Steve,
The revised plan doesn't seem much revised.The only changes I see are: the shrubs are 1' shorter,4 trees have been
added, and 1 tree species has been added.Also,the azalea spec is much less informative.
You are correct in noting the ARB's expectations. The foreground plants (as viewed from the EC) should be less like a
soldier row and more broken up, with a less regular placement, more staggered, more mixed. The power company will
limit the available tree species for mature height, but the majority of plants should be trees—not shrubs.There should
eventually be some height to these plants. Taller planting sizes would be appropriate; this may result in alternate species
with taller mature heights. I recommend a minimum of 5 different plant species.The plant schedule should include all
the standard information (common name, scientific name, quantity, size at planting).The mix of species should be
obvious from the plan—not just the schedule.

Good afternoon Margaret,
I just wanted to follow up with you on our impromptu meeting to see if you've had a chance to look at the revised
landscape plan for this project any closer.
When we spoke it was my understanding that you were expecting to see the hedge row in the foreground broken up
into a double-staggered row, the types of deciduous and evergreen trees broken down with total numbers and sizes
given for each species, and also had some questions about the growth potential/maximum heights of some of the trees
that are expected to help screen the 8-foot tall fence.
So I just wanted to check and see if there was anything else I will need to pass on to the design team as well.

Steve:
As a follow-up from our phone conversation,the above collocation which was submitted as a building permit with
special exception has been deemed to be a special permit by our County Attorney's Office and I will have to deny the
building permit. We have had numerous conversations/discussions internally about this site, and cannot get agreement
to process it as anything but a special permit. This particular collocation is unusual since it not only requires the addition
of antenna, but also requires installation of a pole within the structure. Essentially, the County Attorney's Office did not
think our Ordinance as currently written permits the installation of a pole as a collocation. However, we agreed that we
should review our ordinance to accommodate these types of additions as a building permit with a special exception in a
future zoning text amendment. We plan on taking another amendment to the Planning Commission in February.
As you know, a special permit generally requires a 6-8 month review and requires legislative approval from the Board of
Supervisors. Please let me know how you want to proceed.
