Tuesday, August 25, 2015 8:59 AM To: Sarah Baldwin; Margaret Maliszewski Subject: RE: Southland/River's Edge Tier 1 Attachments: Southland -TaxMap.pdf Hi Sarah, I think I see where the confusion may have come from. The tower for our collocation is located on Tax Map 78B-01-101, but the plans show the address as 325 Winding River Lane, which is actually the building on 78-58G2. Until we can have a true address assigned to the ground equipment (upon approval of a building permit), Verizon Wireless has to use the nearest addressable structure for power, telephone and fiber utility planning purposes. So I'm thinking that the application must have gotten tied to the 325 address which is directly west of the tower but on a different parcel. I have attached a copy of the county's tax map with the aerial layer turned on, lease let me know if this sound like it could be the case to you as well. Thanks! His response indicates, as I expected, that the current design requirements for this type of self-supporting power structure is tied to Dominion's separation and safety standards that were updated a few years ago and requires the rad center(centerline of the antenna measured lengthwise) mounting height of our antennas at 15 feet above the top of the structure. This means that with the longest antennas being in the 8'to 10' range the tops of those antennas are usually anticipated to max out at 20' +/-above the structures. However, in this particular case, the longest antennas being proposed 102" (8-1/2'), the top height ends up being approximately 134-1/4'. As for the tower behind the Clean Machine, I am not sure if the height requested back then was based on the top height of those antennas or the rad center and platform mount height at the time. Chad has also confirmed that there is a list of acceptable landscaping that can be placed in the power line easements, so I am trying to get that from Mr. Hoover at Dominion Power so we can have our design team match the landscaping plan as closely as possible with their standards as well as the ARB plant list. Please let me know if you have any additional questions. Thanks! Thanks for your recent resubmittal for the Southland/River's Edge Tier 1 application. I've looked over the drawings and the changes meet the first and third conditions of ARB approval outlined in our letter of October 2, 2015. However, condition#2 was not sufficiently addressed. The condition reads: "Provide robust landscaping around the edge of the grassy knoll to screen views of the equipment from the ECs. A staggered, mixed deciduous and evergreen planting would be appropriate."The planting illustrated is not robust, it is not staggered, it is barely "mixed", and it includes no evergreens. I've checked with the ARB to make sure my interpretation was correct, and they've confirmed that the planting plan does not meet the condition of approval for the reasons I've listed. Before I can issue a Certificate of Appropriateness, I'll need a revised landscape plan that meets the condition. Please provide: 1. One set of revised drawings addressing the condition noted above. Include revision dates on each drawing. 2. A memo indicating how the condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. If you have any questions concerning any of the above, please feel free to call me. Thanks. Margaret Margaret M.
