VSMP Permit plan review

County Code section 17 -410 and Virginia Code §62.1- 44.15:34 requires the VSMP authority to
act on any VSMP permit by issuing a project approval or denial. This project is denied. The
rationale is given in the comments below. The application may be resubmitted for approval if all
of the items below are satisfactorily addressed. The VSMP application content requirements can
be found in County Code section 17 -401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17 -405. A SWPPP must
contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary.
1) Include approved E &S and SWM plans of blocks 1 -3 for SWPP on -site.

2) Include a section to list qualified personnel and contact info.

3) Verify if site is on 2012 Impaired Waters - 303(d) List.

B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17 -404.
1) Include an 11 "x 17" Pollution Prevention Plan map showing concrete washout, porta - johns,
fueling stations, and trash containers. This will be marked up by the contractor as
construction of site progresses.

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25- 870 -108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17 -403.

1) The title on the plans should state "VSMP ".

2) Please state the limits of disturbance on sheet ES2.

3) Please provide a note on the title sheet to clarify that this site is covered by an existing
general permit. Also, state the registration number. It appears the existing permit was
granted for Cascadia Blocks 4 -7.

4) $6100 was paid to the state for 60.772 acres land disturbance. Please discuss with Todd
Shifflett. It appears you will need to pay $200 for this application since this plan is an
amendment to an existing permit.

[Revision 11 Comment addressed. This is for informational purposes only. The detail states
it was approved in WPO201300032.
6) Provide the detail for Detention Pond 1 and label type.

7) The method for calculating the pond size reduction is incomplete. Please provide
calculations. Use SCS method an not rational method. Also, include drainage area map of
the pre conditions for the 20.24 acres. Label CN, acreage and Tc values on map.
[Revision 1]The post - developed map appears to be incorrect. Verify the DA map. It appears
to be larger than what is shown on plans. Also, verify where runoff for the portion of
Fontana Drive (adjacent to Frost Montessori School) is conveyed to. Does a portion go into
Pond 1? What is the Tc for pre - developed conditions? The pond appears to handle water
quality criteria, but verify the post - developed drainage area and impervious area.

8) On ES9, please include the impervious core, label type of basin (ie.Retention Basin II), and
depth pool zone chart.

D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1- 44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion control
plan content requirements can be found in County Code section 17 -402.
1) The diversion dikes need to discharge into an outlet protection or to a trap. Shift dd #2 to
discharge into outlet protection.
[Revision 11 Comment not addressed. Show DD discharging into the outlet protection. This
is near the Delphi Lane and Delphi Dr intersection.
2) What happened to the existing SCC on the northern portion of site to basin 2? Show as
being removed on a demo plan.
[Revision 11 Comment addressed. This is now shown with a DD. The SCC and DD are
shown to remain until phase 1 of the road plan is stabilized. Phase 1 includes a portion of
Terrace Lane and Delphi Drive. A smaller segment of Terrace Lane and the end of Marietta
Drive are shown to be built in Phase II.
3) DD #1 poses some issues. First, it is within lots 16 -23. It will have to be noted on the plans for
lots to be cleared after the roads have been stabilized and runoff is discharged into
stormdrains. Second, the dd does not discharge to a stabilized outlet or sediment trap.
Third, there is a sharp bend from the SCC to the diversion dike.

My recommendation is to use the existing sediment trap for 3.8 acres. Place the dd to follow
the sanitary sewer access road. Place a slope drain at the end of the the SCC and allow to
discharge into the existing sediment basin.
[Revision I This recommendation was not taken, but applicant is now showing SCC and
DD outleting to the pond 2.
4) Existing dd east of basin 2 is in the way when grading for lots 24 -29 occur. It should be
noted on the plans for lots to be graded after the adjacent road has been stabilized and
runoff can discharge into stormdrains.

upstream grading is complete. Prior to DD #2, it appears the SCC will convey runoff to pond
#2.
5) Place inlet protection for 2 inlets at the intersectionof Delphi Lane and Delphi Drive.

6) The diversion accros Cascadia will need to be improved or redesigned. Clarify perimeter
controls when SCC (accross Cascadia Drive) is removed. It appears commercial area and

lots 112 to 119 cannot be graded until adjacent road is stabilized, diversions are re- designed,
and SCC is removed. Please clarify in sequence of construction or on plan.

The VSMP permit application and all plans may be resubmitted for approval when all comments have
been satisfactorily addressed. For re- submittals please provide 4 copies of the complete permit package
with a completed application form. All revisions to calculations shall be resubmitted, signed, sealed and
dated.
Engineering plan review staff are available from 2 -4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County's
Management Analyst will prepare bond agreement forms, which will need to be completed by the owner
and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2 -4 weeks to
obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre - construction conference.
Applicants will need to complete the request for a pre - construction conference form, and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee
remaining to be paid. This will be checked by county staff, and upon approval, a pre - construction
conference will be scheduled with the County inspector. At the pre - construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
