Division: Date Completed:10/09/2015 Reviewer:John Anderson Engineering Review Status:See Recommendations Reviews Comments: Correction: Cul-de-sac Max. grade = 6%. –revised in CV. janderson2 10/9/2015 2:25 PM 1.Final Plat requires: Approved Road Plan; Approved VSMP; and DCR concurrence of Planning recommendation of preliminary plat approval relative to state dam break inundation zone. 2.Plat (Note) states: “The finished floors of the proposed development will be located higher than the inundation zone elevation.” With proposed grades, it appears that first floor elevations will be above contour 304’. Proposed grading indicates that buildable space exists on each lot. Plans show the state dam break inundation zone Elev. contour =304’ without variation, but County GIS indicates dam break inundation zone varies, <304’ –308’. GIS may not reflect state dam break inundation zone with exact precision. DCR review may yield more precise determination of dam break inundation zone for TMP# 093A5-00-00-00100, but Final Plat, plans, proposed grading, and design should accurately reflect County GIS state dam break inundation zone elevations. (Attached) Engineering will not object to PPT provided: VSMP, Road, and Final Plat show lots above the state dam break inundation zone for this parcel, for lots being platted, as shown on County GIS or at elevations specified by DCR. VSMP, Road, and Engineering recommendation of Final Plat Approval requires conformance with any DCR request for development plan revision (design shown on preliminary plat) or recommendation required to avoid state dam break inundation zone elevations. DCR may retain discretionary authority to determine state dam break inundation zones with precision. DCR authority may supersede accuracy of GIS data. (Attached) 3.E-mail (10/8/2015 12:50 PM) states: “Design impacts preserved steep slopes at biofilter ‘B’.” This is incorrect. Design/sheet 4, avoids and does not impact critical slopes. 4.Recommend Final Plat for Phase I/subsequent phases extend or limit street design to points just beyond intersection radius returns so there is no question of temporary turnaround design. For example, keeping Lots 18 and 38 with Phase II, but drawing phase II/III line at ROAD A Sta. 14+25±. 5.ROAD PLAN: Cul-de-sac Max. grade = 6% Max.
