Newberry From: Justin Deel, Engineering Date: 4 September 2015 Subject: Free State Run — Final Site Plan (SDP201500014) The final site plan for Free State Run has been reviewed, and the following concerns should be addressed. (Please note that VSMP comments may affect the final site plan and road plan.) Unaddressed Comments from Previous Review(s) 1. "Clarify gullies on site. Flooding may be an issue and needs to be addressed. This area was flagged as wetlands. Please clarify as a permit from the Army Corps may be necessary for approval. See WPO comments. [Revision 11 Comment partially addressed. Applicant stated underdrains are provided for spring. We still need documentation from Army Corps that no wetlands exist. Also, see comments from VSMP regarding this area." [Revision 21 Comment not addressed. No documentation from the USACE has been provided. 2. "The proposed layout appears to show disturbance of preserved slopes. A rezoning is required to disturb preserved slopes. [Revision 11 Comment not addressed." [Revision 21 Comment not addressed. Show the entire preserved slopes overlay on plans and remove disturbances. Aerial topography will not warrant removal of preserved slope designations. A field survey provided by a licensed Professional Surveyor would be required. You are providing an aerial topographic survey and saying that it is more accurate than the existing aerial topographic survey. The County Engineer has stated that only a field survey can remove preserved slope designation. In addition, while it is possible that a field survey may prove that some slopes designated as preserved are less than 25%, it will likely warrant additional areas to be designated as preserved, as the site must be reevaluated as a whole. The steep slopes overlay district tries to preserve contiguous areas, so results of any new evaluation will need to avoid breaking slope areas into fragments. [30.7.4(b)(h)] 3. "Show proposed drainage easements for all SWM facility and stormsewers outside VDOT ROW. Please note some easement locations may change based off my WPO comments. [Revision 11 Comment not addressed for all SWM facilities." [Revision 21 Comment not addressed. There are no easements being shown for the storm sewer between lots 2 & 3 and lots 10 & 11. I see no easement for the 30" pipe going through the corner of lot 4. Other drainage easements appear to be drawn or partially drawn (detention facilities, Bioretention near Liberty Hill Court) and are not labeled and dimensioned. Please show and label all easements for storm sewer pipes and SWM facilities. 4. "Show easement for runoff from cul-de-sac to Bioretention. [Revision 11 Comment not addressed. Applicant stated it is in open space so it is not necessary, but SWM easement still needs to be shown. Include pipe within easement. [Revision 21 Comment not addressed. See comment 3, above. "All SWM facility and SWM easements should not overlap with residential lots. [Revision 11 Comment not addressed. See lot 24 on sheet C6. Top of embankment is within lot 24." But since the easement is not being shown it cannot be confirmed that it does not overlap lot 24. See comment 3. 6. "Our policy states no higher than 15 fps for velocity. Address for str D 1. Provide outlet protection design for D 1. [Revision 11 Comment not addressed. See B 1. This is from our final site plan checklist policy. This is applicable to any plan proposing pipes, channels, etc. Check all proposed." [Revision 21 Comment response cannot be verified. Where is this information located? Regardless, storm sewer profiles should be included in the Road & Drainage plan (SUB201500100). New Comments: 7. "All streets within a development shall be extended and constructed to the abutting property lines to provide vehicular and pedestrian interconnections to future development on adjoining lands, terminating within the development with a temporary turnaround." [32.7.2.2(e) & 14.409(B)] Please provide a turnaround at the Free State Drive stub -out that meets the requirements of the Albemarle County Design Standards Manual. 8. Road plans & profiles and storm sewer/drainage profiles should be included in the Road & Drainage plan (SUB201500100), please remove. file: SDP201500014 Eng. Review.doc
