd like to
discuss during a Thursday meeting let me know.

This is acceptable as long as your drainage area is clear.Just glancing at your previous plan, 5.13 acres seems a little
high.

Subject: RE: Foothill4/5-Wet Pond Level II-Water Balance Test
Justin,
Thank you for reviewing my water balance calculations. In response your comments, I have hydraulically modeled the
pond at 5.13 acres for the 1-year, 24 hour storm, which provides a water elevation of 613.61 (in excess of the 613.50
MWSE value used below). This again provides a minimum 24" reservoir in a 30 day summer drought per the water
balance previously submitted.
The Virginia Stormwater Management Handbook Volume I Appendix 5C describes a water balance analysis as the
change in volume of the permanent pool, resulting from the potential total inflow less the potential total outflow. I
believe by this definition, the permanent pool/minimum water surface elevation/normal pool elevation of 613.50 minus
the floor of 608.00 is the correct value for the "average design depth DP", or 5.5'.
Please let me know if these calculations are adequate to continue to use the wet pond design as discussed. Ideally, the
pond will be integrated into the development to the west prior to being required to convert to a SWM facility so it can
receive the 18 acres previously proposed.
Thank you,
Kaitlyn

Kaitlyn,
To clarify what I said on the phone; I'm not able to justify using an average design depth (DP)of 5.5'that relies upon a 2-
year storm to achieve. This may be easier to justify if the drainage area was closer to the minimum recommended 10
acres. I have no problem with your approach,in theory, but I'll need to see that the pond can reach and be maintained
at a depth to satisfy the water balance test.
I hope this helps.

Subject: Foothill4/5-Wet Pond Level II-Water Balance Test
Justin,
Thank you for your comments on Foothill 4/5. I'd like to discuss the Level II Wet Pond 'B' proposed on the property.
Pond 'B' is designed to ultimately accept drainage from the project to the West (across the Connector Road). Your
comment#4 stated the post-development DA cannot include future development, this drops the contributing DA from
18.19 ac to 5.13ac. The VADEQ No. 14 Wet Pond spec states that a wet pond can still function with a contributing DA
less than 10 ac, provided it meets the Water Balance requirements.
I ran the Water Balance test on the pond at 5.13 acres,to assure our wet pond still functions for this approval, while
retaining the design needed for the future development. Please let me know if the following is adequate to retain the
Level II Wet Pond at a 5.13 ac drainage area. This would be most expedient for our client and avoid a site plan
amendment to redesign this pond when our future development to the West is submitted for approval.

RE: SUB-2014-00166& WPO-2014-00086 Foothill Crossing—Phase IV& V Road Plans
Dear Justin:
Thank you for your comments dated February 27, 2015. Revised plans are hereby submitted
incorporating the following changes in response to the items in your letter:
Engineering Road Plan Review Comments (SUB-2014-00166)
9. Temporary turnarounds have been provided at the Phase IV boundaries, see sheet 7.
10. The turnarounds are now bulb cul-de-sacs per the requirements of the Albemarle County
Design Standards manual, see sheet 7.
11. The drainage area plan has been corrected per the VSMP review requirements.
12. The storm pipe slopes have been corrected to meet requirements.
13. The CG-12 detail has been enlarged, see sheet 7.
Virginia Department of Transportation(SUB-2014-00166)
1. The WP-2 detail has been added to the details, sheet 7.
2. A CG-9B has been added to the end of Leon Lane, see sheet 3.
3. The bend in the water line on Leon Lane has been removed as requested, see sheet 4.
4. The note concerning the CBR report has been updated, see sheet 7.
5. The Park Ridge Drive pavement depth has been reduced with the revised calculations.
6. The roadway depths have been revised to provide adequate depths with the corrected
factors, see sheet 7.
7. The asphalt top layer for Leon Lane has been reduced to 2".
8. The turnarounds are dimensioned on the details, see sheet 7.
Fire & Rescue
1. The no parking zones on one side of the street have been labeled on the plans, see site
plan sheet 3.

C. Stormwater Management Plan(SWMP)
1. N/A
2. Only approved and or constructed features are now shown in the pre-development
plan.
3. The pre-development has been modified to portray current existing site conditions.
4. The post-development drainage area boundaries now reflect only current conditions
and conditions proposed with this plan. The pond will be utilized by the project to
the west at a future time, so at this time a dry detention pond serving only for water
quantity is proposed with excess capacity that also meets the requirements of the
current design. This project will pay into the Lickinghole Creek pro-rata share, which
provides in excess of the total phosphorous removal required at this phase
(calculations on the pre-development sheet). In the future, the pond will be converted
back to a Level II Wet Pond with an amendment to serve this development and the
project to the West.
5. The grading has been adjusted to better reflect the home site grading and directs more
runoff to DA#1 A.
6. The untreated area DA#1C has been reduced to reflect the limits of disturbance for
this phase and woodland preservation area, 89% capture now achieved.
7. All future plan information is now removed from this plan.
8. The wooded areas for the CN calculations are now shown.
9. The WPO buffer is now shown.
D. Erosion and Sediment Control Plan(ESCP)
1. N/A
2. Updated information and stockpile areas have been added to accurately reflect current
site conditions. Sediment basin two has been constructed, and the contractor will
survey the basin and restore it to original design volumes prior to constructing
Foothill Crossing Phases IV/V to ensure proper functioning of the basin. See note
page 9.
3. N/A

5. The new grading and limits of disturbance around Sediment Basin 3 do not extend
into the WPO buffer(except for the outfall pipe as shown). For visual purposes, the
tree protection line and the proposed treeline are shown on the outside of the LOD,
however the tree protection line will be placed on the LOD. Also, the WPO buffer is
now shown on the detail sheets.

18. The WPO disturbance around SB2 has already been mitigated for with the Foothills
Crossing Ph 2 & 3 Plan set (WPO2012-47), no new disturbance is proposed.
19. The stretch of diversion berm to the east of ST1 will only be removed when grading
is completed over it during Phase 2. A note has been added to Phase 1 regarding this
transition. At that point the silt fence will be adequate to protect this area because
drainage north of it will be flowing towards Trinity Way.
20. Sediment Basin 3 calculations and details are now consistent.
21. The dam core note has been revised.
22. Stray labels have been removed.
23. Note has been updated to drain to ST1.
ACSA
Sheetl
1. The PE stamp with original signature on the first sheet will be provided prior to final
approval.
2. The water and sewer data sheets are revised as requested.
3. The applicant acknowledges this comment.
4. The applicant acknowledges this comment.
Sheet 4
1. The as-built sewer lateral lengths have been updated.
2. The valve configuration at Leon Lane and Trinity Way has been revised as requested.
3. The valve configuration at both fire hydrants along Trinity Way have been revised as
requested.
4. A new sewer lateral for Lot 33 is provided. The sewer main crossing under Park Ridge
Drive is necessary to serve the future phases, as a crossing under the Connector Road
along the existing sewer alignment does not provide adequate cover in the future phase.
Sheet 5
1. The ACSA access easement has been revised to adjacent to the storm drain outfall as
requested.
Sheet 8
2. The requested plan changes have been made on this sheet.
