Perez Senior Planner County of Albemarle 401 McIntire Road Charlottesville, Virginia 22902 RE: SDP-2014-73 Virginia Asphalt Services, Inc, Site Plan-Final Dear Christopher, This letter is to accompany the Final Site Plan submittal by serving as our general response to Initial Site Plan approval conditions provided by the Department of Community Development on July 27, 2015. Our response to comments are in red. General 1. An Erosion and Sediment Control Plan is currently under development and will be submitted subsequently for review and approval. 2. A Stormwater Management Plan will accompany the Erosion and Sediment Control submittal. 3. Required easements have not been determined yet but will be provided as required. 4. No disturbance of WPO buffers is anticipated at this time. 5. The project does not utilize existing tree canopy to meet landscape requirements so the tree conservation checklist has not been provided. Planning 1. Site plan and checklist provided for approval. 7TProvided site plans have been modified to address VDOT comments. ' 's Final ARB application and materials are provided with this submittal. , '7" ,i4/rhe parking calculations on the Cover Sheet were revised as requested. f'5. The conditions of approval have been included on Sheet 3. ARB 1. The height of the proposed Leyland cypresses have been increased to 8' to 10'. 2. The size of the proposed scarlet oaks has been increased to 3-W caliper at planting. 3. The size of the proposed sugar maples has been increased to 2-W caliper at planting. 4. A staggered row of evergreens 8-10 tall is proposed along the south side of the storage area. 5. A staggered row of evergreens 8-10 tall is proposed along the north and west side of the storage area. 6. All other ARB comments, to date, addressed with this plan. Building Inspections 1. A gate is provided on the parking area as the parking lot is not intended for public use. No dedicated "accessible" parking space is proposed; however, the site layout and proposed grading will easily accommodate parking for those with limited mobility. Zoning 1. No action required. Engineering Division 1. Gravel paving request denied and plans have been revised. 2. Curb request denied and plans have been revised. 3. Gravel filter apron and level spreader to buffer(SWM) have been expanded. ESC/SWM plan to be submitted separately. 4. The parking spaces have been relocated. 5. The entrance grades were adjusted so that the grades of the inside edge of the entrance do not exceed 10%. ACSA 1. Notes updated on the Cover Sheet. 2. No action required. 3. No action required. 4. Backflow preventer note added to Sheet 3. 5. The proposed flowering dogwoods have been moved as far from the water meter as we feel is possible to satisfy ARB requirements and ACSA requirements. They are still within 10 of the meter so we are requesting compromise on this issue. VDOT 1. The note on Sheet 3 regarding the proposed taper has been corrected to 4:1 as drawn. 2. The GR-9 end treatment line work has been revised. 3. All proposed trees are located more than 5' from the guardrail. 4. I am not familiar with the guardrail warrants process so this item is not currently addressed. The objective of this process is little confusing as well. There is currently a guardrail along the entirety of the VDOT ROW, excluding the entrance, and this will continue to be the case. Will be happy to work through this issue though. 5. No action required. 6. The gate was moved back into the site so that there will be approximately 80 between the edge of road and the gate.
