Scale and size. The plan shall be prepared to the scale of one (1) inch equals twenty (20)feet or to another scale approved by the agent in a particular case. No sheet shall exceed forty-two (42) inches by thirty-six (36) inches in size. The plan may be prepared on one (1) or more sheets. If prepared on more than one (1) sheet, match lines shall clearly indicate where the several sheets join. The top of the sheet shall be approximately either north or east. The subject property is 5.4 acres with approximately 1 acre being focus of the minor site plan amendment application. The plan is now draw at 30-scale so that all of the pertinent information can be shown on one 24"x36" sheet. If the plan were drawn to a larger scale, such as 20-scale, the area of development would no longer fit on one page. Therefore, the scale of one inch equals 30 feet works the best for this project. The plan is now drawn so that north and east is at the bottom of the page. The plan is rotated in this way to show the road that the property is addressed by and accessed from at the bottom of the page. If you .ve any questions or comments, please feel free to contact me. The individual responses to those comments are below. Planning 1. [32.5.1 b] Revise the scale to 1 inch equals 20 feet and orient the plan so that the top of the sheet is approximately north or east. A waiver request for this requirement will be submitted as a separate letter. 2. [32.5.2a] Include descriptions and conditions of previously approved special use permits relating to this site. This facility was permitted via SP 95-12, SP 92-58 and SP 86-03. The descriptions and conditions of the special use permits SP 95-12, SP 92-58 and SP 86-03 are listed below. Only one condition from the special use permits applies to this project - the condition in regard to the water quality. We will be working with Engineering to meet this condition through stormwater management. [32.5.2b]Indicate the use of the proposed structure and total square footage. Also include a parking schedule showing the required parking and provided parking (including handicapped parking). The approved plan shows 29 spaces and the proposed plan appears to show 28 spaces (it is not clear) but the note indicates there will be no loss of parking. The proposed use and square footage of the pole barn has been added to the General Notes on Sheet 1. A parking schedule has been added to the General Notes. The proposed plan shows the correct number of spaces; on the previous submission, the parking area at the southeast corner of the existing building was not correctly labeled. The labels and the number of spaces shown on the plan view now add up to 29. SDP 201400023 Keswick Golf Maintenance Facility-Minor Amendment 1 Now- 4. [32.5.2f] Show existing landscape features and any proposed changes to existing features. An area of at least 5% of the paved parking and vehicular circulation area shall be landscaped with trees or shrubs within or around the parking lot. Please provide all relevant information to verify this requirement is satisfied. The existing trees around the parking lot have been added to the plan. The calculations for the required and provided parking lot landscaping have been added to the General Notes on Sheet 1. Color photographs of the trees within the landscaped area will be forwarded in an email. The construction of the pole barn will not affect the existing parking lot landscaping. 5. [32.6.2j & 32.7.9.8] The tree canopy requirement for this site is 10%; if existing trees are to be used to satisfy this requirement, provide relevant information to verify this requirement is satisfied. The existing trees/wooded areas on-site will be used to satisfy the tree canopy requirements. The calculations for the required and provided tree canopy coverage have been added to the General Notes on Sheet 1. Color photographs of the wooded area will be forwarded in an email.. The construction of the two infiltration pits will not affect any of the existing trees. There is a note on the Layout Plan, Sheet 1,which stipulates that the final location of the pits will be determined in the field so that they can be constructed without requiring any clearing or removal of the existing trees. 6. [32.5.2n] Show existing and proposed lighting, if any. The pole barn will have one exterior light fixture near the pedestrian entrance door. This light fixture will be wall mounted sconce, similar to the ones found on a typical house. It will use the equivalent of a 60 to 120 watt incandescent lamp,which is below the 3000 lumen threshold. The location of the light fixture will be on the south side of the proposed pole barn, therefore, the light will not be able to be seen from the roadway or adjacent residential properties. There are two lights on the existing building, only one of which is being used. There are no plans at this time to replace or update the existing light fixtures. 7. [Comment] Show and label the stream buffer limits on the site. The stream buffer has been added and labeled on the plan. 8. [Comment] For minor site plan amendments the Planner's signature is all that is required. You may delete the other reviewers from the approval panel. Acknowledged. [Comment] This amendment cannot be approved until Inspections, Engineering, and ARB complete their reviews and grant their approval. Inspections, ACSA, and ARB have reviewed the plan and have no objections. Engineering comments are attached. Acknowledged. The comment from Engineering has been addressed; see below. Engineering 1. Recommend moving pole barn completely onto existing pavement. Otherwise a Stormwater Management plan will be required prior to final site plan approval. [17-303] The pole barn is not able to be moved. Two infiltration pits have been added to the plan for stormwater management. To allow construction of golf course and road in the floodplain. Approval is subject to the following condition: 1. County Engineer approval of construction activity in the floodplain of Carroll Creek in accordance with 30.3 Flood Hazard Overlay District of the Zoning Ordinance SP 92-58 (Subdivision) Tax Map 80 Parcels 8, 8F, 8D2, 8D4, 8J, 8C, 8D3, 8T, 8Z (part), 21A, 27, 29, 31, 41, 41A, 43, 60, 60A, 62, 69, 70, 70A, 61, 96, 97, 100, 109A, 106 and Tax Map 94 Parcel 42A. To allow request to the subdivision of 280.2 acres which is comprised of 30 parcels of record into 75 residential lots with an average size of 3 acres to be served by private roads. Approval is subject to the following condition: 1. Development of the subdivision shall be in general accordance with the Keswick Estate Application Plan dated August 25 1992 and revised October 26 1992; 2. Approval of SP 92-59 for floodplain crossings to allow private road construction; 3. Water Resource Manager approval of a water quality impact assessment; 4. Compliance with State Corporation Commission requirements for water and sewer utility services; 5. In the review of future plats and plans provision shall be made for protection of stream valley areas located on proposed lots by the conveyance of additional open space and/or resource protection easements to the homeowners association or other entity agreeable to the developer and the County for the purpose of permanent protection of these areas; and 6. The service for Keswick Utility Company to include all those parcels of land which are contiguous to the lands currently owned by Keswick Corporation which are bounded within the larger area of State Route 616, State Route 731, State Route 744, Interstate Route 64 and the CSX Railroad right-of-way. Reference is made to a letter and map from Pete Bradshaw dated January 13 1993. I just have a few questions. On Comment#2, is you only concern that the conditions are not shown on the plan? Also, for Comment#6, I can show the location of the existing and proposed lighting on the plan. It would seem that the existing lights would be exempt from the requirement of a photometric plan under 4.17.2. These lights were installed prior to the adoption of 4.17; they were installed with the construction of the existing building in 1986. The existing lights are also not going to be upgraded or modified in any way. The proposed lighting should also be exempt from the requirement of a photometric plan due to the fact _ that it will be a fixture with lamps under 3000 lumens (also 4.17.2). I can add a note-to the plan that the proposed lighting used for this project will not be over 3000 lumens.Would this fully address your comment? Parking requirements for this site were based on number of employees assigned to work on-site. The number of parking spaces required has been added to the General Notes on Sheet 1. Those calculations are based upon the number of employees assigned to work at the Maintenance Facility (on-site). 432.5.2f and 32.7.9.4b] Show existing landscape features and any proposed changes to existing features. In addition to the trees to be preserved, the plan should show the limits of clearing, the location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing. In addition, the applicant shall sign a conservation checklist approved by the agent to insure that the specified trees will be protected during construction. Except as otherwise expressly approved by the agent in a particular case, such checklist shall conform to specifications contained in the Virginia Erosion and Sediment Control Handbook,pp 111-284 through III-297, and as hereafter amended. This checklist must be completed, signed, and dated. The limits of clearing/construction and location of the tree protection fencing has been added to the plan (Sheet 1). The limits of construction includes the areas for the roof drains and infiltration pits. The detail for the type of tree protection has been added to Sheet 3. There are no grade changes proposed with this plan. The proposed pole barn is located in an area that was previously graded with the construction of the Maintenance Facility. The trenches for the roof drains will be filled in and made to match the existing grade. The top of the infiltrations pits will also be made to match the existing grade. The final location of the roof drains and infiltration pits will be field verified to avoid existing trees. The signed conservation checklist has been added to Sheet 3. /[32.6.2j & 32.7.9.8] The tree canopy requirement for this site is 10%; if existing trees are to be used to satisfy this requirement, provide relevant information to verify this requirement is satisfied. In order for the amended site plan to be approved the following revisions are required: imoommor 6. [32.5.2n]Show existing and proposed lighting, if any. Rev 2:The cut sheet and the photometric plan show two different lamp lumens for the proposed light(3,000 on cut sheet and 3,200 on photometric plan). Based on the wattage and type of lighting the 3,200 figure is likely more accurate.A lamp which emits 3,000 or more maximum lumens is required to be a full cutoff fixture(per section 4.17.4);therefore you must either use a light of less than 3,000 lumens or use a full cutoff fixture. 9. [Comment]This amendment cannot be approved until Inspections, Engineering,and ARB complete their reviews and grant their approval. Inspections,ACSA,and ARB have reviewed the plan and have no objections. Engineering approval is needed. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office.The Code may found on the County Attorney's website which may be found under"Departments and Services"at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six(6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
